"The Chanhassen City Council approves the construction of Roundhouse Park
Sport Court Improvements including one tennis court, four pickle ball courts, and
one half -court basketball; advances the project to the 2016 Park CIP; amends the
maximum budgeted expenditure to $254,000 in Park Funds for these
improvements; and authorizes the advertisement for bids."
Approval requires a simple majority vote of the council.

The 8.29 acres of property known as Roundhouse Park was acquired in 1995

children's playground, open play field, half -court basketball, swimming beach,

On July 28, 2015, the Park and Recreation Commission conducted a
neighborhood meeting at Roundhouse Park to ascertain what future park
improvements most interested the neighborhood.
Results of responses collected at the meeting and through e-mail correspondence
were tabulated.

On August 25, 2015, the Park and Recreation Commission recommended to the
City Council that $135,000 be included in the 2017 Park and Trail Capital
Improvement Program.
On December 14, 2015, a group of Roundhouse Park neighborhood residents and
area pickle ball association members attended a City Council meeting to
encourage the construction of the sport court improvements and advancement of
the project to the 2016 construction season.
DISCUSSION
Concurrent with the original construction of Roundhouse Park, a pad was graded
that would accommodate the future installation of a court facility the size of a
double tennis court. A half -court basketball facility was constructed in one corner
of that pad. This basketball court has been in place for approximately 15 years.
The current sport court plan would construct a new half -court basketball facility
on a flat area across the parking from its present location, and add a combined
tennis court and four pickle ball courts on the established pad. The relocated
basketball facility would reduce the size of the open skate area by 20%. An open
skate rink approximately 100 feet wide by 200 feet long would remain in place.
Increasing the scope of work to include six individual court surfaces
accommodating tennis, pickle ball, and basketball, increases the project budget
from $135,000 to $254,000. Increasing the budget and advancing the work to
2016 would result in an increase in 2016 Park Dedication CIP expenditures from
$775,000 to $1,029,000. Removal of the project from the 2017 Park Dedication
CIP would result in a decrease in 2017 expenditures from $370,000 to $235,000.
RECOMMENDATION
It is recommended that the Chanhassen City Council approves the construction of
Roundhouse Park Sport Court Improvements including one tennis court, four
pickle ball courts, and one half -court basketball; advances the project to the 2016
Park CIP; amends the maximum budgeted expenditure to $254,000 in Park Funds
for these improvements; and authorizes the advertisement for bids.

The City no longer constructs outdoor sand volleyball courts in neighborhood parks. A half dozen or more
sand volleyball courts have been removed from neighborhood parks over the years due to a lack of use. Two
of our community park sites — Lake Ann Park and Lake Susan Park do contain sand volleyball courts which are
regularly utilized. The City also has volleyball net kits for rent ($20 weekend) that can be reserved for backyard
or neighborhood events.
With twenty-one neighborhood parks to improve and operate the standard size for neighborhood park
basketball pads is %2 court. When pickup games assemble — half courts games are the option under these
conditions.

Comments regarding the Roundhouse Park:
Truthfully, the park tends to be more of an eye sore than attraction in the neighborhood.
The playground area is nice, but I always find it amusing that City's put up concrete surrounds to keep the pea gravel
in. It's the first place small children want to play so they can fall and knock their teeth out on the edge.
Suggestions:
(1) Use the funding to actually "fix -up" the actual Roundhouse eye sore that had to be saved. Make it a usable facility that
is OPEN to the public! Instead of having unsightly port -a -toilets sitting in the hot sun and stinking up the playground area
why can't a bathroom and sink be had? If it's so expensive to fix it up or use then tear it down and make a nice picnic
facility area like Lake Ann shelter. The City has a beautiful piece of property that no one gets to sit and enjoy or
see because the Roundhouse just sits in the middle blocking the view. If it's so historic and can't be fixed up for public use
then just move it to a back corner of the parcel and put in something nice.
(2) Plant a few trees.
(3) Basketball court is used by kids so an upgrade would be nice.
(4) Either put in a permanent skating rink OR permanent soccer field. Every year the City spends countless hours seeding
and watering and trying to get grass/weeds to grow --- just in time for the sun to bake it --- just in time to make it into ice

usually puts up their own rinks in either their yards or on the lake or pond near them.
(5) Whatever happened to baseball field -- since there is always a need in South Tonka program?

majority of whom are looking forward to the sport court improvements at Roundhouse Park. It is worth
noting that the original park master plan drafted by the Roundhouse Park neighborhood, and approved by the
Park and Recreation Commission and City Council in 1997, called for the construction of a double tennis court
in the park.
This past Tuesday evening the Cities Park and Recreation Commission made the following recommendation to
the City Council.
"The Park and Recreation Commission recommends that the Chanhassen City Council approve the
construction of Roundhouse Park Sport Court Improvements including one tennis court, four pickle ball courts
and one half -court basketball, advance the project to the 2016 Park CIP and amend the maximum budgeted

proposed to be made with park fund dollars — not general fund tax dollars.

refurbished by the previous actions and approvals of neighbors, the Park and Recreation Commission and City
Council. Unfortunately the structure is not well suited to be converted into a public restroom facility. The Roundhouse
can be reserved in the summer months for group events and is utilized during the winter on weekends and Holidays as
a warming house.
(2) Plant a few trees. This spring for Arbor Day — Roundhouse Park has been selected as the location for the planting of
approximately 30 new trees. Additional trees and plants will be installed as a component of the proposed sport court
improvements.
(3) Basketball court is used by kids so an upgrade would be nice. Proposed as a part of the sport court improvements.
(4) Either put in a permanent skating rink OR permanent soccer field. Every year the City spends countless hours seeding
and watering and trying to get grass/weeds to grow --- just in time for the sun to bake it --- just in time to make it into ice
rink again --- without a warming house open. Soccer field would probably be better since everyone that plays hockey
usually puts up their own rinks in either their yards or on the lake or pond near them. There are neighborhood
proponents for installing a permanent hockey rink with lights, however they are in the minority.
(5) Whatever happened to baseball field -- since there is always a need in South Tonka program? The City maintains a
policy that improved athletic fields are not typically constructed in neighborhood parks to avoid conflicts between
organized athletic practices and games and the general order of the neighborhood.

My wife and I live to the west of the Roundhouse Park and love the family friendly environment the park
creates in the neighborhood. It provides space for young children on the playground, Skating (in winter),
Soccer (team practices), Basketball, and all sorts of field games ( touch football, frisbee, etc) not to mention
picnicking and walking on the paths. It is a beautiful neighborhood park and the idea of improving it and
adding pickle ball for us orthopedically challenged adults is fantastic. We whole heartedly support the idea.

We are super excited in the neighborhood for the upgrades!!
When is it targeted to he done???
Here's what I heard, and my comments and/or questions. Please let me know if the communication is correct!
The pickleball courts can be converted to a tennis court when/if pickleball falls out of favor.
o IDEA: When you do your "ribbon cutting" how about having a recreation hosted neighborhood
round robbin event/tournament geared towards families? This would serve many needs:
■ Teach/introduce pickleball in a fun "walk to the park" way
■ Build community by bringing neighbors together
■ Introduce recreation and your paid staff to build connections and relationships
■ Maybe have slackline going in the trees .... hot dogs on the grill ... it is such a beautiful
setting that re -energizing the full use for the neighborhood would be great fun!
■ Finally, ensure the court gets useM
■ (Maybe give away a few pickleballs)
■ (There are lots of communities that do whiffle ball tournaments that are family
friendly and it's a great "low competition yet fun" way to get people out recreating
with their family and, often, neighbors they don't know.
The basketball court will be a "good one" so the youth who play ball will want to use it
o I don't know exactly what that means ... but I was one of the neighbors who is really for this -
do you need help with the names of the parks in Minnetonka who have installed these?

been awesome to build community for the youth ... I think any efforts to bring families, of all shapes and sizes,

Justification
A double tennis court has been included in the park master plan since 1997. Roundhouse Park is one of two remaining planned locations for
tennis courts in the City's park system. The Roundhouse Park neighborhood overwhelmingly voted the addition of a tennis court their number one
priority during a July 28th community meeting with the Park and Recreation Commission. Tennis is a lifelong sport that can be played or
practiced alone, in pairs or groups. Tennis courts can be striped to play the game of pickleball with the addition of temporary nets. Pickleball
courts cannot be converted to play tennis.

-Approximately 30 neighborhood members attended + Park Commissioners, City Park staff, Park planner
(HKGi)
-Comments included:
• Shade is desired
o Many trees have been removed over the past 15 years —please replace these
o The new shelter is nice for parents who watch children on the playground
o More trees or a shade structure would be nice near the basketball court
o Increase tree/vegetation buffer along edges of park next to neighboring houses
• Recreation improvements are desired
o Basketball court is used, but an adjustable hoop is desired and improved surface
o Tennis courts with a wall to hit balls are desired —the courts need to be maintained in
order to get used
o Pickle ball courts would be nice, but it is difficult to combine them with tennis courts
o Is it possible to combine tennis and basketball courts with a fence around them?
o Soccer nets— one adult -size goal would be nice for practicing
o Hockey boards and someone at the warming house as much as possible
o Can hockey be combined with basketball or tennis courts?
o Improve the play area with the Phase 2 equipment and change the surface to resilient

I cannot make the neighborhood meeting on 7/28, but wanted to pass along my input.
We have lived in this area for 13+ years, and have had no easy access to tennis courts. So I am
very excited about tennis courts at Roundhouse, and I know that several of my neighbors share
this excitement!

Hi Todd,
In response to your notification of potential future improvements to Round House Park 3950
Kings Road.
I would love to see the following:
1st choice: Pickleball Courts with fences between each pickleball court - this is a fantastic game
for a wide age of players - young and old alike.
2nd Soccer Net / Field- some type of permanent (regular size net - half field if space does not
allow for full size)
This is such a wonderful location - next to the lake - additional offerings are most welcome and
needed on this far west side of Chanhassen. Children can not ride their bikes to Lake Ann with
busy Hwy's & such a long distance etc.

Dear Mr. Hoffman,
I am writing about the round house proposed improvements. I am very thankful that the city is
seeking to make improvements at this site for the benefit of our community. I do however
respectfully request that the city also consider the neighborhood's requests for this park to remain
a beautiful natural park. This park has a wonderful access and sightline to the beach and lake
Minnewashta. Should tall tennis chain link fences and hockey rinks disturb the natural essence of
this park, we would consider this a true mistake. Just over a mile to our north Cathcart park
offers several hockey rinks for use to the community. There are also many other tennis courts
available to the city residence which often remain empty. As a resident the uses this park on a
weekly basis the biggest draw to this park is the dock for fishing and the swimming area for
water sports.
Should the city be seeking areas to address the needs of the community, the addition of a set of
soccer goals in the upper field area is a true need noted from the regular activity in the park.
Many nights of the week, teams have set up their own for regular practices or the neighborhood
children set up games of their own with cones or bringing goals of their own from home. This
beautiful park is a true treasure, and the biggest asset is the waterfront for use and also adds to
the natural beauty for the whole community. I respectfully request that you do not place hockey
rinks or tennis courts in round house park and ask that you install soccer nets and a field instead.

Good evening,
We are not sure if we will make the meeting on July 28th, so we would like to express a couple
of comments in case we aren't able to be there.
As we see it, the biggest changes would be the tennis courts, sand volleyball and hockey rink.
The sand volleyball court seems like a natural fit, and an addition that wouldn't be too costly or
high maintenance. We believe it would get used often.
The tennis courts would also be a good fit and convenient for us; however, the tennis courts
across Highway 7 (although not in Chanhassen) seem to be open any time we want to play.
Our concern with the hockey rink is that it would be booked and reserved continuously by
hockey teams. We have found this to be true of other rinks. Having a group of families come
together to a public rink for a pick-up game of hockey is almost impossible, due to teams
reserving the rinks for practice. There is little time for the general public to use the hockey rinks.
(We believe there is one rink at Chan Rec Center for this.) If the hockey rink is to be used
primarily for team practice, our vote would be for it not to come to Roundhouse Park. If there
were convenient open times (evenings and weekends) for the general public, we would be much
more open to that addition.

I had to smile when I received your flyer about Roundhouse Park. I have vivid memories
pushing a stroller past the field telling the kids someday that will be a park. It seems like just the
other day a you and I along with Jenny and Shel met to plan phase one! I will not be able to
make the meeting, so her is my two cents.
My baby graduated from high school last month, so it has been some time since we were active
users of the park, but I have always felt pleased with the setup. We all enjoyed the play ground
programs in the summer there. The shelter was a nice addition indeed! The plans for the tennis
courts are my favorite, they would get adults to use the park I am sure. I probably would not be
in favor of changing the ice skate area. Plenty of dedicated hockey space available in the area
and very little dedicated open skate space out there.

Hey Todd,
I am a resident in the Round House Park neighborhood, and got the info sheet about the
neighborhood meeting. We are a family of 5, and unfortunately are going to be out of town
during the meeting. I just wanted to say that I would love to see tennis courts put into
roundhouse park! I know many tennis players in the neighborhood, both middle school and high
school, that would love the addition to the park!
If it was possible to keep the basketball court at the park and add the tennis courts, that would be
the most ideal situation. I know many people around the neighborhood that simply do not use the
court at the park because the basketball hoop's backboard is too stiff, and the hoops that people
have at their houses (with plexiglass backboards) are higher quality than the one at the park.
Overall, I would love to see the basketball hoop upgraded and tennis courts put in! If both cannot
fit in the park, I would love to see tennis courts put in!!

My husband and I attended the neighborhood meeting at Roundhouse Park.
Of all the suggestions, we would like to see the basketball court improved.
1. Better surface (Manitou Park has a nice sport court improved.
2. Better hoops. (Would be nice to have two. Some people asked about adjustable hoops, we
would discourage that since they don't usually hold up that well, people and on
them,etc.).
3. Would like single use basketball court. (It was suggested to combine hoop with ice rink
or tennis).
Also, would be interested in hockey rink. We feel tennis courts would be underused and very
expensive.

We live by Roundhouse Park and we were out-of-town for your neighborhood meeting.
We wonder if you've made decisions!?
And, we have input!
1. We would love an IMPROVED half court basketball - would like two hoops!
2. We would LOVE the NEW tennis court!!
3. (Can we have both!!)
4. And ... is there anyway to have a firepit? It would be so cool to have a firepit there by the
lake! I imagine there are regulations around it ... but even a semi -circle sitting area.
Maybe just added seating by the bench over looking the beach.
5. BEACH area - is this the park's? Would there be anyway to clean up the beach? Has
there been any proposals to allow a rack there for kayaks and paddleboards like they have
at the Minneapolis lakes??
6. Is the maintenance around the Roundhouse building the park and rec department's
responsibility? It could be so beautiful! It seems overgrown and unkempt. It seems like
a great little spot to rent for birthday parties etcetera ... and I wonder if it were spruced up
- maybe painted - if it would be a destination? Maybe if it was open during the popular
park program, families could see inside and that might, in turn, generate revenue and
interest??
There are a lot of basketball players in the neighborhood and they would LOVE to play at
Roundhouse ... and would ... if the hoop and was upgraded! I am not a basketball player
myself, but I guess what is the difference is the rim having a spring and a Plexiglas backstop.
Minnetonka Parks just replaced most of their courts and the kids are so excited!

Good Morning Commissioners
Based upon our e-mail correspondence it seems like there should be good participation in the
neighborhood meeting next week. Here are a few thoughts about Roundhouse Park.
1. Roundhouse Park is considered a "super" neighborhood park — somewhere between a
neighborhood park and a community park — due to the large and confined neighborhood
that it serves.
2. North Lotus Lake park is the Cities other "super" neighborhood park.
3. Roundhouse Parks service area is bordered by State Highway 7 on the north, State
Highway 5 on the south, Lake Minnewashta on the east and the municipal border of
Victoria to the west.
4. This neighborhood park service area contains 526 residential properties that are home to
approximately 1, 400 residents.
5. Cathcart Park is located north of Highway 7 and should not be considered as an
accessible recreation destination for the Minnewashta Parkway neighborhood. Cathcart
park serves the neighborhood park needs of a sizable Chanhassen neighborhood located
north of Highway 7, in addition to a large numbers of Shorewood residents.
6. I will be out of town from July 24 to the 29th. The remaining members of our Park and
Recreation Staff team in addition to Parks Planner Gabrielle Grinde will be working with
you on the neighborhood and regular meeting next Tuesday.
