REGULAR MEETING
SUMMARY MINUTES
JUNE 24, 2014
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Elise Ryan, Jim Boettcher, Luke Thunberg,
and Tyler Kobilarcsik. Brent Carron arrived late to the meeting.
MEMBERS ABSENT:
Rick Echternacht, and Jacob Stolar
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent;
Mitch Johnson, Park Supervisor; Jodi Sarles, Recreation Center Manager; Adam Beers, Park
Superintendent; and Susan Bill, Senior Center Coordinator
APPROVAL OF AGENDA: The agenda was approved with the addition of H(5). Update on City
Council Work Session from June 23, 2014; and H(6). Update on Highway 41 Connector Stairway.
PUBLIC ANNOUNCEMENTS:
Mitch Johnson provided an update on the schedule of activities for the

4 of July celebration. Commissioner Scharfenberg announced that there was a Red Birds game
scheduled for Friday at 7:30 p.m.
APPROVAL OF MINUTES: Scharfenberg moved, Thunberg seconded to approve the verbatim
and summary Minutes with the change by Chair Kelly on page 14. All voted in favor and the
motion carried unanimously with a vote of 6 to 0.
INITIATE DISCUSSION REGARDING RECOMMENDATION TO CITY COUNCIL, 2015-2019
PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT
PROGRAM (CIP).
Todd Hoffman provided background information on the 5 year CIP budget process before discussing
details of the information provided by staff. Commissioner Scharfenberg asked if there were any park
shelters scheduled for construction in 2015, if the money allocated for the Bluff Creek Drive street
improvement project includes a trail, the schedule for the Camden Ridge trail construction, money in
2015 for the County Road 61 project before clarifying that the 2015 budget included $10,000 for picnic
tables; trees at $15,000; Camden Ridge at $50,000; and County Road 61 at $150,000. Chair Kelly
discussed planning for Bandimere Park after hearing council comments on the master park plan before
asking Todd Hoffman to give his feedback from the City Council work session meeting. In discussing
the CIP Commissioner Scharfenberg asked to add dugouts at Lake Ann. Todd Hoffman suggested
improving the backstops to replicate Field #3 along with adding dugouts. Chair Kelly asked for further
discussion on lighting the ballfield at Lake Susan Park to take advantage of the $55,000 being offered by
the Chanhassen Athletic Association. Commissioner Thunberg suggested fencing for the soccer field at
Bandimere Park. Chair Kelly asked that lighting Soccer Field 1 and both parking lots at Bandimere Park
be considered for 2016. Commissioner Scharfenberg disagreed with lighting of Soccer Field 1 and
suggested the commission come up with a priority ranking of what needs to be done at Bandimere Park.
Commissioner Kobilarcsik suggested removing the splash pad from Bandimere Park. Todd Hoffman
discussed planning for expansion of playground equipment, future ballfield needs at the Rec Center i.e.
fencing, backstop, dugouts, and trail connection projects. Commissioner Kobilarcsik asked about the trail
connection along Powers Boulevard. Commissioner Carron asked about the City Center Park band shell

improvements scheduled for 2014. It was determined that the Park and Recreation Commission would
meet in a work session at 7:00 before the next regularly scheduled meeting to rank the Bandimere Park
projects.
RECREATION CENTER REPORT:
Jodi Sarles provided an update on the Rec Center summer hours,
maintenance schedule and programs.
PARK & TRAIL MAINTENANCE REPORT.
Adam Beers provided updates on the spring
maintenance start-up schedule coupled with the terrible spring weather, Minnetonka High School Senior
Service Day, Pioneer Pass Park and stair project along Highway 41. Commissioner Ryan asked if the
trail will be closed during the stairway construction, thanked Mr. Beers for addressing the washout along
the Highway 41 trail and commented on the great condition of the soccer fields. Adam Beers discussed
cancelling of the playground installation at Pioneer Pass Park and Commissioner Carron thanked the park
maintenance crew for mowing the weeds at the staircase location on Highway 41.
SENIOR CENTER REPORT.
Sue Bill presented updates on the education programs, special events
and trips being sponsored by the Senior Center. Commissioner Scharfenberg asked if the Store to Door
program mentioned in the Senior Connection was a new service being offered in Carver County.
RECREATION PROGRAMS: 2014 FOURTH OF JULY CELEBRATION.
Mitch Johnson gave a
power point presentation showing events from past celebrations and reviewed the upcoming schedule of

events for this year’s 31Annual Fourth of July celebration. Chair Kelly asked how the sand sculpture
contest was going to be handled with the beach at Lake Ann flooded. Commissioner Scharfenberg asked
about volunteer opportunities associated with the event and if a running event has been considered with
th
the 4 of July celebration.
2014 KLEINBANK SUMMER CONCERT SERIES.
Mitch Johnson provided an update on the
th
KleinBank Summer Concert Series which began on Thursday, June 12 with Shakedown and that Alison
th
Scott has been rescheduled for August 14 due to rain cancellation. Commissioner Ryan asked about the
status of planning for an amphitheater.
UPDATE ON HIGHWAY 41 STAIRWAY CONNECTION.
Todd Hoffman provided an update on
the status of the stairway construction along Highway 41.
PIONEER PASS PARK GRAND OPENING.
Luke Thunberg explained that due to the rain, the
schedule for the construction and grand opening of the playground in Pioneer Pass Park will have to be
rescheduled when the ground dries out.
ADMINISTRATIVE PACKET.
Todd Hoffman commented on the private property owner who cut
down trees on city property to get a better view of the lake. Commissioner Scharfenberg asked about the
skate park. Commissioner Ryan asked about damage from the tree that fell down near North Lotus Lake
Park. Commissioner Boettcher asked about issues with the AIS inspector’s tablet not working and if
anyone from Carver County had contacted the City about connecting Herman Field Park to Lake
Minnewashta Regional Park.
Carron moved, Boettcher seconded to adjourn the meeting. All voted in favor and the motion
carried unanimously with a vote of 7 to 0. The Park and Recreation Commission meeting was
adjourned at 9:30 p.m.
