Applicant’s Proposal
Proposed Project:
Bump out existing garage, create lower
level “master bedroom”, add lower level
kitchen, and other renovations to create
lower level ADU.
Justification:
Want ADU to live with their children.
Father’s heart condition makes this
arrangement desirable.
House will have the appearance of a
single family home.
No separate utility service is proposed.
Staff Assessment and Summary
Staff believes that the applicant meets these criteria and recommends that the
variance be approved, subject to conditions preventing the future use of the AUD as
a rental use (i.e. may not be rented, must be occupied by relative, unobstructed
access between levels, no separate utilities).
Section 20-59 allows use of single-family as two-family if:
There is demonstrated need based upon disability, age, or financial hardship.
Dwelling has exterior appearance of a single-family dwelling, including one
driveway and one main entry.
Separate utility services are not established (e.g. gas, water, sewer, etc.).
The variance will not be injurious to or adversely affect the health, safety or welfare
of the residents of the city or the neighborhood where the property is situated and
will be in keeping with the spirit and intent of this chapter

Decision.”
