REGULAR MEETING
SUMMARY MINUTES
JULY 28, 2015
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Luke Thunberg, Jim Boettcher, Rick
Echternacht, and Jennifer Hougham
MEMBERS ABSENT:
Brent Carron and Lauren Dale
STAFF PRESENT:
Jerry Ruegemer, Recreation Superintendent; Katie Favro, Program
Specialist; and Adam Beers, Parks Superintendent
PUBLIC PRESENT:

APPROVAL OF AGENDA:
The agenda was approved as presented.
PUBLIC ANNOUNCEMENTS:
Jerry Ruegemer announced that the State Legion baseball
tournament was being held at Chanhassen High School stadium starting on Thursday and that
two concerts were being held at City Center Park on Thursday.
VISITOR PRESENTATIONS.
None.
APPROVAL OF MINUTES:Thunberg moved, Boettcher seconded to approve the
verbatim Minutes with a change on page 5, changing the word versa to versus, and
approving the summary Minutes as presented for the Park and Recreation Commission
meeting dated June 23, 2015. All voted in favor and the motion carried unanimously with
a vote of 6 to 0.
RECEIVE RECOMMENDATION CONCERNING PEDESTRIAN TRAIL SAFETY
IMPROVEMENTS AT GUNFLINT TRAIL AND HIGHOVER DRIVE.
Jerry Ruegemer presented the staff report on this item. Chair Kelly read an email from
Commissioner Carron, who lives in the neighborhood, who suggested leaving the signage as it is
presently and felt the cost estimate was excessive. Commissioner Hougham asked if it was
possible to use volunteers to help offset the cost. Bob Slipke with WSB and Associates reviewed
the discussions he had with Todd Hoffman regarding trail safety options. Pat Beer, 7126

Highover spoke to the fact that it’s mostly high school kids and 20 year olds driving on the trail
and his belief that he could rally some neighbors to come and speak to the commission regarding
this topic. He asked for clarification of the truncated dome.
CONSIDER RECOMMENDATION TO CITY COUNCIL 2016-2020 PARK AND TRAIL
ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP).
Jerry Ruegemer reviewed the projects planned for 2016 through 2020. Commission members
discussed projects for Bandimere and Roundhouse Park, Highover trail, and Arboretum trail.
Commissioner Hougham gave the results from the neighborhood meeting at Roundhouse Park
where the two top requests were for tennis and basketball courts and asked staff to provide cost
estimates for upgrades at the next meeting. Commissioners discussed athletic field lighting, the
park shelter at Bandimere, and the need for additional soccer/lacrosse fields. It was determined
to wait for the results of the athletic field study being conducted by Hoisington-Koegler Group,
which will be presented at the August meeting before discussing lighting further. Commissioners
asked staff to bring back the phasing plan and associated costs for Bandimere Park and revenue
generated from the picnic shelters.
RECREATION PROGRAM REPORTS: 2015 FOURTH OF JULY CELEBRATION
EVALUATION.

Katie Favro provided an overview of the 3 day, 32 Annual Fourth of July celebration.
Chairman Kelly asked for clarification of an incident where a kid was flying a drone during the
fireworks display. Commissioner Thunberg thanked staff for family night on Thursday and
asked about the camel rides. Commissioner Echternacht asked about the free throw contest that
was held years ago. Commissioner Hougham mentioned she liked seeing the park maintenance
crew picking up trash after the parade. Chairman Kelly noted he’s been getting lots of good

comments about the 4 of July t-shirt so wanted to thank Amy Lloyd for that design.
COMMISSION MEMBER COMMITTEE REPORTS.
None.
COMMISSION MEMBER PRESENTATIONS.
Commissioner Thunberg reminded the

commission of the 5K run being held on September 12 and provided the website information.
ADMINISTRATIVE PACKET.
Commissioner Scharfenberg suggested adding discussion of
the band shell with next month’s CIP discussion.
Scharfenberg moved, Echternacht seconded to adjourn the meeting. All voted in favor and
the motion carried unanimously with a vote of 6 to 0. The Park and Recreation
Commission meeting was adjourned at 9:00 p.m.
