PRC SUM 2017 04 25 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES APRIL 25, 2017 Chairman Kelly called the meeting to order at 7:30 p.m. MEMBERS PRESENT:Cole Kelly, Steve Scharfenberg, Rick Echternacht, Jennifer Hougham, Karl Tsuchiya, Meredith Petouvis, Lauren Dale, and Grant Schaeferle MEMBERS ABSENT:Jim Boettcher arrived at the end of the meeting STAFF PRESENT:Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent;and Katie Favro, Recreation Supervisor PUBLIC PRESENT: Jeff DeitnerWSB & Associates Lisa Falkum6869 Manchester Drive Judy Stretar6801 Manchester Drive Bob Kline2175 Lake Harrison Road David Peters6845 BriarwoodCourt APPROVAL OF AGENDA:Chairman Kelly amended the agenda to move item B-1 to item G-3. Item E-1 was removed from the agenda. PUBLIC ANNOUNCEMENTS:Todd Hoffman reminded the commission and audience th members that Saturday, May 6was the ArborDay tree planting at North Lotus Lake Park. th Jerry Ruegemer noted the 50Anniversary Celebration ceremony that will be held Monday, th May 8at 5:30 p.m. in City Center Park. VISITOR PRESENTATIONS:None. APPROVAL OF MINUTES:Scharfenberg moved, Echternacht seconded to approve the verbatim Minutes of the Park and Recreation Commission meeting dated March 28, 2017 with the changes made by Chairman Kelly on Pages 8, 26 and 30; and approve the summary Minutes of the Park and Recreation Commission meeting dated March 28, 2017 as presented. All voted in favor and the motion carried unanimously with a vote of 8 to 0. RECOGNIZE CITY COUNCIL APPOINTMENTS AND RE-APPOINTMENTS TO THE COMMISSION. Park and Recreation Commission Summary –April 25, 2017 Todd Hoffman welcomed new commission members Meredith Petouvis, Karl Tsuchiya, and Grant Schaeferle. Chair Kelly welcomed the 3 new members as well and congratulated Steve Scharfenberg and Lauren Dale on their re-appointments. RECOMMENDATION TO CITY COUNCIL TO ACCEPT AND APPROVE PARK MASTER PLAN FOR MANCHESTER PARK (NEIGHBORHOOD PARK COMPONENT OF WEST WATER TREATMENT FACILITY). Todd Hoffman presented the staff report before introducing Jeff Deitner with WSB and Associates who prepared the Manchester Park Master Plan.Chair Kelly asked about parking on the cul-de-sac.Commissioner Scharfenberg asked for clarification on the size of the retaining wall,and the traillocation.Commissioner Hougham asked about signage,and usage of the open area north of the building. Chair Kelly opened up the meeting for public comments. Lisa Falkum, 6869 Manchester Drive expressed concernswith the fact that the park is a very secluded area and the possibility of crime coming into the area, the location of the portable restroom, the number of parking spaces, and decreasing property values.Speaking on behalf of the Woodridge Heights Homeowners Association,Judy Stretar, 6801 Manchester Drive stated that the 12 families that attended a meeting were against this proposal and feel the money could be spent better on Sugarbush Park and/orLake Ann Park. There is also concern with the park being secluded and issues that might arise after hours. Bob Klein, 2175 Lake Harrison Road,and being on the Homeowners Association board for Lakeview at Pinehurst,shared people’s concerns with the park being located on a chlorine gas water treatment facilityand explained that people would like to see the money spent in another location and let this area be more natural. He expressed concern with tree loss associated with building the cul-de-sac and a safety concern with people parking on the cul-de-sac to drink alcohol and do drugs. Chair Kelly asked staff about the possibility of tabling this item to hold a neighborhood meeting. David Peters, 6845 Briarwood Court stated his main concerns were with the portable restroomand noise. Judy Stretar asked about the location of the portable restroom and the tree replacement plan which offers screening.Bob Klein continued the discussion about the need to save as many existing trees as possible for screening purposes. Scharfenberg moved, Echternacht seconded that the Park and Recreation Commission table the proposed park master plan for a new neighborhood park to be constructed adjacent to the West Water Treatment Plant until the next regular meeting and that the Park and Recreation Commission members meet prior to that meeting at Manchester Park. All voted in favor and the motion carried unanimously with a vote of 8 to 0. RECREATION PROGRAM REPORTS: 2017 EASTER EGG CANDY HUNT EVALUATION. Katie Favro presented the staff report on this item. 2 Park and Recreation Commission Summary –April 25, 2017 NOMINATION AND APPOINTMENT OF 2017/2018 CHAIR AND VICE CHAIR. There were three nominations for Chair for 2017/2018. After hand votes it was determined that Steve Scharfenberg was appointed as the new Chair. Hougham moved, Echternacht seconded to appoint herself, Jennifer Hougham as Vice Chair for 2017/2018. All voted in favor and the motion carried unanimously with a vote of 8 to 0. ADMINISTRATIVE REPORTS: RED BIRDS BASEBALL OPENING DAY.Jerry Ruegemer presented the report on this item, st noting the home opener is scheduled for Sunday21. CHANHASSEN MEMORIAL DAY CEREMONY.Jerry Ruegemer outlined the schedule of events planned for the Memorial Day Ceremony. Hougham moved, Echternachtseconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 9 to 0.
