REGULAR MEETING
SUMMARY MINUTES
OCTOBER 28, 2014
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Elise Ryan, Brent Carron, Jim Boettcher,
Rick Echternacht, Luke Thunberg, Jacob Stolar and Tyler Kobilarcsik
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent;
and Adam Beers, Park Superintendent
APPROVAL OF AGENDA:
The agenda was approved unanimously as presented.
PUBLIC ANNOUNCEMENTS:
Todd Hoffman provided an update on the Bandimere Park expansion
project and wished good luck to commissioners Elise Ryan and Jim Boettcher on their run for City
Council.
VISITOR PRESENTATIONS:
None.
APPROVAL OF MINUTES:Carron moved, Echternacht seconded to approve the verbatim and
summary Minutes of the Park and Recreation Commission Minutes dated September 23, 2014 as
presented. All voted in favor and the motion carried unanimously with a vote of 9 to 0.
OVERVIEW OF WINTER SNOW AND ICE MAINTENANCE: PARKS, TRAILS, CITY
SIDEWALKS, PUBLIC BUILDINGS, AND ICE SKATING/HOCKEY RINKS.
Adam Beers reviewed the winter maintenance practices pertaining to parks, trails, city sidewalks, public
buildings, ice skating rinks and hockey rinks. Commissioner Echternacht asked if Eden Prairie plows
their half of the Rice Marsh Lake trail loop. Commissioner Carron asked how long it takes to clear all the
snow after a typical 1 or 2 inch snowfall. Chairman Kelly asked how long it takes in a heavy snow event.
Commissioner Ryan asked about sand storage and maintenance of hockey rink boards.
2014 RESERVATION PICNIC SITE EVALUATIONS REPORT.
Jerry Ruegemer reviewed the numbers associated with picnic site reservations for 2014, noting an
increase over 2013. He discussed issues involved with parking during state and national tournaments at
Lake Ann Park and picnic reservations. Commissioner Scharfenberg suggested better signage or
communication with the athletic associations on where parking should be during those large events. Due
to the fact that reservations and attendance is going up, Chairman Kelly asked if the City is charging
enough for those facilities. Staff feels the fees are comparable with surrounding communities.
COMMISSION MEMBER COMMITTEE REPORT.
None.
COMMISSION PRESENTATIONS.
Commissioner Scharfenberg asked staff to comment on the
meeting with the Stone Creek neighborhood.
ADMINISTRATIVE PACKET.
Todd Hoffman discussed the City and County aquatic invasive species
program. Chairman Kelly suggested installing a water fountain at Lake Susan Park.

Carron moved, Thunberg seconded to adjourn the meeting. All voted in favor and the motion
carried unanimously with a vote of 9 to 0. The Park and Recreation Commission meeting was
adjourned at 8:20 p.m.
