RECREATION COMMISSION
REGULAR MEETING
AUGUST 25, 2015
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Jim
Boettcher, Rick Echternacht, Jennifer Hougham. Lauren Dale arrived late to the meeting.
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Superintendent; Katie Favro, Program Specialist, Landon Rimestad, Parks and Recreation Intern;
and Adam Beers, Park Superintendent
APPROVAL OF AGENDA:
The agenda was approved as published.
PUBLIC ANNOUNCEMENTS:
Todd Hoffman announced that it was Courtney Seurer, the
summer playground director’s last day working for the City, and that she did a great job leading
the program.
VISITOR PRESENTATIONS.
None.
APPROVAL OF MINUTES:Boettcher moved, Echternacht seconded to approve the
verbatim and summary Minutes of the Park and Recreation Commission meeting dated
July 28, 2015 as presented. All voted in favor and the motion carried unanimously with a
vote of 7 to 0.
RECOMMENDATION TO CITY COUNCIL 2016-2020 PARK & TRAIL ACQUISITION
AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM, (CIP).
Todd Hoffman reviewed the staff report and projects proposed for 2016 through 2020.
Commissioner Boettcher asked about timing for a possible referendum. Chairman Kelly asked
about the cost for the hockey rink and parking lot at Bandimere Park. Commissioner
Scharfenberg asked for clarification of the Highcrest Meadows trail connector improvement and
why it is listed under street pavement management. Commissioner Carron asked for clarification
on the pricing for the Galpin Boulevard trail extension. In discussion with neighbors at
Roundhouse Park there was a request for a water drinking fountain and combination or separate
tennis/basketball courts. Commissioner Echternacht asked about the possibility of locating
basketball hoops with hockey rinks to provide summer use. Commissioner Scharfenberg asked
about putting a place holder in for construction of the trail to the Arboretum. Chairman Kelly
asked about signage for Bandimere and Lake Susan Parks. The Commission discussed projects
year by year to come up with the recommended 5 year CIP.
Park and Recreation Commission Summary – August 25, 2015
Boettcher moved, Hougham seconded that the Park and Recreation Commission
recommends the City Council approve the 2016-2020 park and trail acquisition and
development capital improvement program (CIP) that includes ten projects: picnic
tables/park benches, trees, Chanhassen Nature Preserve trail, Bandimere Park hockey
rink, Bandimere Park picnic shelter, Galpin Boulevard trail extension, park entry signs,
Roundhouse Park sport courts, Bandimere Park sport courts and Bandimere Park parking
lot expansion totaling $2,025,000. All voted in favor and the motion carried unanimously
with a vote of 7 to 0.
KLEINBANK SUMMER CONCERT SERIES SURVEY RESULTS.
Landon Rimestad
reviewed the results from the surveys taken during the summer concert series with comments
regarding alcohol, more children concerts and shade. Commissioner Hougham suggested the
daytime children’s concert beheld on Friday. Commissioner Thunberg suggested keeping the
survey on the City’s website. Chairman Kelly thanked Landon Rimestad for his work on the
survey.
RECREATION PROGRAM REPORTS: 2015 KLEINBANK SUMMER CONCERT
SERIES EVALUATION.
Katie Favro presented the evaluation of the 2015 KleinBank Summer Concert Series noting there
was one less concert due to a rain cancellation.
2015 FALL ADULT SOFTBALL LEAGUE REPORT.
Jerry Ruegemer provided the report
on the fall adult softball league.
ADMINISTRATIVE PACKET.
Todd Hoffman discussed the picnic evaluations, Dance for
Fun open house, and Lake Waconia Regional Park items.
Carron moved, Boettcher seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission
meeting was adjourned at 9:15 p.m.
