REGULAR MEETING
SUMMARY MINUTES
FEBRUARY 24, 2015
The Park and Recreation Commission interviewed the following applicants from 6:00 to
7:30 p.m.: Jennifer Hougham, Lauren Dale, PJ Williams, Robert Macuna, Josh Stephan,
and Mark Herzog. Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Brent Carron, Jim Boettcher, Rick
Echternacht, Luke Thunberg, Jacob Stolar and Tyler Kobilarcsik
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Supervisor; and Jill Sinclair, Environmental Resources Specialist

Chairman Kelly congratulated Commissioner Kobilarcsik for being an All State Cross Country
Skier in Minnesota.
APPROVAL OF AGENDA:
The agenda was approved with the addition of a verbal report by
Jerry Ruegemer on the Luminary Walk.
PUBLIC ANNOUNCEMENTS:
None.
VISITOR PRESENTATIONS.
Brian Mastel, Director of Miracle Kids Triathlon, provided an
update on the name change to Pinky Swear Foundation and Pinky Swear Triathlon and the
upcoming schedule of events for 2015. Todd Neils with CAA and the Dugout Club, provided
updates on field improvement projects proposed for the 2015 season. Commissioner Thunberg
asked about priority ranking of the four proposed projects, field configuration at Chan Rec
Center, scoreboards, brick and mortar dugouts and fixing Lake Ann for the puddles that occur in
the dugouts after rain events. Commissioner Scharfenberg asked about the number of fields
being enlarged at the Rec Center. Chairman Kelly asked about the timeline for submitting
written information to City staff. Commissioner Echternacht asked about the style and size of the
proposed scoreboards.
Carron moved, Thunberg seconded that the four items brought up by Todd Neils be put on
the March Park and Recreation Commission agenda under New Business as long as staff
receives the written memo from him within the next couple weeks. All voted in favor and
the motion carried unanimously with a vote of 8 to 0.
Park and Recreation Commission Summary – February 24, 2015
APPROVAL OF MINUTES:Echternacht moved, Scharfenberg seconded to approve the
verbatim and summary Minutes of the Park and Recreation Commission meeting dated
January 27, 2015 as presented. All voted in favor and the motion carried unanimously
with a vote of 8 to 0.
TREE INVENTORY PRESENTATION, JILL SINCLAIR, ENVIRONMENTAL
RESOURCES SPECIALIST.
Jill Sinclair provided background information and uses for the city’s tree inventory. Chairman
Kelly asked how trees benefit stormwater runoff. Commissioner Scharfenberg asked how the
money allocated in the CIP is used for trees in parks and how she determines which species and
parks to plant trees in.
DISCUSS APPLICANTS FOR THE PARK AND RECREATION COMMISSION.
Carron moved, Thunberg seconded that the Park and Recreation Commission forward the
following applicants to the City Council: Jim Boettcher and Jennifer Hougham, and
Lauren Dale as the youth representative. All voted in favor and the motion carried
unanimously with a vote of 7 to 0 with 1 abstention.
RECREATION PROGRAM REPORTS:
FEBRUARY FESTIVAL EVALUATION.
Jerry Ruegemer thanked all the volunteers from the Park and Recreation Commission, the
Rotary, Culver’s, Boy Scout Troop 330, Tip Outdoor Foundation, Friends of the Chanhassen
Library, Carver County Sheriff’s Department, Fire Department and city staff who helped with
the success of the event and discussed ways to improve the event next year. Commissioner
Boettcher asked for clarification on the amount spent at Cabin Fever Sporting Goods.
Commissioner Echternacht asked if thank you notes get sent out to all the volunteer groups.
Chair Kelly asked what staff will do for more marketing next year. Jerry Ruegemer explained
that they will probably look at different pricing on tickets sold prior to the event.
DADDY/DAUGHTER SWEETHEART DANCE EVALUATION.
Jerry Ruegemer reviewed the evaluation of the Daddy/Daughter Sweetheart Dance which was

held on Friday, February 6.
LUMINARY WALK EVALUATION.
Jerry Ruegemer reviewed the Luminary Walk which

was held on Friday, February 20 at Holiday Inn Express and the Chanhassen Nature Preserve.
COMMISSION MEMBER COMMITTEE REPORTS.
None.
COMMISSION MEMBER PRESENTATION.
Commissioner Carron reviewed a power
point presentation on building a future amphitheater in Chanhassen. Commissioner Thunberg

mentioned that the developer of the proposed lifestyle center brought up the possibility of a
amphitheater at that location.
ADMINISTRATIVE CORRESPONDENCE PACKET.
None.
Commissioner Kobilarcsik suggested the City contact Bookoo Bikes and other similar stores for
next year’s February Festival in introducing fat bikes.
Boettcher moved, Thunberg seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission
meeting was adjourned at 9:20 p.m.
