Letter to Mark Windschitl 09-26-2017September 26, 2017 CITY OF CHANHASSEN Chanhassen is Community for Life -Providing for Today and Planning for Tomorrow Mayor Mark Windschitl Chaska City Council Chaska City Hall One City Hall Plaza Chaska, MN 55318 Honorable Mayor Windschitl: The City of Chanhassen understands that Xcel Energy, Inc. will make application with the cities of Chaska and Chanhassen for local permitting of a high voltage transmission line route permit, pursuant to M.S. 216E05. The 1.5 -mile 115kV electrical transmission line project extends from an existing transmission structure at the intersection of Lyman Boulevard and Audubon Road. It then follows the west side of Lyman Boulevard to the Twin Cities and Western Railroad Company tracks and follows the south side of the tracks until it crosses over to connect into the Lake Hazeltine Substation located on Columbia Court North. Minnesota Rule 7850.5300 stipulates that this local permitting process include environmental review conducted by the Responsible Governmental Unit (RGU) in the form of an Environmental Assessment (EA). Because a single EA is to be prepared to support the permitting effort, projects that span multiple jurisdictions can agree on one entity assuming the lead role in its preparation. Based on discussions with staff, the City of Chaska will assume this lead role. The City of Chanhassen hereby agrees that the City of Chaska can proceed as the Responsible Governmental Unit for preparation of the EA. Further, the City of Chanhassen conveys this agreement via this letter to the City of Chaska and the Public Utilities Commission (PUC).
