Plan/Preliminary Plat/Rezoning – Incomplete Submittal Letter
To Whom it May Concern,
Staff is in receipt of the application (August 3, 2021) for the River Valley Industrial
Center Preliminary Site & Building Plan/Preliminary Plat/Rezoning. We have taken the
time to preliminarily review the application for completeness, and would find that you
will need to address the following items in your re-submittal to make it complete:
1.Rezoning fee (the lot in Chaska, Lot 3, and Outlot A will have to be rezoned
appropriately); fee schedule attached and highlighted
2.Narrative, with these additives:
Explain how the existing site/building (east of project area) is
intended to be used going forward.
Coordination with Watershed and Local Water Resources personnel;
what coordination has occurred thus far?
3.Preliminary Plat, with these additives/changes:
Disposition of Outlots (what the outlots will be used for and who will
be the ultimate owner).
Provision of Right-of-Way (ROW) for Audubon Road and Stoughton
Avenue (work with City and County Staff to determine what these
delineations will need to be).
Provision of Cross Access Easements for the parking lot across
municipal boundaries.
4.Site Plan, with these additives/changes:
Show plan and 200’ beyond its borders to understand adjacent
uses/layouts in relation to this site, particularly on the south side of
site
Access point on west side of site to line up entirely with Crystal Lane
Coordination of other access points off Stoughton Avenue to line with
adjacent uses/accesses appropriately
Understanding/showing of proposed roadway improvements needed
on Audubon Rd and Stoughton Avenue

5. Landscape Plan, with these additives/changes:
Adequate berming/landscaping needed along south side of site
adjacent to parking and loading dock areas, and on the north side of
site adjacent to parking area
Boulevard trees added to the Audubon Road and Stoughton Avenue
ROWs; one overstory deciduous trees per every fifty (50) feet along
public streets, on each side, minimum 2-½ inch caliper.
6. Lighting Plan, with these additives/changes:
Reflected glare or spill light shall not exceed five tenths (0.5) foot-
candle when the source of light abuts any residential or public use
parcel (specifically on the south side of the site).
Please supply this information no later than Wednesday, August 18th to stay on the
September 8th Planning Commission. City Council will follow on Monday, September
13th. Electronic copies will be needed as well.
