REGULAR MEETING
SUMMARY MINUTES
SEPTEMBER 22, 2015
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Rick
Echternacht, and Jennifer Hougham. Lauren Dale arrived during the discussion of the Athletic
Field Use and Facility Expansion Study.
MEMBERS ABSENT:
Jim Boettcher
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Superintendent; Katie Favro, Program Specialist; Adam Beers, Park Superintendent; Jodi Sarles,
Rec Center Manager; and Sue Bill, Senior Center Coordinator
VISITORS PRESENT:
Matt Walker Minnetonka Baseball Association
APPROVAL OF AGENDA:
The agenda was approved with the addition of Commissioner
Thunberg giving a recap of the Charity 5K Run.
PUBLIC ANNOUNCEMENTS:

VISITOR PRESENTATIONS.
None.
APPROVAL OF MINUTES:Echternacht moved, Thunberg seconded to approve the
verbatim and summary Minutes of the Park and Recreation Commission meeting dated
August 25, 2015 as presented.
ATHLETIC FIELD USE AND FACILITY EXPANSION STUDY; RECEIVE DRAFT
REPORT FROM HKGI AND MAKE RECOMMENDATION TO CITY COUNCIL.
Todd Hoffman reviewed details of the athletic field use and facility expansion study prepared by
HKGi and discussed the history of referendums used to purchase property and facilities.
Chairman Kelly asked about maintenance costs associated with a temporary dome.
Commissioner Carron asked for clarification on the capacity numbers provided with a temporary
dome. Matt Walker with the Minnetonka Baseball Association explained that their association
would be willing to partner with the City of Chanhassen for lights or turf. Since there is a
surplus of smaller baseball/softball fields in the city, Commissioner Thunberg asked if any fields

at the Rec Center or City Center Park could be repurposed into a rectangular multi-use field and
the City’s position on the use of smaller fields in neighborhood parks. After comments from
commission members the following motion was made.
Carron moved, Echternacht seconded that the Park and Recreation Commission
recommends that the City Council accept the findings and recommendation of the City of
Chanhassen Athletic Facilities Study and directs the Park and Recreation Commission to
initiate a referendum task force. All voted in favor and the motion carried unanimously
with a vote of 7 to 0.
ESTABLISH 2015/16 ICE SKATING AND HOCKEY RINK LOCATIONS.
Katie Favro
presented the staff report on this item. Chairman Kelly asked if anything had changed from the
previous season. Staff stated it had not changed. Commissioner Thunberg asked about skating
rink locations south of Highway 5.
SENIOR CENTER REPORT.
Susan Bill reviewed highlights of summer activities provided
through the Senior Center. Commissioner Echternacht asked if participants are charged for any
programs.
PARK AND TRAIL MAINTENANCE AND OPERATIONS FALL REPORT.
Adam Beers
presented updates on park projects that were completed over the summer and what’s scheduled
for the fall months. Commissioner Scharfenberg asked about the timeline for the Rice Marsh
trail overlay. Chairman Kelly asked about the Sentenced to Serve program.
RECREATION CENTER FALL PROGRAM REPORT.
Jodi Sarles discussed programs
that were offered over the summer months and into fall with school back in session.
RECREATION PROGRAM REPORTS: HALLOWEEN PARTY PREVIEW.

Favro reviewed the schedule of events for the 31 Annual Halloween Party being held on

2015 LAKE ANN PARK CONCESSION/BOAT RENTAL EVALUATION.
Jerry
Ruegemer reviewed highlights of the 2015 concession and boat rentals at Lake Ann which
showed a net profit of $12,000.
COMMISSION MEMBER PRESENTATIONS.
Commissioner Thunberg provided a recap

of the first annual Charity 5K Run that was held on Saturday, September 12 at Lake Ann Park.
ADMINISTRATIVE PACKET.
Todd Hoffman discussed the picnic evaluations and thanked
Jerry and all staff involved.

Scharfenberg moved, Thunberg seconded to adjourn the meeting. All voted in favor and
the motion carried unanimously with a vote of 7 to 0. The Park and Recreation
Commission meeting was adjourned at 9:20 p.m.
