REGULAR MEETING
SUMMARY MINUTES
NOVEMBER 24, 2015
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Rick
Echternacht, and Jennifer Hougham. Jim Boettcher arrived during discussion of the 2015 Park
and Trail Acquisition and Development Capital Improvement Projects.

APPROVAL OF AGENDA:
The agenda was approved with the addition under Commission
Member Presentations, an update from Chairman Kelly on the meeting with the City Council at
their work session.
PUBLIC ANNOUNCEMENTS:
Todd Hoffman discussed the activities included with the
grand opening ceremony for the TH 101 River Bridge.
VISITOR PRESENTATIONS: SHOREWOOD PARK COMMISSION, JOINT
AGREEMENT CATHCART PARK.
Justin Mangold with the Shorewood Park Commission outlined their request for feedback on
park needs and possible partnership in funding improvements at Cathcart Park.
APPROVAL OF MINUTES: Carron moved, Scharfenberg seconded to approve the
verbatim Minutes of the Park and Recreation Commission meeting dated October 27, 2015
with a change on page 7, changing Terry to Teri and approval of the summary Minutes
dated October 27, 2015 as presented. All voted in favor and the motion carried
unanimously with a vote of 6 to 0.
Park and Recreation Commission Summary – November 24, 2015
STATUS OF 2015 PARK AND TRAIL ACQUISITION AND DEVELOPMENT
CAPITAL IMPROVEMENT PROJECTS.
Shorewood City Council member Debbie Siakel provided an update on the City of Shorewood’s
plan for the trail extension on Galpin Boulevard. Todd Hoffman provided updates on park and
trail capital improvement projects that were done in 2015 including money set aside for the trail
extension on Galpin Boulevard.
ESTABLISH 2016 PICNIC RESERVATION FEES.
Jerry Ruegemer recommended that the
2016 group picnic reservation fees be established at the same level as 2015. Chairman Kelly
asked when fees had last been raised and how the City’s fees compare to surrounding
communities. Commissioner Hougham asked about using block times, similar to other
communities, compared to one reservation per day. Commissioner Echternacht asked about the
electrical problems at the Klingelhutz Pavilion.
Scharfenberg moved, Boettcher seconded that the Park and Recreation Commission
recommends that the City Council establish the 2016 group picnic reservation fees at the
same level as 2015. All voted in favor and the motion carried unanimously with a vote of 7
to 0.
RECREATION PROGRAM REPORTS:
2015 HALLOWEEN PARTY EVALUATION.
Katie Favro presented the report on the 2015
Halloween Party. Commissioner Scharfenberg asked how attendance numbers compared to
previous years.
2015 TREE LIGHTING CEREMONY REPORT.
Katie Favro presented the report on the

2015 Tree Lighting Ceremony which will be held on Saturday, December 5.
COMMISSION MEMBER COMMITTEE REPORTS.
Chairman Kelly provided a report on
this joint meeting held with the City Council regarding athletic facilities and the recommendation
to research the use of a referendum.
ADMINISTRATIVE PACKET.
Todd Hoffman discussed the findings from the Athletic
Facilities Study that was included in the administrative packet.
Carron moved, Thunberg seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission
meeting was adjourned at 8:50 p.m.
