County Review Letter
Below are the items from your review letter from July 6th, 2017 and our written responses to each item.
1. Prior to Plat approval, the County would like to review and approve an exhibit drawing showing a
cross section of Galpin Blvd and the adjacent lots 4-5-6 at the north and south ends of the plat.
The cross section would show the future road improvements and how these improvements might
affect the subject lot grades and lot proposed improvements. The two cross sections should be
referenced to a plan view at 1:40 scale from center of existing ROW and existing grade, with
notes on proposed grades for the roadway and subject lots.
Response: The cross-section plan sheet is attached, showing two cross sections, as requested.
Based on our conversation Galpin Blvd a future upgrade will be a two lane Urban with one trail
along the east side. We have shown existing centerline, proposed edge of bituminous, top back
of curb, a 10-foot boulevard and the slope necessary to connect to the existing ground.
2. The plans show converting the end of a culvert to a drop inlet structure. It is hard to tell how the
grading and this structure will work together. It needs to be made clear how the drainage along the
west side of Galpin Blvd works with this change. The contours were not clear.
Response: The drop inlet structure is replacing the existing culvert apron and rip-rap to divert the
offsite water from the east of Galpin Blvd directly into the storm water system. The stormwater
runoff from the county road will flow into the swale behind lots 4-7 and drain to proposed
catchbasin 7. The overflow is to the south west to the existing storm sewer behind lots 12 and 13.
The EOF for the catchbasin is 973.5, our lowest proposed opening is 975.1
3. Per County Surveyor comments, the boundary appears consistent with adjoining plats and
verified by several found corner markers. Street names and centerlines are a continuation from
adjoining plats. Galpin Blvd should also have a "County Road No. 117" label. Galpin RW
Dedication from 33 to 50 feet is correct and matches adjoining plats. May want to show or
document controlled access for Lots 5 & 6 onto Galpin. Outlots A thru C appear created for lot
expansions from the north. Purpose of landlocked Outlot D? No other survey comments.
Response: CR 117 has been added to the existing label. Lots 5 and 6 will have access to Bentz Court
and will not have access to CR 117. Outlot D is optional purchase for lot 3.
4. Related to parks and trails, please provide for County review and approval some type of additional,

declarative sub-report and figures of the specific plans and impacts to the City and County regional
and linking trails plan for the highways and areas related to the plat and this development.
Response: The City Parks Department should be able to provide the requested documents.
5. Any existing field access or existing driveways will need to be removed and replaced with ditch and
/or curb and gutter in order to preclude nuisance use. Note to same shall be made on face of site
plan.
Response: Notes have been added to the plans to remove the existing access points onto CR 117
and construct ditching.
6. Prior to any work affecting or on County highways or in County right of way, the applicant shall
coordinate plans with the County Engineer and obtain a Utility or Excavating/Filling/Grading
Permit(s) from Carver County Public Works: (http://www.co.carver.mn.us/how-do-i/apply-for/a-
permit). Final details of locations, grades, and profiles affecting County roads as well as any utility
connections will need to be reviewed and approved prior to any permits.

7. Any damages, modifications, or changes incurred on County highways from current or approved
conditions will need to remedied or updated at development expense, including costs incurred by
the County.
