Summary and description of proposed project (attach additional sheets as necess
WSB & Associates, Inc., on behalf of the Carver County Parks Department, has submitted a Joint Permit
Application for a Wetland Replacement Plan for the proposed Lake Minnewasta Regional Park
Improvements Project. The proposed project is located within Lake Minnewashta Regional Park, Section
4, T116 N, R23W, within the city of Chanhassen. The wetland delineation report was completed and
submitted By WSB & Associates on February 21, 2014. A previous wetland delineation was performed by
SRF Consulting and approved in 2011. Both wetland boundaries are shown on the project plans. The
proposed replacement plan indicates that there will be a total of .05 acres (2,191 st) of wetland impacts to
two separate wetland basins, identified as Wetland G (W10) and Wetland H (W22) in the plans submitted
by WSB & Associates, included in Appendix A of the application (SRF delineation ID in parentheses).
The proposed replacement plan provides detailed information on alternatives, and options considered to
avoid and minimize wetland impacts. The replacement plan proposes that .1 acres (.05 ac at a 2:1 ratio)
resulting from the park improvements, including road reshaping/paving, creation of an access road, boat
launch improvements, trail improvements, and construction of an entrance turnaround, would be replaced
using wetland bank credits, purchased by Carver County from wetland bank account #1375, located in the
same Bank Service Area 9, and Major Watershed 19.
