PC SUM 2016 11 01 CHANHASSEN PLANNING COMMISSION REGULAR MEETING SUMMARY MINUTES NOVEMBER 1, 2016 Acting Chairman Weick called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Mark Undestad, John Tietz, Maryam Yusuf, Nancy Madsen, Steve Weick, and Mark Randall MEMBERS ABSENT: Andrew Aller STAFF PRESENT: Kate Aanenson, Community Development Director; MacKenzie Walters, Planner; and Alyson Fauske, Assistant City Engineer PUBLIC PRESENT: Daniel Fuchs 1862 Colonial Lane, #5 Corey & Lori Hothan 1941 Commonwealth Boulevard, #5 Jeff Franz 8950 Sunset Drive Jon Gilbert 1641 Jeurissen Lane Zhexin Zhang 1455 Bethesda Circle Nicholas Perlman 1812 Commonwealth Boulevard PUBLIC HEARING: AVIENDA-CONCEPT PLANNED UNIT DEVELOPMENT FOR A REGIONAL DESTINATION, LIFESTYLE AND MIXED USE CENTER ON FIVE PARCELS LOCATED AT THE SOUTHWEST CORNER OF LYMAN AND POWERS BOULEVARDS. THE CONCEPT PLAN INCLUDES RESIDENTIAL, COMMERCIAL, HOTEL AND OFFICE USES. Kate Aanenson and Alyson Fauske presented the staff report on this item. Darren Lazan with Landform Professional Services spoke on behalf of Level 7 Development, the developer and applicant for this project. He addressed changes that have been made to the plan since it was last before the City. Jeff Hysjulien with RSP Architects explained the design and architectural components of the project. Commissioner Tietz asked Darren Lazan to discuss how the wetlands will be addressed. Commissioner Madsen asked the applicant to discuss pedestrian and bike traffic and the mass transit components. Commissioner Tietz asked for clarification on what’s driving the demand for office space. Commissioner Randall asked about parking for delivery vehicles. Acting Chairman Weick opened the public hearing at this point. Bhanu Thota, Mills Drive asked how the residential component will impact schools. Joseph Shamla, 1691 Mayapple Pass asked that the development be designed to discourage people from accessing the regional mall from Bluff Creek Boulevard and preservation of the wooded area. Nick Perlman, 1812 Planning Commission Summary – November 1, 2016 Commonwealth Boulevard asked about light pollution. Jon Gilbert, 1641 Jeurissen Lane discussed preservation of trees, wetlands, housing density, 2030 plan, anchor stores and parks. Dan Fuchs, 1862 Colonial Lane #5 discussed the lack of charm with the plan and asked with the use of e commerce what is going to keep the stores in business. Marco Rasgattino, 9141 River Rock Drive suggested keeping the low, medium and high density together in one area. Zhexin Zhang, 1455 Bethesda Circle explained that he along with his neighbor’s biggest concern is with traffic coming into their neighborhood from the off ramp on Highway 212. Jeff Franz, 8950 Sunset Trail asked for clarification on traffic numbers. Varun Parvataneni, 9131 River Rock Drive asked how the traffic concerns into his neighborhood will be mitigated. Chairman Weick closed the public hearing. He summarized the concerns mentioned by commissioners and residents pertaining to aesthetics, traffic, density and wetland preservation. The Planning Commission took a short recess at this point in the meeting. APPROVAL OF MINUTES: Commissioner Yusuf noted the verbatim and summary Minutes of the Planning Commission meeting dated September 20, 2016 and the summary Minutes of the Planning Commission meeting dated October 4, 2016. COMMISSION PRESENTATIONS. None. ADMINISTRATIVE PRESENTATIONS. Kate Aanenson provided an update on the Paisley Park Museum and reviewed upcoming Planning Commission agenda items. Yusuf moved, Randall seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 6 to 0.
