MEMO
TO: All Grantees
FROM: Barbara B. Clark, MARBC Grants Coordinator
RE: GRANTS PROCEDURES
The Minnesota American Revolution Bicentennial Commission requires
that grants be administered according to certain procedures which are set
forth in this memo. Accordingly, as you implement your project, bear in
mind that these procedures relate to your final grant accounting. At a
later date, you will receive a final report form from this office which
must be filed after the completion of your project.
1. Financial Responsibilities
A. All grantees must keep accurate and timely records of all
project transactions. All cancelled checks should be
retained on file. Receipts, vouchers, invoices, etc. ,
must be kept on file and be available for inspection if
necessary. To this end it would be to your advantage to
keep a separate record of this project's transactions,
to keep separate and readily indentifiable files related
each transaction -- in this case each budget category
appearing in your proposal.
B. All grantees must keep an account of all matching funds
and in kind servies received in support of their
projects. Amount and source of funds should be carefully
logged.
C. Your records should be kept in such a way that you will
be able to compare financial transaction information with
the achievement of project goals at the completion of
�.. your project.
D. Notify MARBC immediately if there are any line item budget
changes which exceed 10 per cent of the total budget.
2. Program Reporting
A. At the termination of your project you should be able to
compare your original goals with what was in fact achieved
during the project period. It would be to your advantage
to set forth your goals immediately so that they will be
available for comparison with accomplishments at the later
date. Keep accurate logs of tasks accomplished.

B. As your project progresses note where you may have fallen
behind on some of your plans and further note those plans
or goals which could not be carried through.
�" C. I,og events that were not originally anticipated such as
favorable developments or, possibly, unexpected impacts
your project may have had on people or groups within the
scope of your project area.
