Description / Narrative continued:
The requested variance is for the encroachment into the Bluff Creek Overlay District 40 -foot buffer located
on the east side of the site. The encroaching structures will include a retaining wall and the possibility of
parking stalls or a drive lane, pending further discussions with City staff.
The request for the variance is driven by the requirement to extend a portion of the public trail which is
planned to wrap around the eastern and northern side of the property and connects into the existing trail
system from Water Tower Place located at the northwest corner of the property. Along the alignment for
the proposed trail is an existing wetland and the Bluff Creek Overlay district which include required
setbacks/buffers that constrain the buildable area of the site. Due to these site constraints and the
incorporation of the trail, adjustments to the site layout, which include extending retaining walls and
possibly a drive lane/parking, are necessary to maintain parking requirements while meeting safety
concerns for the trail design brought forward by the City.
