Dear Mr. Frischmon and Mr. Ross: The Chanhassen Economic Development Authority (the "EDA") and the City of Chanhassen (the "City") are proposing to adopt a Modification to the Redevelopment Plan for Downtown Chanhassen Redevelopment Project Area to establish Tax Increment Financing District No. 11 (the "TIF District") therein and adopt a Tax Increment Financing Plan (the "TIF Plan") therefor. The TIF District will be designated as a redevelopment district, with a maximum life of 26 years of tax increment (or a shorter period as determined by the EDA). Tax increments collected from the TIF District are proposed to be used to facilitate the redevelopment of the former Frontier property into 134 market rate apartments and 19,000 square feet of retail, as well as the construction of public improvements to adjacent infrastructure in the City. A map of the TIF District is in Appendix B of the enclosed TIF Plan. As required by Minnesota Statutes, Section 469.175, Subd. 2 and 4, we hereby forward a draft of the TIF Plan for the TIF District. Please note that the TIF Plan is in draft form for distribution to the County Board and the School Board. The TIF Plan contains the estimated fiscal and economic implications of the proposed TIF District. Pursuant to M.S. Section 469.175 Subd. 2(b), the City has added additional fiscal implications language related to police, fire, infrastructure, and borrowing costs for the TIF District as well as expected amounts of taxes and tax increment attributable to the school district and county. Please contact the City or me with requests for additional information to estimate the impacts upon county or school district services. The EDA and City reserve the right to make changes to this draft document prior to the public hearing; however, the authorized costs will not increase. We would like to solicit your comments and offer to meet with you at your convenience, if you so desire.
