PROPOSED MOTION
The Park and Recreation Commission approves the Well #15 Site Plan for Pheasant
Hill Park including the well, an underground electrical service vault, a temporary
chemical feed building, the addition of three parking stalls for the park and
landscaping.
Approval requires a simple majority vote of the commission.
BACKGROUND
Pheasant Hill Park was acquired in 1990 for development as a neighborhood park
after this area of the City was identified as park deficient.
OVERVIEW
The city is considering drilling a new well on Pheasant Hill Park land. The well is
proposed due to growth in the city and drawdown in the regional aquifer. The city
studied several sites for a new well and it was determined the Pheasant Hill Park site
is the best overall option. The well is anticipated to have good water yield based upon
the geology in the area. The well and equipment can be screened and landscaped
easily from the surrounding properties. The well, if drilled, would be approximately
500 feet deep and draw from the Jordan aquifer. The water would not be treated for
iron and manganese at this time, however, the well will be planned for connecting to
a future treatment plant. Most of the equipment is proposed to be constructed
underground except for a shed that will store the chemicals necessary to treat the
water, Chlorine and Fluoride. The shed is planned to be temporary; once the west
treatment plant is constructed the water from this well will be piped for treatment and
the shed will be removed.
As part of the well improvement project three parking stalls are planned to be
constructed on Lake Lucy Lane for park access parking. The trail to the park from
Lake Lucy Lane will be realigned and landscaped. The well equipment will be set
back into the tree line area on the hillside to screen the equipment. Some trees will
need to be removed to construct the well. Review of the trees in the area has been
completed and it was determined most of this area is buckthorn and scrub brush. A
landscape plan will be part of the well contract.

It is recommended that the Park and Recreation Commission approve the Well #15 Site Plan for
Pheasant Hill Park.
