The TEP found, and the Council upheld upon appeal, that only one wetland located more central on the property (referred to as Basin 1) and one wetland located southwesterly on the property
(referred to as Basin 2) met the criteria to be considered for an exemption. The remaining wetlands were found to meet jurisdictional criteria for being classified as wetlands under
the MN Wetland Conservation Act. I have attached to this email three pages from the staff report and council deliberation pertinent to this finding. A few hundred pages of information
is available and people are welcome to review the file should they wish.
It is important to note that the second page, entitled wetland map, does not show legally delineated boundaries but rather GIS shapefiles from the National Wetland Inventory Map and
our City Wetland Map. An approved wetland delineation may be on record and I can look for that if requested to do so. Please contact me with any questions you may have.
