Natural Resources 1.Allexistingtreestothenorth andwestoftheparkinglotexpansion shallbeprotected bytree preservationfencing. Fencingshallbeinstalledand approved bythe citypriortoany grading. Planning 1.Theapplicantshallenter intoasite planagreement and providethe necessarysecurities requiredbyit. 2.Dumpsters, ifplacedoutside, shall beproperly screened. WaterResources 1.Theapplicant shallapplyforand receive aGeneral PermitAuthorization to Discharge Stormwater Associated withConstruction ActivityUndertheNational Pollution Discharge Elimination/StateDisposal System (NPDESConstruction Permit) priortotheissuance ofa building permitoranyearthdisturbing activities. 6 Chanhassen Planning Commission – July19, 2016 2.Theapplicantmustdemonstrate thattheycanachievethe90% TSSand60% TPremoval usingremovalefficiencies recognized as industry standards orotherwise justifiable priorto issuanceofabuilding permit. 3.Theapplicantmustprovide thewater quality modeling, inboth asummary andthe actual electronic model usedtothecityfor reviewandapproval priortoissuance ofthe building permit. 4.Theplansubmittalmustalsoinclude adetail of theinfiltrationbasinconsistent withthe MinnesotaStormwaterManual priortoissuanceofabuilding permit. Thisdetail must include anysoilscorrections, basinprotectionsandplantingplansandschedules inaddition toother necessary designelements. 5.Theinfiltrationbasinmustbe placedwithin adrainage and utilityeasement. 6.Theapplicant shallprepare anoperations andmaintenance manual specific totheinfiltration featureincluding anticipated inspection schedule, routinemaintenance andfrequency ofsaid maintenance andsupplya copytothecitypriortoissuanceofabuilding permit. 7.Thetwooutfallsintotheinfiltrationbasinshallbecombinedintooneandasumpmanhole withaminimum depthof4feetshall beconstructedatthe lastCBMHpriortodischarging towards theinfiltration basin. 8.Thepipeshallcomeoutofthelaststructureintotheinfiltrationbasin nostepper thanone percent (1.0%). Theoutfall shallbeshort ofthebasin and shallflowthroughagrass channel toallow forenergy dissipation andadditional pretreatment. 9.Theapplicantshallprepare aSurfaceWater PollutionPreventionPlan (SWPPP) andsubmit tothecityfor approval priortoissuance ofabuildingpermit. Noearthdisturbing activities mayoccur untilanapproved SWPPP isdeveloped. ThisSWPPP shallbeastandalone documentconsistent with theNPDESConstruction Permit andshall containallrequired elements as listedinPartsIIIandIVofthepermit. 10.Theplanmusteliminatethetwostallsthatencroach intothesecondary setback fromthe wetlandbuffer. 11.Monuments indicating thebuffer boundary willneedto beshownonthe planandplaced concurrentwiththeerosionpreventionand sediment control practices. 12.The applicantshallapplyforandobtain permitsfromtheappropriate regulatory agencies (e.g., MinnesotaPollutionControlAgency, MinnesotaDepartment ofNatural Resources (for dewatering), Riley-Purgatory-BluffCreekWatershedDistrict) andcomply withtheirconditions ofapproval.
