PRC SUM 2014 11 25 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES NOVEMBER 25, 2014 Prior to the regularly scheduled meeting the Park and Recreation Commission held a round table discussion with soccer associations. PUBLIC PRESENT: Bobbi Hoebelheinrich 18328 Minnetonka Boulevard Jesse Hawke 1735 Apron Drive Denny Wollan 5301 Holiday Road Matt Lindberg 5160 Greenwood Circle Jonathan Tudor 1704 Prescott Court, Chaska David Keenan 1800 Valley Ridge Trail South Jonathan Schema 2670 Regent Avenue North Chairman Kelly called the meeting to order at 7:40 p.m. MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Elise Ryan, Brent Carron, Rick Echternacht, Luke Thunberg, Jacob Stolar, and Tyler Kobilarcsik MEMBERS ABSENT: Jim Boettcher STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; and Meghan Gess, Recreation Supervisor APPROVAL OF AGENDA: The agenda was approved as published. PUBLIC ANNOUNCEMENTS. Chairman Kelly congratulated Elise Ryan and Jim Boettcher on their run for City Council and congratulated Elise Ryan for winning a spot on the City Council. VISITOR PRESENTATIONS. None. APPROVAL OF MINUTES:Echternacht moved, Thunberg seconded to approve the verbatim and summary Minutes of the Park and Recreation Commission meeting dated October 28, 2014 as presented. All voted in favor and the motion carried unanimously with a vote of 8 to 0. STATUS OF 2014 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROJECTS. Park and Recreation Commission Summary – November 25, 2014 Todd Hoffman provided updates on 2014 park and trail capital improvement projects. Commissioner Scharfenberg requested that the City Forester, Jill Sinclair come to a future meeting to discuss her tree plan. ESTABLISH 2015 PICNIC RESERVATION FEES. Jerry Ruegemer presented the staff report recommending that fees remain the same in 2015 as 2014. Carron moved, Echternacht seconded that the Park and Recreation Commission recommends the City Council establish 2015 group picnic reservation fees at the same level as 2014. All voted in favor and the motion carried unanimously with a vote of 8 to 0. APPROVAL OF WELL 15 SITE PLAN, PHEASANT HILLS PARK. Todd Hoffman presented the staff report on this item. Commissioner Scharfenberg asked for clarification on the th trail location. Chair Kelly asked about feedback from the November 13 neighborhood meeting. Commissioner Ryan asked if there was a way to connect the park trail to the Lake Lucy trail so bikers don’t have to go onto Lake Lucy Road. Ryan moved, Scharfenberg seconded that the Park and Recreation Commission recommends the City Council approve the well number 15 site plan for Pheasant Hills Park including the well, an underground electrical service vault, a temporary chemical feed building, the addition of three parking stalls for the park and landscaping, with the addition of adding the trail to feed into the new trail. All voted in favor and the motion carried unanimously with a vote of 8 to 0. Chairman Kelly asked Jerry Ruegemer to look into the cost of turf to be added into the CIP before the Park and Recreation Commission’s March meeting. RECREATION PROGRAM REPORTS: 2014 HALLOWEEN PARTY EVALUATION. Meghan Gess presented the report on the 2014 Halloween Party. Chairman Kelly commented on the magic act and thanked Meghan Gess for a great event. 2014 TREE LIGHTING CEREMONY. Meghan Gess reminded commissioners of the annual th tree lighting ceremony being held on Saturday, December 6 at City Center Park. COMMISSION MEMBER COMMITTEE REPORTS. COMMISSION MEMBER PRESENTATIONS. Chairman Kelly reminded commissioners of th the farewell party for Council Elect Elise Ryan being held on December 9. Commissioner Ryan thanked staff and commission members for their guidance and support over her last 6 years on the Park and Recreation Commission. ADMINISTRATIVE PACKET. None. 2 Park and Recreation Commission Summary – November 25, 2014 Ryan moved, Carron seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 8 to 0.
