SENIOR COMMISSION MINUTES
REGULAR MEETING
APRIL 19, 2013
Chairwoman Nevin called the meeting to order at 10:00 a.m.
MEMBERS PRESENT: Barbara Nevin, Camille Swanson, Carol Buesgens,
Dorina A. Tipton, Thomas Wilson, Jacqueline Prescott and Terry Grathen.
MEMBERS ABSENT: Jackie Engel.
STAFF PRESENT: Sharmeen Al-Jaff.
VISITORS: Lenny Schmidt.
APPROVAL OF AGENDA: Commissioner Tipton moved to approve the
agenda. Commissioner Grathen seconded the motion to approve the agenda.
All voted in favor and the motion carried.
APPROVAL OF MINUTES:
Commissioner Tipton moved to approve the minutes. Commissioner
Grathen seconded the motion to approve the minutes. All voted in favor and
the motion carried.
ELECTION OF OFFICERS:
Commissioner Buesgens nominated Barbara Nevin for the position of Chair,
Commissioner Grathen seconded the nomination. All voted in favor and the
motion carried.
Commissioner Grathen nominated Dorina A. Tipton for the position of Vice
Chair. Commissioner Buesgens seconded the motion. All voted in favor and
the motion carried.
APPOINTMENT OF ADVISORY BOARD REPRESENTATIVE:
Chairwoman Nevin appointed commissioner Tipton to the Senior Advisory
Board.
APPROVAL OF BY-LAWS: Commissioner Buesgens moved to approve
the By-Laws, Commissioner Wilson seconded the motion to allow up to 8
members on the Senior Commission. All voted in favor and motion carried.
2013 SENIOR COMMISSION GOALS AND OBJECTIVES:
Chairwoman Nevin assigned the goal to the commissioners. The goals were
as follows:
1. Volunteer and support city events and local organizations (Memorial Day, Veterans

Day, Beyond the Yellow Ribbon, Arbor Day, 4 of July, etc.)
2. Continue to advocate different forms of transit and build on the Carver County efforts
to promote safe driving.
3. Mentor, participate and educate future generations through programs such as the
Capstone Project.
4. Complete a Strategic Plan which will be funded through the Minnesota Area Agency
on Aging (MAAA) Lifetime Communities Learning and Action Collaborative Grants.
5. Conduct a Universal Design educational workshop which will be funding through the
MAAA Lifetime Communities Learning and Action Collaborative Grants.
6. Continue to be an active member of the TRIAD. TRIAD is a partnership between
law enforcement, the community and the senior citizen community all working
together to keep our senior citizens safe. The TRIAD program is coordinated through
the Sheriff’s Reserve Program. The implementation plan has three phases: The first
phase includes meeting with senior citizen commissions to provide brochures and
contacts for the senior citizen community. The Carver County Sheriff’s Office
TRIAD program will help provide presenters and support for events. The second
phase includes proactive coordination of events and topics for discussion through the
Carver County Sheriff’s Office TRIAD Program; the third phase includes conducting
large-scale events e.g. County-wide personal safety, home security or traffic safety
seminars.
ARBOR DAY INVITION:
The Arbor Day event will be held on Saturday, May 4, 2013 at Lake Susan
Park picnic Shelter.
TRIAD UPDATE:
A separate advisory board has been created that focuses on planning, senior
safety, changing technologies and traffic safety. The program is promoting
Vial of Life and educating Medical emergency staff on Vial of Life.
SENIOR COMMISSION COMMENTS: There will be a follow up
meeting to “Age Well, Drive Well” on May 22, 2013 from 8:00 am to 12:00
p.m.
The Commission decided to have a short meeting in June since it will fall on
the same day as the senior picnic.
ADJOURNMENT: Commissioner Wilson moved, Commissioner Buesgens
seconded the motion to adjourn the meeting. All voted in favor and the motion
carried.
