Figure H-2 Stormwater Management Plan May 3, 2019 Control Concepts — Chanhassen Page 1 Control Concepts Chanhassen, Minnesota Stormwater Management Plan Introduction This stormwater management plan was created for the Control Concepts project located at 8077 Century Boulevard in Chanhassen, Minnesota. The total site area encompasses 5.23 acres. The project generally consists of constructing a commercial building, parking areas, retaining wall, stormwater management systems, and associated utilities. Included in this plan are calculations for the total proposed discharge offsite of stormwater from the total site area. The stormwater from the site drains to public storm sewer located in the adjacent city street and a wetland located north of the site. Ultimately, all stormwater drains to an existing wetland located to the north of the site. Requirements and Methodology City of Chanhassen and Riley Purgatory Bluff Creek Watershed District (RPBCWD) Requirements 1. Rate Control – Limit peak runoff flow rates to that from existing conditions for the 2- year, 10-year, and 100-year frequency events using a nested 24-hour rainfall distribution, and 100-year frequency, 10-day snowmelt event. 2. Volume Reduction – Provide for abstraction onsite of 1.1 inches of runoff from impervious surface of the parcel. 3. Water Quality – Sixty percent (60%) annual removal efficiency for total phosphorous and ninety percent (90%) annual removal efficiency for total suspended solids (TSS). Methodology The stormwater calculations were made utilizing the stormwater-modeling program HydroCAD 10.00. Calculations were performed for the 24-hour 100-year rainfall event of 7.18 inches, 10-year rainfall event of 4.20 inches and 2-year rainfall event of 2.84 inches based on Atlas 14 data. The 10-day snowmelt event of 7.20 inches was also analyzed. For purposes of analyzing the 5.23-acre project area, a drainage area of about 5.30 acres was included in the hydrologic analysis to account for all runoff that affects the proposed project. Soils information was found to be B soils in the area where infiltration practices will occur, based on the geotechnical report provided by Braun Intertec dated March 13, 2018. Infiltration will be utilized onsite for stormwater management at an assumed rate of 0.45 in/hr based on MPCA design infiltration rates. The site is made up of green space consisting of native grasses. The existing site is broken up into four drainage areas. Drainage Areas W, ND, and SD drain directly to Century Boulevard. Drainage Area E sheet drains to an existing wetland located north of the site. Ultimately, all public storm sewer surrounding the site drains to the existing wetland located north of the site. Overall the existing project area being analyzed contains 1.2% impervious surface area. Proposed Conditions The proposed site consists of constructing a building, surface pavements, retaining walls, underground detention system, underground infiltration system, and utilities. The proposed site contains 48% impervious surface area. The proposed project area is broken up into seven drainage areas. Drainage area W, ND, and SD drain directly to city storm sewer in Century Boulevard. Drainage area N sheet drains to an existing wetland located north of the site. Drainage area PE and B drain directly into an underground detention system. Water discharges the underground detention system to an outlet control structure consisting of a weir. Water leaves the outlet control structure and discharges into an underground infiltration system. Drainage area PW drains directly into an underground infiltration system. Water leaves the underground infiltration system and discharges to the existing wetland located north of the site. Rate Control The rate control requirements for the City of Chanhassen and Riley Purgatory Bluff Creek Watershed District are that peak rates shall not exceed existing rates for the 2, 10, and 100- year events, and the 10-day snowmelt event. Table 1.1 below compares the existing and proposed peak runoff rates and volumes for the discharge points analyzed. To meet this requirement, an underground infiltration system (INF) was designed. The required water quality volume is shown below: Required Volume (ft3) = New/Redeveloped Impervious Surfaces (ft2) * 1.1 (in) * 1/12 (ft/in) Required Volume (ft3) = 109,239 (SF) * 1.1 (in) * 1/12 (ft/in) = 10,014 ft3 The proposed water quality volume below the outlet for the underground infiltration system (INF) is 10,141 cubic-feet which meets the required volume of 10,014 cubic-feet. Water Quality Based on the City of Chanhassen and Riley Purgatory Bluff Creek Watershed District requirements, the proposed site shall remove 60% total phosphorous and 90% total suspended solids (TSS). As outlined in the methodology section, infiltration practices have been selected as the stormwater management device to meet these requirements. Calculations were conducted for all disturbed areas using P8 modeling. The overall calculated TP removals are 82.2% which exceeds the required 60% removal. The overall calculated TSS removals are 91.0% which exceeds the required 90% removal. During construction, erosion control measures will include dust control, silt fence, inlet protection, erosion control blankets, and temporary rock construction entrances. Permanent BMP’s will include stormwater management systems, surface pavements, and turf establishment (vegetation) of disturbed areas. Conclusion The proposed Stormwater Management Plan for the Control Concepts project provides an improved solution for the conveyance of stormwater on this site. The underground infiltration system will capture runoff and provide additional water quality treatment on the site.
