Additionally they are proposing that the City engage in a 7901 Park Place project to extend the infields at the Chanhassen Recreation Center/Bluff Creek Phone 952 2271300 Elementary School fields utilizing city funds and labor combined with athletic Fax 952 2271310 association volunteers. Senior Center Phone 952 2271125 All donations exceeding $500 must be approved by the City Council Fax 952 2271110 DISCUSSION Website www ci chanhassen mn us The Chanhassen Athletic Association(CAA) is a parent/adult-led organization that has successfully administered youth sports programs within the community for over Chanhassen is a Community for Life-Providing for Today and Planning for Tomorrow Park&Recreation Commission March 24, 2015 Page 2 40 years The association has partnered with the city on many occasions to work towards improving local athletic facilities The CAA, in consultation with area coaches, has identified the need or desire for a variety of ball field-related equipment and improvements The improvements are listed below along with staff's recommendations/conditions. Lake Susan Park Ball Field Scoreboard Donation Proposal The Chanhassen Athletic Association in conjunction with the Dugout Club would like to donate and install a BA-618 electronic scoreboard from Daktronics and AIM Electronics,Inc for installation at Lake Susan Park City Conditions: The project include the permanent installation of a Daktronics All Sport Locker Storage System, the RC-100 control console be permanently mounted and include a signal wire to scoreboard, master power switch be installed in conjunction with All Sport Storage Box. All maintenance, repair or replacement costs over$1,000 be equally shared (City 50% and CAA and/or Dugout Club 50%) for the life of the improvement Lake Ann Park Ball Field Scoreboards Donation,Field#2 and#3 Proposal-$8,787 The Chanhassen Athletic Association in conjunction with the Dugout Club would like to install two BA-2518 electronic scoreboards from Daktronics and AIM Electronics,Inc for installation at Lake Ann Park, Fields#2 and#3 Conditions. The project include the permanent installation of a Daktronics All Sport Locker Storage System, the RC-100 control console be permanently mounted and include a signal wire to scoreboard, master power switch be installed in conjunction with All Sport Storage Box All maintenance,repair or replacement costs over$1,000 be equally shared (City 50% and CAA and/or Dugout Club 50%) for the life of the improvement Lake Ann Park Ball Field#1,#2,#3 Dugout Concrete Donation- $13,319 The Dugout Club proposes to remove 5"of infield mix from 6 dugouts, install pressure treated frame and fill with gravel and concrete. Conditions: Any wood concrete forms be removed after construction, concrete shall be factory manufactured and delivered, schedule of work shall be coordinated with the city to minimize conflicts with park users and damage to park areas Chanhassen Recreation Center and Bluff Creek Elementary School Infield Expansion— Donation of Labor- $3,400 The Dugout Club proposes to remove 6 ft of grass and place and spread aggregate to extend all 6 fields at Chanhassen Recreation and Bluff Creek fields. To accomplish this construction project,the Athletic Association is proposing that the City be responsible for Park&Recreation Commission March 24, 2015 Page 3 ➢ Excavating and re-installing the spnnkler heads located at the infield penmeter on each of the six fields. ➢ Excavation and removal of the soils from the area at a depth of 6 inches ➢ Purchase and delivery of infield aggregate mix to be distributed on the 6 fields. Conditions The work be completed in late July or August to coincide with school summer break, a time of year that traditionally provides dryer working conditions and a time of the year that the park maintenance staff workload begins to see some relief Install Permanent Fence Pegs,Lake Ann Park Ball Fields#1,4,5 and 6 The Dugout Club proposes to install fence pegs at Lake Aim#1, 4, 5 and 6 for installation of temporary fences Staff Recommendation: It is recommended that the Park and Recreation Commission not consider the proposal to install plastic fence pegs at Lake Ann#1, 4, 5 and 6 for installation of temporary fences City staff has experience with this product that shows the in-ground plastic peg system is not reliable and once installed is easily weakened, removed and prone to failure Additionally, if utilized, the plastic tops would remain exposed and visible above grade. The City would be responsible for moving any sprinkler heads in to outfield Further, the City would be responsible for removal of the dirt from area at a depth of 6" The Dugout Club would remove grass to insure a clean edge The City will deliver infield mix to be distributed to all 6 fields This would preferably be distributed to each field, however, Dugout Club and CAA Baseball would volunteer to move infield mix from skating rinks The CAA and Dugout Club will work with the City and staff to plan and coordinate installation and completion of the project This is the most important initiative on our agenda The tournaments these enhancements support and bring 64 teams and conservatively over 3,000 people in to the community. Lake Susan Scoreboard Proposal If approved and once purchased and donated the entire system would be owned by the City The system and controller would be available for all groups utilizing the field Where would the controller be stored on site? Where would the main power switch be located? Is it confirmed that sufficient power is available at the location noted? Does the price of the scoreboard include installation? If not—who will install and connect the scoreboard to the power source? Does the electrical cost include restoration of disturbed turf? The CAA would need to secure the consent of ISD 112 to complete the proposed work. This proposal represents a significant construction project and if approved, City work crews would not be immediately available to start work These type of projects are typically completed mid to late summer if conditions permit. Lake Ann Park#1,#4,#5 and#6 Fence Pegs The Department does not support a plan to install "permanent" fence pegs. Lake Ann#1,#2,#3 Dugout Concrete Proposal Please submit a construction diagram including dimensions,finished grade height above aggregate, concrete reinforcement plan, relief joint pattern, etc. Finished grade will be at height of aggregate As stated in the proposal,the Association would dig down 5", intall pressure treated framing, fill with stone and pour concrete As also stated in the proposal a professional in the concrete industry will be hired to provide relief joint if necessary and consult for proper installation Any wood frame will deteriorate over time, exposing fasteners, creating trip hazards, etc. Please identify a plan that includes the removal of any wood forms. If City requires removal of forms, framing will be 6" within dugout posts to insure removal and aggregate removed from dugout will be used to fill cavity created by removal of forms • • • Existing dugout posts Form • • • Chanhassen Recreation Center and Bluff Creek Elementary Ball Field Infield Expansion Proposal Please identify a budget proposal There is no cost associated Volunteer labor to move dirt, aggregate,grass is only cost to Association The CAA would need to secure the consent of ISD 112 to complete the proposed work. The Association will work with ISD 112 for approval to work on Bluff Creek fields#3-6 Thank you for bringing that to our attention at the Park and Recreation meeting dated 2/24 This proposal represents a significant construction project and if approved, City work crews would not be immediately available to start work These type of projects are typically completed mid to late summer if conditions permit. While this may be the case, the Association is requesting that work be completed by 5/31/15 at the 2 fields in which the City is responsible This will give the Association just enough time to prepare for the first of 2 tournaments in which over 3,000 people come in to the City We expect to field between 24-32 teams at the first tournament on June 5-7. The Association is willing to commit as many volunteer hours necessary to complete the project and will work with the City to accomplish this task Lake Ann Park#1,#4,#5 and#6 Fence Pegs The Department does not support a plan to install "permanent" fence pegs They would pose an attractive nuisance, be damaged by field maintenance equipment, are prone to disappear and difficult to maintain over time The pegs are installed at grade or just below so they are not visible We are not sure what an "attractive nuisance" is in this context Because pegs are placed at grade they are no more intrusive than sprinkler heads and actually sit lower Please see attached website for product information We recommend that a peg less fence design be utilized. Lake Ann#1,#2,#3 Dugout Concrete Proposal Please submit a construction diagram including dimensions,finished grade height above aggregate,concrete reinforcement plan, relief joint pattern, etc Any wood frame will deteriorate over time, exposing fasteners, creating trip hazards, etc. Please identify a plan that includes the removal of any wood forms Chanhassen Recreation Center and Bluff Creek Elementary Ball Field Infield Expansion Proposal Please identify a budget proposal The CAA would need to secure the consent of ISD 112 to complete the proposed work This proposal represents a significant construction project and if approved, City work crews would not be immediately available to start work These type of projects are typically completed mid to late summer if conditions permit Lake Ann Park#1,#4,#5 and#6 Fence Pegs The Department does not support a plan to install "permanent" fence pegs They would pose an attractive nuisance, be damaged by field maintenance equipment, are prone to disappear and difficult to maintain over time.
