Mayor Laufenburger called the work session to order at 5:30 p.m.

PAISLEY PARK MUSEUM – CONTINUE DISCUSSION REGARDING REQUEST TO
REZONE PROPERTY LOCATED AT 7801 AUDUBON ROAD FROM INDUSTRIAL
OFFICE PARK (IOP) TO PLANNED UNIT DEVELOPMENT IOP TO FACILITATE
THE USE OF THE BUILDING AS A MUSEUM.
Mayor Laufenburger reminded the audience that this is a work session where the public usually
listens but does not participate in the discussion. Kate Aanenson, Paul Oehme and the traffic

consultant Matt Pacyna reviewed additional information obtained since the October 3 City
Council meeting regarding fencing, no parking on McGlynn Road, signage for pedestrian access,

updated traffic counts, and the preparation of civil plans for the parking lot buildout which is
planned for spring, 2017. Todd Gerhardt discussed how bus traffic flowed better when they
were rerouted to Park Road and north on Audubon Road into Paisley Park and how that route
could be used in the future. Councilwoman Tjornhom asked for clarification on where buses
pick up and drop off people and how that is monitored. Kate Aanenson discussed the use of
landscaping along the east side of Paisley Park to limit pedestrian traffic along the fence. Todd
Phelps, speaking on behalf of the applicant, discussed that there were approximately 200 visitors
per hour on Saturday and Sunday, the first weekend of operation. Councilwoman Tjornhom
asked if these are typical numbers that will be seen in the future. Mr. Phelps stated the 200
visitors per hour is the maximum that would be anticipated in the future. Shannon Pratt, General
Manager for Paisley Park, discussed how the tours were conducted with about 35 people every
10 minutes. Pat Mazural clarified that the Market Station was used by Southwest Transit for
parking. Councilwoman Tjornhom asked for clarification on rezoning to a PUD.
Councilwoman Ryan asked for clarification of the memorial fencing moving indoors and how
people can leave memorials in the future, and how surrounding properties will be notified of the
no parking on McGlynn Road. She discussed her observations of traffic from Saturday’s event
and possible options that could be used to help with directions and asked the applicant to speak
about their decision to sell tickets prior to approval by the City. Councilman McDonald asked
the applicant to discuss what they are going to do about public relations for the people who spent
money on tickets, airfare and hotels. Mayor Laufenburger asked Shannon Pratt to discuss the
leadership and employment structure for the museum. Councilman Campion asked for
clarification on the protocol for changing the PUD after it’s been approved if issues arise in the
future. Mayor Laufenburger asked for clarification on making changes to the Site Improvement
Performance Agreement in the future separate from the PUD. Todd Phelps addressed the
basically positive feedback from the opening days on Thursday and Saturday and working with
city and county staff. Councilman McDonald expressed continued concern with pedestrian
traffic along the west side of the fence. Councilwoman Tjornhom asked staff to clarify number 8
in the Findings of Fact regarding the impact on public services. After discussion it was decided
that this item be placed on a future agenda.
DISCUSS LAKE SUSAN PARK ARCHERY RANGE OPTIONS.
Todd Hoffman reviewed recommended options forwarded by the Park and Recreation
Commission to either re-open the archery range or closed it and move it to another location.
Councilman Campion asked about the temporary shelter option, if other metropolitan archery
ranges are adjacent to residential neighborhoods, and if an option like a batting cage was
reviewed. Mayor Laufenburger reiterated that the council should give staff direction on how to
proceed with this item. After discussion it was the consensus of council to keep the archery
range closed at Lake Susan Park and research other possible locations including discussion with
Carver County Parks about locating an archery range at Lake Minnewashta Regional Park.
The work session was recessed at 7:15 p.m. It was reconvened at 9:30 p.m.
