MARCH 28, 2017
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Jim
Boettcher, Rick Echternacht, and Jennifer Hougham
MEMBERS ABSENT: Lauren Dale
STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Superintendent; Jodi Sarles, Recreation Center Manager; Adam Beers, Park Superintendent; and
Susan Bill, Senior Center Coordinator

APPROVAL OF AGENDA: The agenda was approved as presented.
Chairman Kelly congratulated Steve Scharfenberg and Lauren Dale for being reappointed to the
Park and Recreation Commission and new appointments Meredith Petouvis, Karl Tsuchiya and
Grant Schaeferle.
PUBLIC ANNOUNCEMENTS: Commissioner Scharfenberg invited people to attend the

2017 Red Birds Rally set for Saturday, April the 22 at the Legion from 6:00 to 9:00 p.m.
VISITOR PRESENTATIONS: None.
APPROVAL OF MINUTES: Scharfenberg moved, Echternacht seconded to approve the
summary Minutes of the Park and Recreation Commission meeting dated February 28,
2017 as presented. All voted in favor and the motion carried unanimously with a vote of 7
to 0.
PARKS AND RECREATION SYSTEM PLAN; REVIEW RECOMMENDATIONS FOR
GOALS, POLICIES, AND STRATEGIES, AND PREPARE FOR SPRING COMMUNITY
ENGAGEMENT.
Park and Recreation Commission Summary – March 28, 2017
Rita Trapp with Hoisington-Koegler Group reviewed the initiatives presented in the Chanhassen
Park and Recreation System Plan. Commissioner Hougham asked for clarification on what
happens after the plan is presented to the public. Chairman Kelly asked Commissioners
Boettcher and Scharfenberg to comment on the advisory committee process. Todd Hoffman
acknowledged Bala Chintaginjala in the audience who is also a member of the advisory
committee.
RECEIVE 2016 PARK AND RECREATION DEPARTMENT ANNUAL REPORT.
Jerry Ruegemer presented the staff report on this item.
RECOMMENDATION TO CITY COUNCIL TO AWARD CONCRETE QUOTE FOR
2017 NEIGHBORHOOD PICNIC SHELTER PROJECT.
Adam Beers presented the staff report on this item. Commissioner Boettcher asked for
clarification on the price gap in bids.
Scharfenberg moved, Thunberg seconded that the Park and Recreation Commission
recommends that the City Council awards the quote for concrete work to be completed at
Minnewashta Heights Park, Herman Field Park and South Lotus Lake Park to Theis
Construction, Inc. in the amount of $41,790. All voted in favor and the motion carried
unanimously with a vote of 7 to 0.
ESTABLISH DISCUSSION TOPICS FOR APRIL 10, 2017 JOINT MEETING WITH
CHANHASSEN CITY COUNCIL.

Chairman Kelly explained he could not be at the April 10 meeting but that Brent Carron will
facilitate the meeting in his absence. Commission members discussed possible topics of
discussion with the City Council on facilities, studies and funding sources. Commissioner
Carron suggested using 2017-2018 as planning years using feedback from the surveys and
System Plan report.
RECREATION CENTER UPDATE. Jodi Sarles asked for questions. Commissioner
Thunberg suggested bumping up the publication of the sports program booklet by 2 to 3 weeks to
bring the timeline closer to surrounding communities.
PARK AND TRAIL MAINTENANCE UPDATE. Adam Beers asked for questions regarding
the spring operations and informed the commission that Adam Farrell has been hired as the new
light equipment operator.
SENIOR CENTER UPDATE. Sue Bill asked for questions on her report.

RECREATION PROGRAMS: 2016/17 ICE SKATING/HOCKEY RINK EVALUATION
AND 2017 EAST EGG CANDY HUNT PREVIEW.
Jerry Ruegemer presented the staff reports on these items.
COMMISSION MEMBER COMMITTEE REPORTS. None.
COMMISSION MEMBER PRESENTATIONS. Chairman Kelly recognized outgoing
Commissioners Brent Carron and Luke Thunberg and invited commission members to attend the

City Council meeting on April 24 when they will receive awards from Mayor Laufenburger and
the City Council.
ADMINISTRATIVE PACKET. Todd Hoffman addressed the Walk in the Park program.
Carron moved, Thunberg seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission
meeting was adjourned at 9:05 p.m.
