REGULAR MEETING
SUMMARY MINUTES
JUNE 23, 2015
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Brent Carron, Jim Boettcher, Rick
Echternacht, Luke Thunberg, Jennifer Hougham and Lauren Dale
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Superintendent; Katie Favro, Recreation Supervisor; Landen Rimestad, Intern; Adam Beers,
Park Superintendent; Jodi Sarles, Rec Center Manager; and Sue Bill, Senior Center Coordinator
APPROVAL OF AGENDA:
Commissioner Carron added under New Business discussion of
the Highover and Gunflint Trail connection path issues. Todd Hoffman suggested reversing
items 1 and 2. The summer park and rec intern, Landon Ramstad introduced himself and
provided background information.
PUBLIC ANNOUNCEMENTS:
Todd Hoffman announced that Thursday’s KleinBank
Summer concert will feature a children’s band, the Bazillions and encouraged people to buy
tickets to attend the Town Ball Classic at Target Field.
VISITOR PRESENTATIONS.
None.
APPROVAL OF MINUTES:Carron moved, Echternacht seconded to approve the
verbatim and summary Minutes of the Park and Recreation Commission meeting dated
May 27, 2015 as presented. All voted in favor and the motion carried unanimously with a
vote of 8 to 0.
BANDIMERE COMMUNITY PARK FUTURE IMPROVEMENTS-PRESENTATION
OF SUPPLEMENTAL INFORMATION:
A.SPORT COURT DESIGN OPTIONS.
B.HOCKEY RINK/SIX SEASONAL PICKLEBALL COURTS SURFACE
OPTIONS; BITUMINOUS VS. CONCRETE.
C.PICNIC SHELTER COST ESTIMATE WITHOUT RESTROOMS,
CONCESSIONS AND STORAGE.
Todd Hoffman presented the staff report on this item. Chairman Kelly asked about the number
of tennis courts located south of Highway 5. Commissioner Carron asked about changing from
tennis to pickleball courts.

INITIATE DISCUSSION REGARDING RECOMMENDATION TO CITY COUNCIL
2016-2020 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL
IMPROVEMENT PROGRAM (CIP).
Todd Hoffman provided background information on the annual review of the park and trail
acquisition and development capital improvement program. Chairman Kelly asked about the
status of the Bluff Creek Drive trail. Commissioner Carron asked about the status of the Galpin
Boulevard trail extension and reconstruction project at Highways 101 and 61. Commissioner
Thunberg asked about replacement of playground equipment. Commissioner Scharfenberg
asked about repaving the Rice Marsh Lake trail. Commissioner Thunberg asked about timing for
the last section of trail along south Highway 101.
HIGHOVER DRIVE/GUNFLINT TRAIL PATH ISSUE.
Brent Carron asked staff to
address issues involved with motorized vehicles using the path between the two neighborhoods.
Todd Hoffman provided background information on the path and discussed possible solutions.
Carron moved, Boettcher seconded that the Park and Recreation Commission direct staff
to look for possible solutions to mitigate motorized vehicles on the path between Highover
Drive and Gunflint Trail. All voted in favor and the motion carried unanimously with a
vote of 8 to 0.
PARK AND TRAIL MAINTENANCE REPORT.
Adam Beers discussed 2015 construction
projects, recycling initiative, maintenance and staffing update.
REC CENTER REPORT.
Jodi Sarles provided updates on the Dance for Fun recital, Rec
Center Sports spring and summer activities, capital improvement updates, and the pickleball
grand opening. Chairman Kelly asked about participation in pickleball and tennis.
SENIOR CENTER UPDATE.
Sue Bill provided updates on activities associated with the
Senior Center.
RECREATION PROGRAMS: 2015 FOURTH OF JULY CELEBRATION REPORT.

Katie Favro reviewed the schedule of events for the 2, 3 and 4 of July.
2015 KLEINBANK SUMMER CONCERT SERIES.
Katie Favro discussed the summer
concert series sponsored by KleinBank.
SURVEY RESULTS FROM THE SUMMER CONCERT SERIES.
Landen Rimestad
reviewed the survey that will be used to gather data regarding the KleinBank Summer Concert
Series to help address programming and capital improvements in the future.

ATHLETIC FIELD USE AND FACILITY EXPANSION STUDY STAKEHOLDER
FIELD TRIP.
Chairman Kelly discussed the field trip where city staff, landscape architects and represents from
various athletic groups visited City Center Park, Lake Ann Park, Rec Center and Bandimere Park
to see what’s there currently and future vision. Todd Hoffman explained that staff will be
meeting with the Hoisington group for an item that will be brought before the commission in
September.
ADMINISTRATIVE PACKET.
None.
Todd Hoffman reminded the commission of a neighborhood meeting scheduled for Tuesday,

July 14 at Roundhouse Park. It was decided that the time would be 6:30 to 7:30.
Carron moved, Echternacht seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 8 to 0. The Park and Recreation Commission
meeting was adjourned at 8:45 p.m.
