REGULAR MEETING
SUMMARY MINUTES
AUGUST 27. 2019
Chairman Boettcher called the meeting to order at 7:30 p.m.
MEMBERS PRESENT: Jim Boettcher, Meredith Petouvis, Joe Scanlon, Karl Tsuchiya, Sandy
Sweetser, and Haley Pemrick
MEMBERS ABSENT: Matt Kutz
STAFF PRESENT: Todd Hoffman, Park and Rec Director; and Jerry Ruegemer, Recreation
Superintendent
PUBLIC PRESENT:

APPROVAL OF AGENDA: Commissioner Petouvis asked that item G(2)(a) be added to the
Arboretum trail discussion, and that discussion be added under item I(2) regarding the Lake Ann
Park feasibility study.
Tsuchiya moved, Petouvis seconded that the Park and Recreation Commission approve the
agenda with the amendments outlined by Commissioner Petouvis. All voted in favor and
the motion carried unanimously with a vote of 6 to 0.
PUBLIC ANNOUNCEMENTS. Jerry Ruegemer provided an update on the Chanhassen Red
Birds baseball playoff schedule.
VISITOR PRESENTATIONS. Joseph Shamla, 1691 Mayapple Pass requested that an ice
skating rink be located in Pioneer Pass Park. Thy Tan, 1711 Mayapple Pass concurred with the
request for an ice skating rink at Pioneer Pass Park.
APPROVAL OF MINUTES: Tsuchiya moved, Petouvis seconded to approve the verbatim
and summary Minutes of the Park and Recreation Commission meeting dated June 25,
2019 as presented. All voted in favor and the motion carried unanimously with a vote of 6
to 0.
2019-2020 ICE SKATING RINK LOCATION RECOMMENDATION. Jerry Ruegemer
presented the staff report on this item.

Petouvis moved, Tsuchiya seconded that the Park and Recreation Commission recommend
to the City Council that the attached ice skating rink locations and warming house hours
be maintained for the 2019-20 season, that the warming house closing temperature be
adjusted from negative 15 degrees to negative 20 degrees, and that the Park and Rec
Department come back at the next meeting with budgetary numbers for the possible
addition of a flooded rink at Pioneer Pass. All voted in favor and the motion carried
unanimously with a vote of 6 to 0.
RECOMMENDATION TO CITY COUNCIL 2020-2024 PARK AND TRAIL
ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP).
Commissioner Petouvis asked that the increase in the Arboretum trail costs be discussed with
this item. Todd Hoffman reviewed the scope of the Arboretum trail project and the agencies
involved in the partnership. Commissioner Pemrick asked how maintenance of the trail sections
will be done and asked for an update on the Powers Boulevard trail connection into Excelsior.
After discussion by staff and commission members the following motion was made.
Tsuchiya moved, Petouvis seconded that the Park and Recreation Commission
recommends the City Council approve a 2020 to 2024 Fund 410 Park and Trail Acquisition
and Development Capital Improvement Program totaling $1,475,000 to complete the
projects listed in Attachment 2. All voted in favor and the motion carried unanimously
with a vote of 6 to 0.

REPORTS: 2019 4 OF JULY CELEBRATION EVALUATION. Jerry Ruegemer
presented the staff report on this item. Commissioner Tsuchiya complimented staff on the set up
of the area in general but particularly the seating in the tent.
UPDATE ON THE FEASIBILITY STUDY AT NEWLY ACQUIRED PARKLAND AT
LAKE ANN PARK.
Kevin Clark with Hoisington-Koegler Group provided highlights of the planning and public
input process that’s been held to date. Commission members discussed design options for the
newly acquired parkland at Lake Ann Park.
COMMISSION MEMBER COMMITTEE REPORTS. Chair Boettcher discussed the Town
Ball game against the Minnetonka Millers and activities involved with Night to Unite.
DISCUSSION ON POSSIBLE FUTURE PARK AND RECREATION IMPROVEMENT
BOND REFERENDUM.
Tsuchiya moved, Petouvis seconded that the Park and Recreation Commission table the
discussion on possible future park and recreation improvement bond referendum to the

September meeting. All voted in favor and the motion carried unanimously with a vote of
6 to 0.
ADMINISTRATIVE PRESENTATIONS. None.
Petouvis moved, Pemrick seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 6 to 0. The Park and Recreation Commission
meeting was adjourned at 9:55 p.m.
