You are invited to attend a public information open house hosted by the City of Chaska and Xcel
Energy to discuss Northern States Power Company’s (Xcel Energy) proposed transmission line
to serve the City of Chaska Lake Hazeltine Substation.
Please see the enclosed Fact Sheet for project details and site map.
Xcel Energy is seeking approval of a Conditional Use Permit for the project from the City of
Chaska. As part of the permitting process, the City of Chaska must prepare an Environmental
Assessment (EA) on the project and afford the public an opportunity to participate in the
development of the scope of the EA before it is prepared. A preliminary Table of Contents for
the EA is attached as a starting point for what should be covered in the EA. We encourage you
to provide comments on the project and additional topics you want to see addressed in the EA.
You can provide comments on the proposed project and the scope of the EA in several ways:
(1) in person at the public information open house on January 31, 2018 from 5:00 PM-7:00 PM,
(2) by mail to the address on the enclosed comment form, or
(3) by email to the contacts below.
Xcel Energy and City of Chaska staff will be available at the informational open house to answer
questions about the project and the permitting process. You may attend the open house any
time between 5:00PM and 7:00 PM. Please note that although the public information meeting
will be held in the council chambers, the City will not be taking any action on the project at this
time.

Project Location
The proposed project is for an approximately 1.5 mile 115kV double circuit transmission line on
18 structures to be located in Chanhassen and Chaska in Carver County, Minnesota (Figure 1).
Commencing in Chanhassen, in the southeast quadrant of the Lyman Blvd (County Road 18) and
Audubon Road (County Road 15) intersection, it will follow the southwesterly side of Lyman
Boulevard to the south side of the Twin Cities and Western Railroad. The transmission route will
turn westerly and parallel the railroad until it reaches the north shore of Lake Hazeltine, where
it will turn north on the west side of Columbia Court North, and end at the Lake Hazeltine
electric substation in Chaska. It is located in the west half of Section 22, Township 116N, Range
23W and the north half of Section 21, Township 116N, Range 23W.
Project Need
The City of Chaska needs a transmission line to supply electricity to the new Lake Hazeltine
substation. Xcel Energy proposes to construct the transmission line. Chaska planned and built
the Lake Hazeltine Substation to serve 50 megawatts (MW) of electric load in the city. This
substation adds capacity for load growth and reliability. Lake Hazeltine Substation replaces the
downtown Chaska Substation’s 24 MW load. Chaska removed the downtown substation from
service in April of 2014. Lake Hazeltine Substation was also necessary to serve the customers on
the north end of Chaska made up of primarily Industrial customers. The Lake Hazeltine
Substation was constructed with six feeders and two spare feeders; State Highway 41 will have
two feeder circuits running north; there will be two feeder circuits running south; there will be
one feeder circuit providing electricity to the Peavey Industrial Park and one feeder circuit for
the Crosby Industrial Park that will be a tie to Bluff Creek Substation.
The proposed transmission line will connect to the high side switch of the Lake Hazeltine
Substation transformer. The high-side facilities will be configured in a 115 kV-bus in-and-out
configuration. The proposed transmission line will operate at 115 kV standards to meet the
long-term needs of the Lake Hazeltine Substation and the Chaska area’s electric service load.
Project Description
Xcel Energy proposes to construct an approximately 1.5-mile long, double circuit, 115 kilovolt
(kV) transmission line and associated facilities. The transmission line will have eighteen single
pole, self-weathering steel structures ranging in height from 80 to 110 feet in height and a base
of up to approximately 10 feet in diameter constructed and installed on reinforced concrete
pier foundations similar to what is shown in Figures 2 and 3. Average span between structures
will be 400 feet.
The proposed transmission line route will start by connecting to an existing transmission line
located along the east side of Audubon Road and south of Lyman Boulevard south of the Bluff
Creek Substation in Chanhassen. The transmission line will be typically centered within a right-
of-way approximately 75 feet in width and in most areas utilize an existing distribution line
right-of-way. It will follow parallel the southwest side of Lyman Boulevard to the south side of
the Twin Cities and Western Railroad where it will turn to the southwest and continue parallel
to the railroad until it reaches the north shore of Lake Hazeltine. It will then cross the railroa d
tracks and end by connecting to the Lake Hazeltine Substation.
Construction Schedule
Project construction is expected to commence in winter of 2018 and end in the late spring or
early summer of 2018.
Public Information Open House and Comments
An information open house will be held January 31, 2018 from 5:00 PM-7:00 PM at Chaska City
Hall, Council Chambers. Comments on the project can be submitted in person at the open
house, mailed to the address on the enclosed comment form, or emailed to the project
contacts below.
