1 INTRODUCTION
This document presents a Storm Water Pollution Prevention Plan
(SWPPP) for The Preserve at Bluff Creek 3rd -6th Additions in
Chanhassen, Minnesota. The site is located at the southeast
intersection of Lyman Boulevard and Audubon Road.
The SWPPP is prepared in accordance
with the National Pollutant
Discharge
Elimination
System (NPDES)
regulations as established by
the Clean
Water Act.
This report shall
be on the site at all times
during construction.

submittal of the
Notice of Termination. The

in this SWPPP:

2 EXISTING SITE CONDITIONS
The site consists predominately of Type "B" soils; however, Type
"A ", "C" and "D" also exist in smaller areas within the site
boundary. Curve numbers were obtained from "Technical Release 55:
Urban Hydrology for Small Watersheds." For existing conditions,
curve numbers ranging between 60 and 81 were used for variable
conditions extending from woodlands to contoured and terraced row
crops in good hydrologic condition, respectively.
During pre — developed conditions, all of the storm water entering
the site is conveyed towards Bluff Creek. Therefore Bluff Creek was
used as the design point to determine the rate of runoff from the
project as well as areas to the east. Refer to the drainage map
for its location.
3 PROPOSED SITE CONDITIONS
For proposed conditions, a broader reach of curve numbers were
used to model the site. These curve numbers ranged from 60 for
woodlands to 100 for open water. Most of the site was modeled
with a curve number of 75 for 1/4 acre residential lots with Type
"B" soils. The remainder of the disturbed portion of the site was
assigned a curve number of 98 for paved roads and roofs. Curve
numbers remained unchanged for undisturbed areas.
Three NURP ponds are incorporated into the development. The
third NURP pond (P -3) located on the southeast portion of the
property is being designed by a separate consulting firm to
accommodate area within the site as well as runoff from upland
areas east and west of the site boundary. The runoff from the
upland areas will be conveyed to the site through a subsurface
drainage network located beneath the city collector street.
All of the storm water treatment ponds propose to convey treated
runoff to Bluff Creek an Impaired Water. Pond P -1 sends runoff to
an adjacent wetland located to the north via a concrete pipe. The
wetland conveys this treated runoff to the creek. Pond P -2
conveys runoff to an adjacent wetland located to the west through
a concrete pipe. In turn, the wetland carries this treated runoff to
the creek.
Wetland Basin W —A collects storm water from rear yard drainage as
well as upland area further east of the site. In the event of a
large storm, treated runoff would be conveyed overland to the
south. The collector street would carry the overflow to treatment
pond P -3.

meet or exceed NPDES standards. The table below summarizes the
results.

4 STORMWATER POLLUTION PREVENTION BEFORE AND DURING
CONSTRUCTION
The following storm water pollution prevention measures are shown
in the plans and shall be implemented prior to construction:
— Install silt fence around the perimeter of areas to be graded
as shown on the grading and erosion control plan.
— Contractor to notify the SWCD once silt fence is installed prior
to grading commencing, and also 24 hours prior to the
installation of the rain garden areas.
— All temporary stockpiles must have silt fence around them to
trap sediment.
— Construct gravel construction entrances at field entrances to
the site.
— Inlet protection is to be provided for all storm water inlets.
— These are the minimum anticipated Best Management
Practices. As site and climatic conditions change so might the
necessary BMPs.
The following storm water pollution prevention measures are shown
in the plans and shall be implemented during construction:
— Phase grading work to minimize the duration that any
disturbed soil is exposed.
— Place wood fiber blanket on all steep slopes (3:1 or steeper)
— Place minimum 6 inches of topsoil over areas when grading
is complete.
— Place minimum 1 -1/2 tons /acre of straw on all areas after
reaching final grade with topsoil and anchor straw with
either a straight disk or netting.
— Seed and mulch or place sod on all disturbed areas within the
following time frames:
— Slopes greater than 3:1 — within 7 days
— Slopes from 10:1 to 3:1 — within 14 days
— Slopes flatter than 10:1 — within 21 days
— Mulch shall be MnDOT 2575 Type I applied at 2 tons /acre.
— Seeding following general mass grading activities shall be
MnDot 250GR applied ® 70 Ibs /ac unless specified otherwise.
— Protect disturbed areas, including stockpiles, that are not
completed but will remain inactive for greater than 14 days
with mulch, plastic sheeting, or temporary seeding
— Locate stockpiles a minimum 100 feet from catch basin
inlets, ponds, and site drainage routes
— All inlet protection devices shall be installed within 24 hours of
installation.
— All outlets shall be furnished with energy dissipating devices
per plan.
— Concrete trucks will utilize the concrete washout area shown
on the plans to wash and rinse their equipment prior to
leaving the site. After concrete work is complete,
any remaining debris will be collected and removed from the
site
— Remove any sediments that have been tracked onto public
streets within 24 hours
— Removed any spill of fuel, oil, or other chemical immediately
upon detection
— Collect all construction debris in dumpsters and roll —off
boxes
— Store construction materials in an orderly manner
— Inspect pollution control measures as specified in Section 6
— Repair silt fences, inlet protection gravel construction
entrances and other erosion and sediment controls as needed.

Dewatering or basin drainage must be discharged to a temporary
or permanent sediment basin. If not possible other adequate
BMPs shall be used. All dewatering plans must be submitted to
the city for approval and the city must be contacted prior to
commencement of dewatering activities.
5 STORMWATER POLLUTION PREVENTION AFTER CONSTRUCTION
The following storm water pollution prevention measures will be
implemented after construction by the contractor:
— All disturbed areas without permanent impermeable surfaces
will be vegetated for final stabilization. See specifications for
permanent seed mixtures.
— Silt fence, inlet protection and other erosion and sediment
control devices will be removed after vegetation is established
— Storm water catch basins, manholes, pipe, and ponds will be
maintained by the City of Chanhassen in accordance with
their Storm water Management Plan once project has been
accepted by the City.
— Stabilization by uniform perennial vegetative cover (70% density)
— Drainage ditches stabilized
— Clean out sediment from conveyances and sedimentation
basins (return to design capacity)
— Distribute homeowner factsheet to builders and homeowners
— Submit notice or termination
6 SWPPP INSPECTIONS
Inspections shall be conducted every seven days or within 24 hours
after a rainfall event exceeding 0.5 inches. The following
shall be completed during each inspection:
— Record date and time of inspection
— Record rainfall records since most recent inspection
— Inspect the site for excess erosion and sedimentation
— Inspect site for debris, trash and spills
— Inspect temporary erosion and sedimentation control devices
— Inspect construction entrances for sediment tracking onto public
streets
— Record recommended repairs and modifications to erosion and
sediment controls
— Recommend any necessary changes to this SWPPP
— Record repairs and modifications implemented since previous
inspections
— Inspect the adjacent streets and curb and gutter for sediment,
litter, and construction debris.
The following guidelines will be used to determine if pollution control
devices require maintenance, repair, or replacement:
— If sediment control devices such as silt fence are filled to 1/3
of the height of the fence, the contractor shall remove all
sediment within 24 hours of detection or notification.
— If inlet protection devices appear plugged with sediment, are
filled to 2/3 capacity, or have standing water around them,the
contactor shall remove the sediment and clean or replace the filter
within 24 hours of detection or notification.
— If the gravel construction entrances are filled with sediment
the contractor shall either replace the entrance or add additional
gravel within 24 hours of detection or notification.
— If sediment from the site is observed on adjacent streets or
other properties, the contractor shall remove the sediment
within 24 hours of detection or notification.
— If sediment from the site is observed on adjacent streets or
other properties, the inspector shall identify the source and
discharge location of the sediment and instruct the contractor
to implement additional erosion and sediment controls at those
locations to prevent future discharges.
— If building materials, chemicals, or general refuse is being used,
stored, disposed of, or otherwise managed inappropriately, the
contractor shall correct such defects within 24 hours of detection
or notification.
— If excessive sediments or debris are observed at the flared end
section outfalls, the inspector shall determine the source
and discharge locations of such materials. If the discharge
has occurred on the property, the contractor shall remove
the sediments and debris within 24 hours of notification and
correct the source of such materials as directed by the inspector.
— If sediment from the site is observed to be discharged from
the site, the MPCA will be notified the same day.
— Other at the discretion of the inspector or contractor.
— Sediment basins drained and sediment removed when reaches
1/2 storage volume; within 72 hours
— Sediment removed from surface waters within 7 days
The owner or an alternate will conduct the inspections as specified
in this SWPPP. Alternates will include individuals to be designated
by the owner and may include contractor personnel or other
qualified individuals and shall be listed below.

8 HOME BUILDING PHASE
All requirements of the SWPPP and the following storm sewer
pollution prevention measures shall implemented by home builders
1. Back —of —Curb Down Gradient Erosion Control shall be installed prior to
basement /foundation excavation. (Back —of Curb Down Gradient Erosion
Control may be removed for a time period no longer than 48 hours for
building excavation and for final grade prior to sod)
2. Rock Entrances shall be installed prior to basement /foundation
excavation.
3. All storm drain inlets that receive discharge from the lot under
construction shall be protected prior to basement /foundation excavation.
4. Perimeter Erosion Control shall be installed prior to basement /foundation
excavation if adjacent lots, open areas, wetlands, or storm ponds are at
final stabilization.
5. A Concrete Washout Area shall be constructed on site with the proper
BMP erosion control provisions.
6. Streets shall be swept a minimum of once a week or when dirt is
tracked on to road, except during frozen ground conditions.
7. Rock Entrances shall be installed for off street access to vacant lots for
purposes of storing materials, setting dumpsters or parking.
8. All BMPs shall be maintained until final lot stabilization.
9. BMPs may not be in place due to frozen ground conditions, but shall be
installed after spring thaw.
