Chairman Aller called the meeting to order at 7:00 p.m.

PUBLIC HEARING:
ZONING ORDINANCE AMENDMENT, PLANNING CASE 2015-04: REQUEST FOR
AN AMENDMENT TO CHAPTER 20-ZONING OF THE CHANHASSEN CITY CODE
TO PERMIT THE SALE OF WINE ON GOLF COURSES LOCATED WITHIN THE
AGRICULTURAL ESTATE (A2) DISTRICT. APPLICANT: MIKE COHRS, BLUFF
CREEK GOLF COURSE.
Kate Aanenson presented the staff report on this item. The applicant Mike Cohrs explained the
need for the amendment request. Chairman Aller opened the public hearing. No one spoke and
the public hearing was closed.
Hokkanen moved, Yusuf seconded that the Chanhassen Planning Commission
recommends the City Council approve the ordinance amending Sections 20-258(7) of the
Chanhassen City Code to permit the sale of wine on golf courses located within the
Agricultural Estate District (A-2). All voted in favor and the motion carried unanimously
with a vote of 4 to 0.
PUBLIC HEARING:
CSAH 61 CORRIDOR, PLANNING CASE 2015-06: AMENDMENTS TO 2030
COMPREHENSIVE PLAN, CHAPTER 2, LAND USE (LAND USE MAP AND FIGURES
2-1 AND 2-2).
Planning Commission Summary – February 3, 2015
Bob Generous presented the staff report on this item. Commissioner Weick asked for
clarification of the Moon Valley property and how sewer and water is related to the upgrade of
TH 101. Chairman Aller opened the public hearing. Paul Beard, a property owner north of the
Moon Valley parcel, asked for clarification on how the proposed amendments are going to effect
Moon Valley, and what will be done about the negative impact high density development will
have on his property. Dan Smith, 1020 Hesse Farm Road asked about the impact development
will have on the water table and wells in the area and expressed his disappointment with the
extensive development being proposed and not preserving wildlife areas. Stephanie Walsh,
10165 Trails End Road expressed her opposition to the proposed development of the Moon
Valley parcel, concern with the size of the proposed apartment buildings and proposed an
amendment to change the guiding to residential low density. She also expressed concern that the
postcard notification as being inadequate. Randy Barto, 400 Lakota Lane asked for clarification
on the definition of a bluff, and having grown up in this area he provided background
information on the surrounding properties. Chairman Aller closed the public hearing. After
comments and discussion by commission members, the following motion was made.
Weick moved, Hokkanen seconded that the Chanhassen Planning Commission
recommends that City Council approve the Land Use Map Amendments within the CSAH
61 Corridor and the corresponding amendments to Figures 2-1 and 2-2 of the Land Use
Element with the recommendation to look at future uses for the Moon Valley site. All
voted in favor and the motion carried unanimously with a vote of 4 to 0.

Minutes of the Planning Commission meeting dated January 20, 2015 as presented.

Yusuf moved, Weick seconded to adjourn the meeting. All voted in favor and the motion
carried unanimously with a vote of 4 to 0. The Planning Commission meeting was
adjourned at 8:25 p.m.
