PC minutes CHANHASSEN PLANNING COMMISSION REGULAR MEETING AUGUST 1, 2017 Chairman Aller called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Andrew Aller, Steve Weick, Nancy Madsen, John Tietz, Maryam Yusuf, and Mark Randall MEMBERS ABSENT: Mark Undestad STAFF PRESENT: Kate Aanenson, Community Development Director; Bob Generous, Senior Planner; Jill Sinclair, City Forester; and Stephanie Smith, Project Engineer PUBLIC HEARING: BONGARDS – SITE PLAN REVIEW FOR A 7,050 SQUARE FOOT, TWO STORY ADDITION AT PROPERTY LOCATED AT 8330 COMMERCE DRIVE FOR 1.8 ACRES OF LAND ZONED PLANNED UNIT DEVELOPMENT (PUD). APPLICANT/OWNER: BONGARDS. Generous: Thank you Chairman Aller, commissioners. As you stated Planning Case 2017-16 is a site plan review for an expansion of an existing office industrial building. The public hearing th will be tonight. It will go to City Council at the end of the month on August 28. The project is located at 8330 Commerce Drive. This is a planned unit development area. There’s an existing 90, approximately 9,500 square foot building on the site. They are adding a two story addition to nd that. This development is in Lot 3, Block 1, Chanhassen Business Center 2 Addition. Again the request is for site plan review for a 13,070 square foot two story building expansion. It will be to the north of the existing building on the property. The land use for the property is guided office industrial uses. The zoning on the property is planned unit development. This is an office industrial park. Office, storage and research facilities are permitted uses within the PUD zoning. The site plan. Again they’re adding the brown area of this building would be a two story addition to the site. They will expand their receiving area in the back. There’s more office space and some of their research area and storage facility. The site itself is 1.81 acres. Again the existing building is 9,558 square feet. The two story addition, the first floor is 6,665 square feet and the second floor is 6,405 square feet so the total building area will be over 22,000 square feet with this expansion. As part of the expansion they’re proposing to add parking on the east side of the building and a small parking area on the south of the building and we’ll talk about that a little later. As part of your plan they submitted a building elevation with the material detailing and as part of our review we discovered that they were proposing the use of exterior insulating finishing system which is known as EIFS but it’s prohibited as a primary building material in this development and within the city of Chanhassen so the applicant today submitted a revised building elevation using I believe it’s face brick and so this would be acceptable material. It will be consistent with the existing building is a block, concrete block face material so this would be Chanhassen Planning Commission – August 1, 2017 very compatible with it. We believe this, it does comply with the ordinance requirements so happy to receive that increase. Again the exterior elevations, the north side of the building overlooks a railroad tracks. They have some windows and office space up there. The south side of the building, the expansion they just have celestial windows over the office area but most of it will be blank. And then the big articulation is actually on the east side of the expansion where they’re providing an additional access entry into the building with a metal canopy over that to highlight that entrance area and a small plaza area. First floor again, they have a lot of office warehouse. Office and storage space. And then the second floor has additional testing areas for their research and storage areas within the development. It complies with all the, currently we don’t have enough detail to determine building code compliance but that’s the next phase of this development. We encourage them to meet with our building official as soon as they can in the process to expedite that. Site grading is for the parking lot expansion area and the small area north of the building. The rest of the site will remain as it is currently. As part of this grading plan they, well the landscaping plan exceeds our minimum requirements under city code and so it's, it will be a nice addition to that area once it’s fully grown. The site utilities, they have sewer and water is currently available to the building. They will be providing an infiltration system. Perorated piping under the parking lot to help with their storm water management and so they have, and that’s into the parking lot expansion area. They actually started on the east side and did some preliminary expansion when they first moved into the building under the existing approved site plan. They had the ability to do that and then now with the building expansion, because it’s over 10 percent of the existing building area they had to come back in for site plan review. This project is consistent with the PUD zoning for the development. It’s consistent with the City’s Comprehensive Plan designation and we’re recommending approval of the expansion subject to the conditions in our staff report and adoption of the Findings of Fact and Recommendation. With that I’d be happy to answer any questions. Aller: Any questions at this point of staff? Great presentation Bob. Again those watching at home or present here should know that all these documents, including the report which go into greater detail than the presentation itself are on the website and set out many of the conditions that have been met and the status of the property including drawings so if you want to take a look at those please feel free to do so. It’s been, it’s a great report so I don’t have any questions either at this point in time. Would the applicant like to make a presentation? Matt O’Keefe: I’m Matt O’Keefe with BDH & Young. So we’re the architectural group designing the addition for Bongards and working with them through the planning submission. I don’t have too much more to really add onto Bob’s presentation other than Bongards is really excited to be here. They’re really excited to set their foot down on the ground and this is kind of their corporate campus and they’re really excited to get moving on construction so I can answer any questions you guys might have. Aller: Any questions of the applicant at this point in time? Thank you. It looks like, we appreciate the. 2 Chanhassen Planning Commission – August 1, 2017 Matt O’Keefe: The public have any questions? Aller: The accommodation of the EIFS system and the change over to brick. Matt O’Keefe: Yeah and that was just fine so that’s not a problem for any of us so. Aller: Awesome. Thank you. Look forward to it. And at this point in time we’ll open up the public hearing for any individuals wishing to come forward either for or against this item to give us their feedback. And seeing no one present coming forward we’ll go ahead and close the public hearing and open it up for commissioner discussion. And/or action. Madsen: Looks like a great project and it’s office industrial, not manufacturing so it fits very nicely. Aller: Yep, I think the articulation looks great. The materials look good. The fact that they’ve exceeded the landscaping. The water, storm water management system. It appears to be something that provides additional safety because we’re protecting the neighbors from any runoff and capturing any of that water. I think it’s a good project. Aanenson: I was just going to add a couple comments kind of anecdotally. Aller: Please. Aanenson: So this was Chan Business Center. This one was actually the National Weather Service was one of the first users in here and just to give you a little background on the reason why it was given the PUD. The National Weather Service had requirements for large spaces. They do do balloons that they launch to check weather and then they’ve got the Nexar radar up there too so because they had a lot of green space requirements we were able to capture that and then make smaller lots but, so this project, this PUD was put in place in 1993 so now we’re seeing kind of the second evolution of some of these buildings coming back through. You can see the biggest change now is that storm water has changed and so a lot of these systems are going to have to be underground in order to accommodate them because the rules have changed so I think we’ll see more of those so we’re excited that Bongards picked this site. They were looking at quite a few other ones and as Bob mentioned they did a small, minor addition just to get them through the winter and working on their plans so just wanted to give you a little background on that. Aller: Great. Well I’ll just reiterate. It looks like under the PUD and the present zoning of the facility and based on the report and the information provided and the conditions that are in there it looks to fulfill all the requirements of the present zoning so. I’ll entertain a motion at this point in time if someone would like to make one. Madsen: I can make a motion. 3 Chanhassen Planning Commission – August 1, 2017 Aller: Commissioner Madsen. Madsen: The Chanhassen Planning Commission recommends that the City Council approve the Site Plan for a 13,070 square foot, two story building expansion, plans prepared by Solution Blue, Inc. dated November 16, 2016, subject to the conditions of approval and approves the Findings of Fact and Recommendation. Aller: I have a motion. Do I have a second? Randall: A second. Aller: And a second by Commissioner Randall. Any further discussion based on that motion and second? Madsen moved, Randall seconded that the Chanhassen Planning Commission recommends that the City Council approve the Site Plan for a 13,070 square foot, two story building expansion, plans prepared by Solution Blue, Inc. dated November 16, 2016, subject to the following conditions of approval and approves the Findings of Fact and Recommendation: Building 1. Building(s) are required to have automatic fire extinguishing systems. 2. Building plans must be prepared and signed by design professionals licensed in the State of Minnesota. 3. Retaining walls over four high must be designed by a professional engineer and a permit must be obtained prior to construction. 4. Structure proximity to property lines will have an impact on the code requirements for the proposed building, including but not limited to; allowable size, protected openings and fire- resistive construction. These requirements will be addressed when complete building and site plans are submitted. 5. Detailed occupancy related requirements will be addressed when complete building plans are submitted. 6. The owner and or their representative shall meet with the Inspections Division as soon as possible to discuss plan review and permit procedures. Engineering 1. The applicant shall dedicate a drainage and utility easement over the existing stormwater pipe on the northern portion of the property concurrent to recording the site plan agreement. 4 Chanhassen Planning Commission – August 1, 2017 2. The locations of all easements of record shall be shown on the survey based on a recent title search prior to recording the site plan agreement. 3. The applicant shall resubmit to-scale paper copies of the civil plans, including grading prior to City Council approval. 4. The applicant shall label the first floor elevations of buildings on adjacent lots prior to grading on site. 5. The applicant shall revise plans to add Emergency Over-Flow (EOF) locations and elevations shall be labeled on the grading and utility plan sheets prior to grading on site. 6. The applicant’s erosion control plan shall be revised to meet the requirements of 19-145 of City Code, including showing stockpile locations prior to grading on site. 7. The applicant shall submit a maintenance and operations manual for their stormwater Best Management Practices (BMPs) prior to recording the site plan agreement. 8. The applicant shall inspect their BMPs on an annual basis and submit inspection reports to the City. 9. The applicant shall coordinate with the City for inspection of the connection to public storm structures during construction. 10. The applicant shall plug the draintile connection from the grass paver lot to the stormwater catchbasin till staff evaluates the function of the grass paver system and determine in-field whether the draintile connection is required or if the system can function without it. 11. The applicant shall alter the dimensions of the grass paver lot to clear show it meets the requirement for 9-foot by 18-foot parking stalls and a 26-foot wide aisle prior to installation of the grass pavers. Planning 1. The applicant shall revise the primary building material from EIFS to some other acceptable material. 2. The applicant shall provide site furnishings to the site. All voted in favor and the motion carried unanimously with a vote of 6 to 0. APPROVAL OF MINUTES: Commissioner Weick noted the verbatim and summary Minutes of the Planning Commission meeting dated July 18, 2017 as presented. ADMINISTRATIVE PRESENTATIONS. Aller: Then we’ll move onto City Council action update. 5 Chanhassen Planning Commission – August 1, 2017 Aanenson: West Park was approved. Putting together a development contract on that. They do not have a pre-con yet set for that but putting everything together. I know they want to get started here yet August or September. Avienda, the council removed that from the rural service district because it was given preliminary plat approval. It changes their taxing status because it’s now ripe for development, and Arbor Glen was approved. That one is scheduled for a construction pre-con meeting. Smith: It was scheduled and now it’s been cancelled to a future date. Maybe in a week or two. Aanenson: Okay so. Aller: Just when you think… Aanenson: I know. Well it got approved. It stayed on the calendar so. Aller: It’s on track. Aanenson: Yeah, yeah. So there is a lot of interest in that type of product. I know there’s people waiting for that development to go forward so, and if everybody remembers where that is. That’s at the corner of Lyman and 101. So that’s all I had on council update. I’ll go through the future Planning Commission Chair if I may. Aller: Please. th Aanenson: So our next get together will be on August 8 with the joint tours. We’ll be meeting out front. I put in the agenda and we may be a bit flexible on the agenda. We were going to go by Mission Hills. We thought maybe they’d be starting. That also has some interesting storm water features with it but I think what we’ll do is substitute maybe that for Powers Point. We’re going to see where they are in their project. They’re also doing, so Powers Point. Powers Ridge, excuse me. So that is off of Powers Boulevard and Lake Drive. So there’s a senior housing project going in there and so that also has an underground system so they’re close to getting it in. We’d like to be able to see that. Otherwise we’ve got pictures that we can show you what it would look like when it goes in but we’d like to go by that one so we’ll amend the agenda as you get here but please be here by 5:45. Dress comfortable. Hopefully we don’t have bugs like we did last year. It was pretty mosquito so dress for the weather and so I think we’re going to have a good turn out with all the other commissions so. Aller: Yeah we look forward to this with great anticipation every year. Aanenson: There you go. Aller: Because we get to work with the Environmental and Park and Rec and go around and see how things are developing around Chanhassen. Aanenson: Yeah. 6 Chanhassen Planning Commission – August 1, 2017 Aller: So it’s always a great opportunity. th Aanenson: Yep, great. So that’s our next meeting. August 15 we do not have a meeting. We did not have anything come in and we’re going to give you a week off because we’ll be hitting th the ground running here in a little bit so on September 5 we do have a meeting. An internal code amendment on signs and then a minor item on approving whether or not the Avienda is consistent for the TIF district which you have to just weigh in on a resolution saying that’s consistent with land use and zoning. Then we do have the open houses. We put together a website. If you want to go to the City’s home page there’s a website regarding the thth Comprehensive Plan so we’ve got those open houses September 13 and 14 and you’re welcome to attend either one of those. We’ll have different stations set up with maps and let people comment on things that we’re looking at and then we’re proposing some miscellaneous code amendments and then having the public hearings on that. We do anticipate a couple other projects if you look on that front side. The Hansen’s are working on the Santa Vera Apartments which is right behind the elementary school there right downtown. That’d be the completion of that project which was probably done in the 60’s so things have changed since they built those. The rules so had to do a wetland delineation and a tree inventory. Things that were never done before so, and then there’s a couple other small lot subdivisions that are out there but that’s kind of what we’re, what we think will still potentially happen yet this year.
