REGULAR MEETING
SUMMARY MINUTES
JULY 22, 2014
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Elise Ryan, Brent Carron, Jim Boettcher,
Rick Echternacht, Luke Thunberg, and Tyler Kobilarcsik. Jacob Stolar arrived late in the meeting.
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent;
Mitch Johnson, Recreation Supervisor; and Meghan Gess, Recreation Supervisor
Jerry Ruegemer introduced Meghan Gess, the new Recreation Supervisor who provided some background
information on herself.
APPROVAL OF AGENDA:
The agenda was approved with the addition of discussing the joint
commission tour with the Planning Commission and Environmental Commission on Wednesday,

September 10 at 5:30 p.m.
PUBLIC ANNOUNCEMENTS:
Jerry Ruegemer announced that there was a National Girls Softball
tournament being held Thursday through Saturday at Lake Ann Park for the third weekend in a row.
Commissioner Scharfenberg announced that the Red Birds will play their last two home games of the year
on Friday and Sunday being Fan Appreciation Night. Mitch Johnson discussed upcoming events with the
KleinBank Summer Concert Series.

None.
APPROVAL OF MINUTES:Thunberg moved, Echternacht seconded to approve the verbatim
and summary Minutes of the Park and Recreation Commission meeting dated June 24, 2014 as
presented.
ASSEMBLE RECOMMENDATION TO CITY COUNCIL, 2015-2019 PARK AND TRAIL
ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP).
Todd Hoffman reviewed the park and trail dedication fund balance and projected future revenues for the
next 5 years. Chairman Kelly reviewed the individual projects scheduled for each year for 2015 through
2019. Commissioner Scharfenberg suggested including $150,000 for the reconstruction of County Road
61, $25,000 for Picnic Tables and Trees, $50,000 for Camden Ridge trail materials, and $50,000 for
dugouts at Lake Ann Park for 2015. Commissioner Ryan asked about the Galpin Boulevard trail
extension. Todd Hoffman explained that Shorewood is currently working on that project and $75,000
should be included in 2015 as a place holder. After discussion over timing and phasing of projects for
Bandimere Park, consensus was to move fencing for Soccer Field 1 to 2015, $400,000 for lighting in
2017, Chan Nature Preserve trail in 2018 and park shelter and tennis court rehab in 2019 along with
$25,000 each year for trees, benches and picnic tables.
JOINT COMMISSION TOUR.
Todd Hoffman asked to see who would be available to attend the joint

commissions tour on Wednesday, September 10 from 5:30 to 8:00.

RECREATION PROGRAMS: 2014 FOURTH OF JULY CELEBRATION EVALUATION.
Mitch
Johnson presented highlights from the Fourth of July celebration and reviewed revenues and expenses.
Commissioner Boettcher asked for an update on the scuffle that occurred between a couple families.
Commissioner Echternacht asked who organized the chalk drawings on the street prior to the parade.
COMMISSION MEMBER COMMITTEE REPORTS: PIONEER PASS PARK PLAYGROUND
COMMUNITY BUILD PROJECT: JULY 24, 25, & 26, 2014.
Commissioner Thunberg provided an update on the playground being built at Pioneer Pass Park.
COMMISSION MEMBER PRESENTATIONS.
None.
ADMINISTRATIVE PACKET.
Commissioner Scharfenberg asked staff to comment on the outlets not
working at Lake Susan Park.
Carron moved, Thunberg seconded to adjourn the meeting. All voted in favor and the motion
carried unanimously with a vote of 9 to 0. The Park and Recreation Commission meeting was
adjourned at 9:30 p.m.
