RE: Proposed building for Twin Cities Self Storage
To whom it may concern:
The following is my statement on compliance for your twelve general standards for conditional use
permits:
a) My proposed building is to be used for self storage. Our customer contract expressly prohibits
the storage of any hazardous materials. The entire perimeter of the property is fenced and
access is controlled with a new automated security gate system. There are numerous security
cameras throughout the premises. Lastly, I constantly maintain the grounds to ensure a clean,
safe, and well lit space necessary to ensure the confidence and safety of all my customers.
b) This site has been used for self storage since the late 1980's. I am not changing the usage with
this additional building.
c) The proposed building will be a single story building less than 12' in height so it will maintain a
low, non - intrusive profile. Very little of the building will be visible due to the existing screening
which will remain in place. The exposed portion of the building will be a combination of split
face decorative block and insulated metal panels textured to simulate stucco. All colors will be
muted and natural colors.
d) There should be no impact to existing or future neighbors. Self storage customer traffic is very
low. The additional building should not increase local traffic more than a few cars per day. Self
storage does not create any dust, noise, smoke and machinery sounds.
e) Since the site currently does not have access to public water or sewage these needs are
currently met on -site. This will not change with the new structure. I will incorporate all
necessary improvements to meet all applicable building requirements which will be subject to
review and approval by the applicable City officials.
f) Since self storage is a relatively passive industry by design it rarely, if ever, asks for any
additional public services beyond normal road and utility maintenance.
g) As previously stated, my proposed building is to be used for self storage. Our customer contract
expressly prohibits the storage of any hazardous materials. The entire perimeter of the
property is fenced and access is controlled with an new automated security gate system. There
are numerous security cameras throughout the premises. I constantly maintain the grounds to
ensure a clean, safe, and well lit space necessary to ensure the confidence and safety of all my
customers. No industry or manufacturing is allowed beyond the normal maintenance of the
facility itself.
h) The existing property entrance will not be changed. I expect the proposed building to increase
local traffic by no more than a few cars per day.
i) The proposed site is mainly a flat grassy area with no significant features.
j) The proposed building exterior will be made of materials significantly better than the materials
used in early self storage developments. Decorative block and textured panels will blend into
the area. The design objective is to create a building that looks like a modern professional office
building from the street, mostly obscured by the existing trees and topography.
k) When I purchased this facility in September of 2010 it was a decaying, vine covered, unkempt
and dated facility. I have cleaned up the entire grounds, updated the appearance overall, and —
rebuilt the office to give the facility the look and feel of a modern business. These changes have
improved the value of this property which reflects positively on the entire neighborhood. This
proposed building will further that initiative by the addition of a new building of much higher
quality than any of the surrounding buildings.
1) The property is currently approved for self storage so there is no change.
One other obvious question you may ask is why I do propose to build on a site different than what was
originally identified as Phase 3 in the original CUP, located on the SW corner of the property. That area
was converted to outdoor parking several years ago by the prior owner. When I purchased this facility
the outdoor parking was a rather unorganized arrangement of various vehicles parking on grass, mainly
along the fence line. This created a difficult environment for customers, was hard to maintain, and not
attractive from Flying Cloud Drive. Since then this area has been graded, covered in crushed limestone
and curbing installed to organize the space into two parking rows for a maximum of 34 vehicles. Vehicles
no longer park along the fence line. There is now a drive aisle along the fence and I think there is a
sense of order to the area that was lacking in the past. I have attached a drawing of the current
configuration for your review.
I would like to maintain this space for parking. Most, if not all my customers live in the immediate
vicinity and have no other convenient space to store their various trailers, campers and boats.
