PRC SUM 2017 09 26 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES SEPTEMBER 26, 2017 Acting Chair Hougham called the meeting to order at 7:30 p.m. MEMBERS PRESENT:Rick Echternacht, Jennifer Hougham, Karl Tsuchiya, Meredith Petouvis, Lauren Dale and Grant Schaeferle. Cole Kelly arrived during approval of Minutes. Jim Boettcher arrived during reports. MEMBERS ABSENT:Steve Scharfenberg STAFF PRESENT:Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; Katie Matthews, Recreation Supervisor;Adam Beers, Park Superintendent; and SusanBill, Senior Center Coordinator PUBLIC PRESENT: Todd Neils990 Saddlebrook Curve APPROVAL OF AGENDA:Echternacht moved, Tsuchiya seconded to approve the agenda as published. Allvoted in favor and the motion carried unanimously with a vote of 6 to 0. PUBLIC ANNOUNCEMENTS.None. VISITOR PRESENTATIONS.None. 2017-18 ICE SKATING RINK LOCATION RECOMMENDATIONS. Katie Matthews presented the staff report on this item. LAKE SUSAN PARK BALLFIELD LIGHTING PROPOSAL. Todd Hoffman presented the staff report on this itemnoting staff’s recommendation that the lighting at Lake Susan Park happen after a total of $55,000 is received from the Chanhassen Athletic Association. Todd Neils, 990 Saddlebrook Curve, speaking on behalf of the Chanhassen Athletic Association and Dugout Club, discussed his conversations with Muska Lighting in terms of costs and timeline for construction. After discussion the following motion was made. Kelly moved, Echternacht seconded that the Park and Recreation Commission recommends that the City Council approve a 2018 capital improvement program, Lake Susan Ballfield Lighting in the amount of $245,000. Furthermore that a donation of $55,000 from the Chanhassen Athletic Association be accepted on a payment plan as discussed. $19,000 in December of 2017,$19,000 first quarter of 2018 and $17,000 first quarter of 2019bringing the City’s share of the project down to $190,000. On this basis the City will order the lighting upon receipt of the first check from the Chanhassen Athletic Association.All voted in favor, except for Petouvis and Tsuchiya who opposed. The motion carried with a vote of 5 to 2. CITY COUNCIL REVIEW OF PARKS AND RECREATION SYSTEM PLAN. Todd Hoffman presented an update on the City Council’s review of the Parks and Recreation rd System Plan noting the City Council will review this item again at their October 23work session. 2 Park and Recreation Commission Summary –September 26, 2017 RECREATION PROGRAM REPORTS: 2017 HALLOWEEN PARTY PREVIEW.Katie Matthews presented the staff report on this item. 2017 LAKE ANN PARK CONCESSION/BOAT RENTAL EVALUATION.Jerry Ruegemer presented the staff report on this item. RECREATION CENTER UPDATE.Todd Hoffman presented the update on the Recreation Center for Jodi Sarles who was not present.Commissioner Hougham asked what improvements will not be made if therecommended $50,000is not funded in 2018 and 2019. Commissioner Kelly asked about the personal trainers. PARK MAINTENANCE OPERATIONS UPDATE.Adam Beers provided an update on activities performed by the park maintenance staff. SENIOR CENTER UPDATE.SusanBill presented the update on activities at the Senior Center. COMMISSION MEMBER COMMITTEE REPORTS.None. COMMISSION MEMBER PRESENTATIONS.None. ADMINISTRATIVE PRESENTATIONS.Commissioner Kelly noted a correction in the park inventory system regarding basketball courts at the Recreation Center.Todd Hoffman noted the graph regarding pickleball use and picnic reservation evaluations. Boettcher moved, Kelly seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 8 to 0. The meeting was adjourned at 8:30 pm.
