Planning Commission — Per the Conditional Use Permit Application Checklist, there are twelve (12) criteria that must be addressed via a Statement of Compliance. The criteria are addressed below: a. The extension of the tower will not be detrimental or endanger the public health, safety, comfort, convenience or general welfare of the neighborhood or the city. The tower has existed since 2000, and a condition of the original CUP was to make the tower amendable for an extension for another carrier. This is the exact circumstance found in this application. b. This tower extension will be consistent with the city's comprehensive plan and this chapter. c. The extension will be designed, constructed, operated, and maintained so to be compatiable in appearance with the existing or intended character of the general vicinity and will not change the essential character of the area. The extension will match the existing tower and a slight height measurement will be the only change. d. The extension will not be hazardous or disturbing to existing or planned neighborhood uses. The tower extension will not change its function; instead more wireless customers will receive better coverage. e. Will be served adequately by essential public facilities and services, including street, police, and fire protection, drainage structures, refuse disposal, water and sewer systems and schools; or will be served adequately by such facilities and services provided by the persons or agencies responsible for the establishment of the proposed use. This analysis has been performed in accordance with the 2012 International Building Code based upon an ultimate 3 -second gust wind speed of 115 mph converted to a nominal 3 -second gust wind speed of 89 mph per section 1609.3.1 as required for use in the TIA-222-G Standard per Exception #5 of Section 1609.1.1.
