PRC SUM 2017 06 27 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES JUNE 27, 2017 Chairman Scharfenberg called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Rick Echternacht, Jennifer Hougham, Karl Tsuchiya, Meredith Petouvis, Lauren Dale, and Grant Schaeferle MEMBERS ABSENT: Jim Boettcher STAFF PRESENT: Todd Hoffman, Park and Recreation Director; Jerry Ruegemer, Recreation Superintendent; Katie Favro, Recreation Supervisor; Adam Beers, Park Superintendent; Jodi Sarles, Rec Center Manager; and Sue Bill, Senior Center Coordinator APPROVAL OF AGENDA: Chairman Scharfenberg approved the agenda as presented. TH PUBLIC ANNOUNCEMENTS: ANNOUNCEMENT OF AUGUST 8 JOINT COMMISSIONER TOUR. th Todd Hoffman announced that the joint commission tour will take place on Tuesday, August 8. Chairman Scharfenberg gave a reminder about Chanhassen Recognition Night on Thursday, June th 29 at the Chanhassen Red Birds game. VISITOR PRESENTATIONS. Judy Stretar, 6801 Manchester Drive, speaking as a member of the Woodridge Heights Homeowners Association Board, explained that the association voted unanimously that they are against as an association the port-a-potty location and the parking spots. Kathleen Leisman, 6849 Manchester Drive asked for clarification of the parking configuration for Manchester Park. APPROVAL OF MINUTES: Hougham moved, Echternacht seconded to approve the verbatim and summary Minutes for the Park and Recreation Commission meeting dated May 23, 2017 as presented. RECOMMENDATION TO CITY COUNCIL TO ACCEPT DONATION OF BENCHES FROM CHANHASSEN LIONS CLUB. Glenn Kaufmann with the Chanhassen Lions Club presented background information on the project. Park and Recreation Commission Summary – June 27, 2017 Kelly moved, Echternacht seconded that the Park and Recreation Commission recommends that the City Council accept the donation of five park benches from the Chanhassen Lions Club to be installed at Bandimere Community Park. All voted in favor and the motion carried unanimously with a vote of 8 to 0. RECOMMENDATION REGARDING PUBLIC SWIMMING BEACH ORDINANCE. Jerry Ruegemer presented the staff report on this item. Commissioner Kelly asked for clarification of the City’s legal rights pertaining to items (a) and (c), and stated he could not support approval of this ordinance if (e) is included. Commissioner Tsuchiya asked if the definition of aircraft in (h) included drones and if (m) included the prohibition of vaping. Chairman Scharfenberg asked for clarification of why this item was coming before the Park and Recreation Commission at this time and if signage will have to be redone if this ordinance is passed. After discussion of (e), the following motion was made. Hougham moved, Petouvis seconded that the Park and Recreation Commission recommends the City Council approve the Public Swimming Beach Ordinance information for Chapter 14 in the Park and Recreation section of the City Code with amendments to (h) including UAV’s and (m) including vaping. All voted in favor, except Commissioner Kelly who abstained, and the motion carried with a vote of 7 in favor and 1 abstention. INITIATE DISCUSSION REGARDING RECOMMENDATION TO CITY COUNCIL, 2018-2022 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP). Todd Hoffman presented the staff report on this item. Chairman Scharfenberg asked Commissioner Kelly to explain the handouts he provided to the commission. Commissioner Hougham asked about the process for playground replacements. Commissioner Petouvis asked about the park dedication revenue stream and Lake Ann Park expansion. Commissioner Hougham stated she would like to see studies for the Rec Center and Lake Ann be included on the CIP. FOXWOOD ADDITION GREAT PLAINS BOULEVARD (HWY 101) TRAIL CONNECTION BUDGET AMENDMENT RECOMMENDATION. Todd Hoffman presented the staff report on this item. Commissioner Petouvis asked for clarification on the number of people that will benefit from this trail connection. Commissioner Kelly explained the reasons to approve this project now. Chair Scharfenberg asked staff what could be done in the future to prevent these types of budget increases, and what could have been done differently with the excavation process. 2 Park and Recreation Commission Summary – June 27, 2017 Kelly moved, Echternacht seconded that the Park and Recreation Commission recommends that the City Council amend the Foxwood Addition Highway 101 Trail Reimbursement CIP budget from $400,000 to $805,350 utilizing $768,350 from the park dedication fund and $38,350 from the water utility fund. All voted in favor and the motion carried unanimously with a vote of 8 to 0. PARK & TRAIL MAINTENANCE UPDATE. Adam Beers presented the update for spring projects. Commissioner Petouvis thanked the Park and Rec Department and Adam Beers and his team for the work done at Roundhouse Park. RECREATION CENTER UPDATE. Jodi Sarles presented highlights from capital improvements, program information and upcoming events at the Rec Center. SENIOR CENTER ACTIVITIES UPDATE. Susan Bill provided highlights from the spring and summer programs. RECREATION PROGRAM REPORTS: 2017 FOURTH OF JULY CELEBRATION. th Katie Favro outlined the schedule and activities planned for the 3 day 4 of July celebration. COMMISSION MEMBER COMMITTEE REPORTS. None. COMMISSION MEMBER PRESENTATIONS. None. ADMINISTRATIVE PACKET. Chairman Scharfenberg highlighted the letter to Lauren Dale from Mayor Laufenburger recognizing her and her work for the trail sign project. Kelly moved, Echternacht seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 8 to 0.
