Park and Recreation Director Jerry Ruegemer called the meeting to order at 7:02 p.m. via
Zoom.
MEMBERS PRESENT: Karl Tsuchiya, Sandy Sweetser, Matt Kutz, Jim Peck, Heather
Markert, Don Vasatka, and Scott Fischer

ROLL CALL
NOMINATION AND APPOINTMENT OF 2021/22 CHAIR AND VICE-CHAIR
Mr. Ruegemer asked for nominations for Chair and Vice-Chair.
Commissioner Kutz moved, Commissioner Sweetser seconded to appoint Karl Tsuchiya as
Chair of the Park and Recreation Committee. All voted in favor and the motion carried
unanimously with a vote of 5 to 0. Commissioner Peck had technical difficulties.
Commissioner Tsuchiya abstained.
Chairman Tsuchiya moved, Commissioner Kutz seconded to appoint Sandy Sweetser as
Vice-Chair of the Park and Recreation Committee. All voted in favor and the motion
carried unanimously with a vote of 6 to 0. Commissioner Peck had technical difficulties.
APPROVAL OF AGENDA.
The agenda was approved by general consensus of the Commission.
PUBLIC ANNOUNCEMENTS.
Mr. Ruegemer introduced Recreation Supervisor Mitchell Czech who filled the position vacant
since July 2020.

Mr. Czech gave a summary of his background. As a Recreation Supervisor, he will oversee
scheduling, work with athletic associations, and assist with special events.

APPROVAL OF MINUTES.
APPROVE PARK & RECREATION MINUTES DATED MARCH 23, 2021
Commissioner Kutz moved, Commissioner Vasatka seconded to approve the Minutes of the
Park and Recreation Commission Meeting dated March 23, 2021 as presented. All voted in
favor and the motion carried unanimously with a vote of 6 to 0. Commissioner Peck had
technical difficulties.
NEW BUSINESS.
AWARD LOW QUOTE, PHEASANT HILLS PARK AND CARVER BEACH PARK
CONCRETE BORDER AND LAKE SUSAN BASKETBALL COURT IMPROVEMENTS
Park Superintendent Adam Beers gave an overview of the equipment replacement process.
In 2018, the Park and Recreation Commission and Council worked on a Park Master Plan. Until
that time, there was no funding allocated to replace park infrastructures. The Council approved
$250,000 a year for replacing equipment. Three parks were replaced in 2019 and another three in
2020. Replacements could include playground equipment, basketball courts, or other types of
infrastructure. The 2021 budget includes $245,000 for a variety of items including concrete,
engineered wood fiber, base material, playground equipment for Pheasant Hills Park and Carver
Beach Park, and reconstruction of the basketball court at Lake Susan.
Mr. Beers added that the City has been providing funding from excess general fund revenue. As
of 2022, there will no longer be a dedicated source of funding.
Mr. Ruegemer is working with the finance department to find a source of revenue for future
infrastructure improvements.
Commissioner Vasatka asked about the discrepancy in pricing between the bids for concrete
borders.
Mr. Beers stated he was surprised by the amount as well; however, Curb Masters has done great
work for the City in the past.
Commissioner Vasatka asked if the City publishes the RFP or asks specific contractors.
Mr. Beers stated that, since the project was under $100,000 it did not need to be published;
therefore, he sent the RFP directly to 3-5 companies that have done work for the City in the past.

Commissioner Sweetser moved, Commissioner Markert seconded the Park and Recreation
Commission recommendation that the City Council award low quotes to Bituminous
Roadways for $32,509 for Lake Susan Park basketball court improvements, and Curb
Master, Inc. for $15,804.15 for concrete playground border at Pheasant Hills Park and
Carver Beach Park. All voted in favor and the motion carried unanimously with a vote of 6
to 0. Commissioner Peck had technical difficulties.
APPROVE PURCHASE, PARK EQUIPMENT REPLACEMENT SCHEDULE FOR
PHEASANT HILLS PARK AND CARVER BEACH PARK
Mr. Beers gave information on the type of playground equipment scheduled for replacement at
Pheasant Hills Park and Carver Beach Park.
In the past, the City has set a dollar amount and sent out an RFP for park designs asking
companies to be as creative as possible within the amount allocated. After submissions were
received the City would hold an open house where residents could vote for their favorite design.
Due to COVID-19, the City posted the design options online for residents to vote on.
After RFPs were sent out, the cost of materials increased but staff recommends moving forward
with the current prices since the amount was within the budget.
Chairman Tsuchiya asked about the response to online voting.
Mr. Beers stated there were more than 250 resident votes on the playground designs.
Commissioner Vasatka asked how the response compared to in-person open house meetings.
Mr. Beers stated that past open houses have drawn around 75 people.
Mr. Vasatka asked if there could be a discount if the City went with the same vendor for both
parks.
Mr. Beers stated that was not in keeping with residents choosing their favorite design. The City
has worked with both playground equipment companies in the past.
Mr. Beers will send the selected parks to the Commissioners following the meeting.
Commissioner Markert asked if the City may continue to use an online voting method since there
was a higher response rate.
Mr. Beers would like to see a combination of open house and online voting in the future
depending on COVID-19 restrictions. He added that he sends two mailers within a radius of

homeowners near the park as well as posting information on social media to encourage as many
people as possible to be involved in the process.
Chairman Tsuchiya asked if there was any verification that online voters were Chanhassen
residents.
Mr. Beers added that voters were required to fill in a Chanhassen address to vote for their
preferred playground design.
Commissioner Markert asked about the timeline of installation.
Mr. Beers stated the item would be put on the May 10, 2021 Council meeting agenda. If
approved, it will take six weeks to order the equipment. Once the equipment is received, park
maintenance staff will assemble the playground with supervision of the playground company.
The installation would likely take a month with good weather including restoration and clean up.
Commissioner Vasatka moved, Commissioner Sweetser seconded the Park and Recreation
Commission recommendation that the City Council award quotes to Midwest Playscapes
for $75,801 and Minnesota Wisconsin Playground for $21,232.71 for playground
equipment at Pheasant Hills Park and Carver Beach Park. Funds for the project are
included in the 2021 Capital Improvement Program. All voted in favor and the motion
carried unanimously with a vote of 7 to 0.
RECOGNIZE CITY COUNCIL APPOINTMENTS TO THE COMMISSION
Mr. Ruegemer welcomed new Commissioners Heather Markert, Don Vasatka, and Scott Fischer
and asked them to give a brief introduction.
Park and Recreation Department staff members Recreation Supervisor Priya Tandon, Park
Superintendent Adam Beers, and Park and Recreation Director Jerry Ruegemer introduced
themselves.
RECEIVE 2020 PARK AND RECREATION DEPARTMENT ANNUAL REPORT
Ms. Tandon gave the 2020 Park and Recreation Department annual report. Revenue, expense,
program offering, and participation is down, in part because the Senior Center and Rec Center
were closed during parts of 2020 due to COVID-19.
In 2020, the Senior Center served 2,000 residents who attended weekly clubs, field trips, and
listened to virtual speakers. In addition, over 3,000 Meals on Wheels were delivered to
Chanhassen residents.

The Rec Center facilitated over 250 sports participants and 300 Dance for Fun participants,
which is lower attendance than in the past. The City contracts with Reach for Resources to
provide adaptive recreation. They were able to serve 10 participants in 2020.
Youth programming was down from 250 programs in a typical year to 140 programs in 2020.
Adult athletics included eight softball teams with 130 individuals. In 2019 there were 20 teams.
Typically, Chanhassen hosts over 16 community events but in 2020 they were able to host four
modified events with over 6,000 participants.
The Community Event sponsorship program includes donations from local businesses,
organizations, and individuals. There were 52 donations amounting to more than $45,000 in cash
and merchandise.
Residents enjoyed the swimming beaches, skating rinks, skate park, picnic areas, over 66 miles
of pedestrian trails and sidewalks, 28 parks, and 14 preserves. The playground at Lake Ann Park
swimming beach and Power Hill Park were replaced.
Mr. Ruegemer gave information about Park and Recreation staff members Senior Coordinator
Mary Blazanin and Recreation Center Manager Jodi Sarles to the new Commissioners.
Commissioner Markert moved, Commissioner Sweetser seconded to recommend that the
2020 Park and Recreation Department annual report is received and approved. All voted
in favor and the motion carried unanimously with a vote of 6 to 0. Commissioner Peck had
technical difficulties.
OLD BUSINESS. None.
REPORTS.
2021 EASTER EGG CANDY HUNT EVALUATION
Ms. Tandon gave a review of the 2021 Easter Egg Candy Hunt event.
Participants were required to pre-register for the event. The event was held in three waves with
1,000 people attending and 461 kids registered. 75% of attendees were pre-registered and walk-
in participation was not permitted.
The cost was increased by $1 per child to cover the software needed to register online.
Kiddywampus in Chanhassen donated prizes and the Chanhassen Fire Department, Chanhassen,
Chaska and Eden Prairie Key Clubs, and other volunteer organizations assisted in the event.

The coloring contest had 166 submissions and was judged in 10 age categories.
Staff recommendations for future Easter Egg Hunt events include continuing a relationship with
the Chanhassen Fire Department, continuing to offer the coloring contest online, hiding more
golden eggs, continuing to off online pre-registration and consider continuing to hold the event
in waves. Ms. Tandon also noted that all online postings for the event were changed to “event
full” as soon as possible which helped reduce confusion.
Commissioner Sweetser agreed that pre-registration was a good idea to help with preparation and
planning.

Commissioner Vasatka asked if the next agenda could include introductions of current
commissioners.

2021 4th of July Celebration Preview
SUMMARY
The City of Chanhassen's annual 4th of July Celebration will be held on July 2, 3, and 4 in downtown Chanhassen.
Participation levels can reach up to 70,000 over the course of the threeday celebration.
BACKGROUND
With the release of Executive Order 2121 on May 6, 2021 and Executive Order 2123 on May 14, 2021 from
Minnesota Governor Walz's office, the City of Chanhassen's annual 4th of July Celebration can proceed at full scale as
in prepandemic years.
DISCUSSION
The 38th annual 4th of July Celebration will be held Friday, July 2 through Sunday, July 4. All activities on July 2nd
and 3rd will take place at City Center Park and Chanhassen High School, with July 4th activities taking place at City
Center Park and Lake Ann Park.
July 2
Family Fun Night at the carnival will take place on July 2 from 310pm at City Center Park. All rides from 38pm will
be $2. The Family Fun Night gives families the opportunity to enjoy the carnival without the noise and crowds of the
street dance and beer garden.
July 3
Activities, games, and events for people of all ages will be available on July 3; most held at City Center Park from 3
11pm. These include carnival rides, kiddie games and kiddie parade, the SouthWest Metro Chamber of Commerce
Business Expo, Taste of Chanhassen and Beer Garden (presented by the Rotary Club of Chanhassen), live music, and
more. The annual street dance will be held from 5:3011pm, with Stone Daisy Band opening for a brand new
headlining band, PopROCKS. A full schedule of July 3 events can be found on the attached event flyer.
July 4

July 4
Many familyfriendly activities will run on the 4th of July as well, at both Lake Ann Park and City Center Park. These
include two fishing contests, a medallion hunt, sand sculpture contest, live music, and more. The Rotary Club of
Chanhassen will present the Taste of Chanhassen, Beer Garden, Classic Car Show, beer sales at Lake Ann Park, and
4th of July Parade. The celebration will end with the annual fireworks display at Lake Ann Park, at 10pm.
The 4th of July parade, produced by the Rotary Club of Chanhassen, will be held on Sunday, July 4 at 2:30pm. The
parade route is identical to previous years, beginning at Chapel Hill Academy and running through downtown
Chanhassen. The parade will kick off with historic planes flying over downtown Chanhassen, produced by the Rotary
Club of Chanhassen.
The City of Chanhassen is partnering with many organizations and departments to create a familyfriendly festival. The
Carver County Department of Public Health will provide Responsible Beverage Server Training to those involved in
the selling and serving of beer and wine during the celebration. The City will provide a nursing tent and diaper changing
tent on the evening of July 3. Deputies from the Carver County Sheriff's Department will be present throughout the
festival, as well as representatives from Chanhassen Fire, who will provide general first aid response and a first aid tent
on July 3. The City's Park Maintenance department will provide overall event support and create a safe and
welcoming event space.
In addition, the City has partnered with several other organizations, including the Rotary Club of Chanhassen,
SouthWest Metro Chamber of Commerce, Carver County Parks, and Minnesota Twins to offer activities during the
celebration.
Due to timeline constraints, a promotional brochure was not produced for the 2021 celebration. Instead, a double
sided event flyer was produced, and additional focus was placed on marketing the event through digital avenues such
as social media and the City website. Additional print marketing was used via flyer insert and print ads in
the Chanhassen Villager and Chaska Herald newspapers.
Due to timeline constraints, tshirts were not developed for the 2021 celebration. We look forward to producing t
shirts for the 2022 4th of July celebration.
The 4th of July Celebration is the most anticipated Chanhassen community event of the year, and is presented by the
City of Chanhassen, Rotary Club of Chanhassen, and sponsored by the 2021 Community Event Sponsors.
COVID19
The 4th of July Celebration will remain compliant with all MDH mandates and guidelines surrounding COVID19.
Handwashing stations and hand sanitizer will be available at the event. People who are sick or exhibiting symptoms of
COVID19 will be encouraged to stay home from the event.

Chanhassen Recreation Center Quarterly Update
SUMMARY
Facility Improvements
Replacement of the Rec Center moveable meeting room walls is scheduled for summer 2021. The existing walls will
be removed and the track will be replaced starting June 17. The new moveable walls are custom built for the space.
The project timeline is 1012 weeks. Hufcor was awarded the bid. The project is CIP funded with a project total of
$80,000.
There will be limited availability for meeting room rentals throughout the construction.
COVID19 Restrictions Lifted
As of Friday, May 28, Rec Center participants are no longer required to wear masks or physically distance in the
facility. Nonvaccinated individuals are encouraged to wear a mask indoors. There has been an increase in participants
in the facility with this change.
Great Start to Summer Pack the Bus Donation Drive
With the help of SouthWest Transit, Lunds & Byerlys, Cub Foods, Local Girl Scouts and Boy Scouts, Eastern Carver
County Schools, and Minnetonka Schools Key Clubs and student volunteers, we hosted a donation drive for Bountiful
Basket Food Shelf in Chaska. Nearly 1,000 pounds of food and personal care items was packed in the buses as well
as cash donations totaling $306. Thank you to the Chanhassen community and our partners for your generosity.

Dance for Fun:
On May 8, the Dance for Fun yearend recital was hosted at the Chan Rec Center. Sixtythree dancers participated in
two performances. Each show had a capacity of 80 friends and families attending. Each dancer was given two tickets
and the classes were divided between the shows. Performances were also available via Zoom. There was an
appreciation from our families that there was no charge for the recital this year.

We are offering 10 dance camps over the summer months.
Youth Safety Trainings:
There were 28 youth that received their Babysitting Training Certificates this spring and 27 children participated in our
Safe Kids 101 Training. There will be another session of each program offered later this summer.
Fit for Life:
This continues to be a popular fitness program for seniors. Participants receive a great workout that includes cardio,
stretching, flexibility, balance and strength training and plenty of socializing. Kaye Benson is a great instructor and
keeps everyone coming back. We have had an average of eight participants regularly registered for the program with
additional dropins each class date.
Rec Center Sports:
Small Fry Sports (ages 34): Tball is back this summer. We are offering a 5week Small Fry TBall format.
There are 66 three and fouryearolds are enrolled in the May/June sessions.
Lil’ Star Sports (ages 56): The TBall program is underway with 62 children participating in the first session.
There will be a second session in July.
Rec Center Sports Camps: We are offering two Lil' Star Sports Sampler Camps and one Small Fry Sports
Sampler Camp this summer. There are 24 children registered to date.

Senior Center Quarterly Report
SUMMARY
The Senior Center continued to run through the months of April and May at restricted capacity under the Governor’s
Covid mandates. Those capacity and distancing guidelines, along with the mask mandate, ended in May, allowing the
Senior Center to reopen fully on June 1.
During April and May we utilized a variety of resources and hybrid tools. We also welcomed back many of our games
and activity groups in smaller numbers as a way to ease back into full programming.
April and May programs included:
55 Alive Driver Safety classes with the MN Safety Council. Both Zoom and in person options. 73 participants
received their safety certificate.
Mah Jongg for Beginners.A popular 6week class. Another class begins June 23.
Aging with Gusto in a Covid World. Moderated as hybrid (both Zoom and in person) by the Vital Aging
Network, a grantfunded program through the Carver County SHIP program. Two more sessions are planned for
fall.
An Earth Day Celebration. Jill Sinclair presented Earth Day facts, and a meal was served.
Mayed for Memories, Soup, Salad and Song Event. Over 30 people participated.
Additionally, Bingo players used the larger space at the Rec Center for weekly games; Woodcarvers returned
to their carving space, along with the homeschooled junior high kids they are mentoring.
June events continue to unfold, and include:
Coffee and Rolls on the Plaza. Every Wednesday this summer. Homemade rolls and coffee. $5 suggested
donation. Proceeds to senior meal programs starting in the Fall.

Nordic Walking for 55+ Health,taught in partnership with Carver County Parks.

History in the Making, with speaker Lee Newcomb. Lunch was served to over 20 participants.
Seated Chair Yoga, sponsored by Big Brothers for the Elderly, will run weekly through July at the Senior Center
via Zoom on our big screen.
All game and card groups, including Bingo, are now meeting back at the Senior Center. Since the Senior Center
opened in full on June 1, we are averaging over 125 participants per week in our various programs and classes.
Additional Programming for late Summer and Fall:
The Chanhassen Lions Club hosts its Annual Senior Picnic at Lake Ann Park, 11:30am, July 27. Chanolaires
will also perform. Park an Recreation Commissioners are invited to join us! RSVP with Mary.
Day trips are back on schedule starting in August. Our first planned outing is to the Twins game at Target Field
on August 11. SouthWest Transit is providing transportation. We continue to partner with the Chaska Lodge on
these trips.
The Senior Center is busy planning for Fall/Winter classes and events, including larger holiday events such as
the Annual Ladies Tea, Octoberfest, Veteran’s Day Breakfast, and the Annual Holiday Party.

Park Maintenance Quarterly Update
SUMMARY
With summer now in full swing, here is a brief update of what Park Maintenance has been working on and what's
coming up!
This year 25 seniors from Southwest Christian High School participated in their senior service day project.
Maintenance crews assisted the kids in working at the Chanhassen Recreation Center pulling weeds and
mulching landscaping beds.
The new "City of Chanhassen" sign is now installed and landscaped. You can see the new sign as you exit
Highway 5 on West 78th street across from the Chanhassen Dinner Theater. Maintenance crews did a great job
designing the new sign and completing the work inhouse.
All facilities are up and running and the parks have been getting a lot of use! First applications of fertilizer and
broadleaf weed control have been applied to the sports fields. Additional applications to surrounding areas will
be completed as weather allows.
The Lake Susan Park basketball court rehabilitation project is underway. Bituminous Roadways removed and
repaved the basketball court. New hoops, poles and striping will take place once the court surface has cured.
New playgrounds have been ordered for Pheasant Hills Park and Carver Beach Park as a part of this year's
capital improvement project. Removals of the existing playgrounds will start after the July 4th celebration.
Seasonal staff have been hired and we are fortunate to have a great group. Seasonal staff are responsible for
the daily maintenance tasks that are completed throughout the city which includes all the mowing, weed
whipping, field maintenance, shelter cleaning, event setup and trash/recycling collection. Seasonal maintenance
crews are an integral part of the success of our division and do a tremendous job!
