This application was received by the City of Chanhassen on February 21, 2017. We have reviewed the application for completeness in conformance with Minnesota Rules 8420. The application has been determined to be incomplete. The following items are needed to complete the application:  Per 8420.0748 Subp 2 and noted in the application form, the applicant must provide documentation indicating that they have contacted the wetland bank account owner, the owner has credits available to sell, and the owner is willing to sell the credits .  Per the WCA checklist, the amount of replacement credit to be withdrawn needs to be in a square feet.  Per 8420.0330 Subp A. 6, a list of all other known local, state, and federal permits and approvals required for this activity. This should also acknowledge the necessity to complete the AUAR Update or other environmental review process prior local approvals being provided. These items are noted on the attached “Replacement Plan: Complete Application Checklist” which was signed by the City of Chanhassen on March 9, 2017. This checklist was also reviewed with the development team at a meeting between city staff and the development team on March 9, 2017. If you would like to continue with the permit application process, please submit the necessary information to the city and to me. If deemed complete, the permit application can be noticed to the TEP. As discussed at our March 9 meeting and outlined in the attached checklist, review and evaluation of the other aspects of the project in conformance with MR8420 will occur during the comment period.
