REGULAR MEETING
JANUARY 14, 2020
Chairman Sanford called the meeting to order at 7:00 p.m.
MEMBERS PRESENT: Jim Sanford, Kathleen Donovan, Jim Ebeling, Steve Stamy and Adam
Schafer
STAFF PRESENT: Greg Sticha, Finance Director; Kate Aanenson, Community Development
Director; and Jake Foster, Assistant City Manager
Adam Schafer introduced himself as the newest commission member before existing
commission members and staff introduced themselves to Adam Schafer.
Donovan moved, Ebeling seconded to amend the agenda to include discussion of a possible
work session after New Business. All voted in favor and the motion carried unanimously
with a vote of 5 to 0.
APPROVAL OF MINUTES: Donovan moved, Ebeling seconded to approve the
Summary Minutes of the Economic Development Commission meeting dated December 11,
2019 as presented. All voted in favor and the motion carried unanimously with a vote of 5
to 0.
DISCUSS 2020 GOALS AND OBJECTIVES.
Greg Sticha outlined conditions for discussing possible goals and objectives to be presented to
the City Council at the joint meeting in March or April. Adam Schafer asked for clarification on
how the Economic Development Commission operated in the past. Greg Sticha explained that
the City Council continues to act as the Economic Development Authority but the Economic
Development Commission is a new commission. Kathleen Donovan suggested advising the City
Council on economic matters affecting the business community, new development, and diversity
in attracting new businesses. Jim Ebeling suggested diversity in attracting different types and
sizes of business. Chairman Sanford discussed having a vision for the economic development of
Chanhassen and changing from being reactive to proactive. Kathleen Donovan suggested using
the 2040 Comprehensive Plan as a guideline for economic development in the future. Steve
Stamy explained that after discussions with current business owners the possibility of making
downtown more walker friendly, diversity of business i.e. retail, commercial, and industrial, and
educating residents on what they would like to see in Chanhassen. Kathleen Donovan continued
with suggesting looking for additional employment opportunities, improving quality of life for
current residents, and marketing opportunities for Chanhassen. Steve Stamy suggested recruiting
businesses from outside of the city limits, and the possible need for commission members to
have business cards. Greg Sticha explained the need to have one voice from the commission

rather than individual ideas and that direction will need to come from City Council on how the
commission members should proceed with discussions with individuals and businesses.
Chairman Sanford discussed the possible need for a business subsidy program to attract
diversity, improving connectivity in the city’s infrastructure, the use of Tax Increment Financing
Districts and Economic Development Districts, and the use of sales tax to raise revenue.
Kathleen Donovan continued with how to communicate with the City Council, and providing an
annual report. Chairman Sanford asked about the definition of the downtown area and how to
draw people into Chanhassen from outside the city, look at ways to promote development in the
city such as working with the Southwest Chamber of Commerce.
REVIEW OPEN HOUSE AGENDA AND FLYER.
Greg Sticha reviewed items included in the agenda and flyer for the Open House being held on
February 25th. Adam Schafer asked about marketing for the open house. Chairman Sanford
suggested contacting Buy Chanhassen and Southwest Chamber of Commerce for their email
lists. Steve Stamy asked for clarification of how the open house will operate.
POSSIBILITY OF A WORK SESSION IN FEBRUARY.
Greg Sticha discussed that staff did not have agenda items for the February 11th meeting so the
only meeting will be the open house being held on February 25th. Chairman Sanford suggested a
possible work session in March to review what will be presented to the City Council at the joint
meeting in April.
Donovan moved, Schafer seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 5 to 0. The Economic Development Commission
meeting was adjourned at 8:35 p.m.

• Taxes: School referendum would have been a big hit to commercial buildings.
• Encourage/expand industrial manufacturing
• Make it friendly to open a new business – should not have to jump through hoops – streamline
regulations
• Why is it cheaper to operate a business in Eden Prairie?
• High real estate tax rates (specifically school levees)
• Desire for a better connection between manufacturers in the city
• High school exposure to local manufacturing companies
• Redevelopment of the Cub retail center to a more walkable center of town (possible TIF district)
• Avienda development
• Expansion of sewer line
• Timing of development of south Chanhassen
• Need to maintain architectural standards and uniqueness of the city
• Difficulty of working with city staff
• Desire for additional non-franchise sit down restaurants
• New plan for West 78th Street
• Status of brewery development
• Businesses wanted more collaboration with city and chamber/buy Chanhassen
• More marketing and getting word out about local businesses
• Happy to partner more with city for events
• Lack of labor an issue, especially for restaurants
• Keep the small town feel
• More restaurants, especially sit down. Feeling was too many fast casual now and fewer places to
go for sit down meals
• Keep good quality architecture
• Too many small residential lots and cookie cutter homes
• No one in the community knows what services we can offer them.
• People were curious about other businesses in the Chanhassen area and how they may
compliment each other
• Several of these businesses face a shortage of employees. While this is a common situation in
several businesses, a couple of these businesses are paying in the $10 to $13 per hour rate. The
concern is where can these people live in Chanhassen? The perception is one of lack of
affordable housing. While public transportation exists, the thoughts are that we need more
affordable housing within walking distance of downtown
• In talking to the Americinn manager, she indicated that several guests come to Chanhassen to
enjoy the Dinner Theater. She indicated that these tend to be senior citizen age group. They
don’t want to drive to the theater at dark or drive back after dark. She was unaware of the SW
Metro ability to pick up at the hotel.
• And walking across hwy 5 is prohibitive, particularly for an older demographic.
• Which brings up the ability of older citizens to get around Chanhassen. The new seniors/adult
living complex on 101 and 212 will face similar challenges.
• How to access businesses south of 5 and north of 5. Again, walking across five is prohibitive. I
know that there would be more foot traffic if there was a way to cross from either side. The
overhead foot bridge further east is barely used.
• Summer fishing contest including all city lakes, Classic vehicle show, Music festival, Expanded
farmers market at a larger venue
• One comment was that hotels outside of Chanhassen encourage visitors to stay at their hotels in
EP, Shakopee, Chaska, and others while visiting Chanhassen’s Dinner Theater, Arboretum,
Paisley Park, parks and lakes, etc.
• While visiting the businesses, I came across many businesses that I didn’t know existed-cosmetic
salons, small restaurants, a health beverage with yoga, a small clothing/gift shop, workout
retailers and more. Chances are several citizens in Chan may not know about these
either. These businesses need to be in contact with the SW Metro Chamber, but they don’t
know about it. Or Chan needs to put the information out there somehow.
• Heard plenty of what people perceive we don’t need-no more grocery, banks, coffee shops,
dentists. I understand that Chan cannot prohibit any business from opening if that business
meets and passes all the criteria required.
• When asked of what people would like to see, it was a mixed bag. More non-fast food
restaurants, entertainment venue where one could listen to live music, family entertainment.
Some thoughts were that Chanhassen has lost attention to the family run, independent

• I explained, as best I could, what Chanhassen has achieved over the past year. Most of the
people didn’t know about the parcel the city got back from Lennar for what is now our largest
park. Some heard of the Tequila Butcher. None knew about the Dog Park. Lotus Gifts got some
recognition. The point here we do not do a good enough job telling the community what the
city does. I realize it is very challenging and difficult. As Jerry McDonald told me, “if it isn’t
happening in your own back yard, it doesn’t get attention
• What I did get from every business I visited was that I was the only city person they have ever
seen. And I didn’t even have a City of Chanhassen card to give them!!! While I may not have
been the only city person to visit, it was well noted. And these visits were typically
conversations, not hi, I am on the EDC

• Understanding of how to attempt diversification of local businesses in terms of size and types of
business.
• Look to attain more entertainment retail (ex. Top Golf)
• Define vision of business community in the City of Chanhassen. Do we want our business community
to look more like Minnetonka/Eden Prairie or Hopkins.
• Be more proactive rather than reactive in attracting local businesses while still following the
comprehensive plan.
• Improve walkability/connectivity of the downtown, in particular over highway 5.
• Engage residents and various city groups to help them understand impact of goals and growth in the
city.
• Facilitate economic growth of existing businesses both with employment and improving the quality of
life for our residents.
• Use advertising/marketing to draw residents from other cities to Chanhassen businesses.
• Recruit successful businesses from other communities to Chanhassen.
• Create business cards for the members of the EDC in order for them to identify themselves and share
their contact information with local businesses.
• Create a business subsidy program using either a levy, abatement, TIF or other financing mechanism to
help offset costs of barrier of entry.
• Increase/Improve internet connectivity for local business community.
• Improve city competitiveness by making sure it is move in ready for all forms of business.
• Engage with Buy Chanhassen and Southwest Chamber of Commerce to bring more light to Chanhassen
businesses.

CDA staff has recommended apprcval of the Community Development Strategy at this
week's board meeting.
CGPI 2020 winter round-applications and guidelines were sent January 6. Feel free to
reach out to set up a time to meet and discuss application ideas. I will also reech out
individually to each of you.

and mid-sized businesses matching funds for a STEM intern. Applications are open!
2020 US Census-ln March the first letters will be sent out and responses will be
gathered in March and April. lf a household does not respond, then census workers will
be doing further outreach. Data will be available at the state level by December.
DEED has rolled out a new certification program called Telecommuter Foruvard! Cities,
through an application and resolution, can apply for certification- The city then agrees to
support and commit to promoting the availabilily of telecommuting options.
