MINUTES
NOVEMBER 23, 2021
Chairman Tsuchiya called the meeting to order at 7:00 p.m.
MEMBERS PRESENT: Karl Tsuchiya, Sandy Sweetser, Jim Peck, Don Vasatka, Scott Fischer,
Youth Commissioner Alex Jerdee.
MEMBERS ABSENT: Matt Kutz, Heather Markert.
STAFF PRESENT: Jerry Ruegemer, Park and Recreation Director; Priya Tandon, Recreation
Supervisor.

APPROVAL OF AGENDA.
Commissioner Peck moved, Commissioner Sweetser seconded to approve the agenda as
presented. All voted in favor and the motion carried unanimously with a vote of 6 to 0.
PUBLIC ANNOUNCEMENTS.
Park and Recreation Director Ruegemer noted the next meeting will be on December 14, 2021
and the meeting will start at 6:30 p.m.

APPROVAL OF MINUTES.
Commissioner Vasatka moved, Commissioner Peck seconded to approve the Minutes of the
Park and Recreation Commission Meeting dated October 26, 2021 as presented. All voted
in favor and the motion carried unanimously with a vote of 6 to 0.
GENERAL BUSINESS.
1. Establish 2022 Picnic Reservation Fees
Recreation Supervisor Tandon said annually Staff and Park and Recreation Commission review
aspects of the picnic reservation season. She noted a large group fee for 100 people or more was
implemented in the past to cover additional expenses related to those large groups. The fees seen
before the Commission are the same as the 2021 season and are pretty comparable to areas
around the City such as Eden Prairie, Minnetonka, Chaska, and Three Rivers. The majority of
the feedback received through surveys from customers notes the fees are pretty reasonable. Staff
recommends not increasing the reservation fees for 2022.

Commissioner Sweetser moved, Commissioner Peck seconded to approve the Park and
Recreation Commission’s recommendation to the City Council to approve the 2022 Picnic
Reservation Fees. All voted in favor and the motion carried unanimously with a vote of 6 to
0.
REPORTS.
1. Halloween Party Evaluation
Ms. Tandon noted the 37th Annual Halloween Party was held on October 30th at the Chanhassen
Recreation Center. This year there was a total of 390 children ages 2-12 registered for the event.
Registrants and their families enjoyed trick-or-treating, carnival games, refreshments, spooky
rooms, hayrides, magic show, and other family activities. She noted many local businesses came
out and dressed up and volunteers included Chanhassen and Chaska Key Clubs, Chanhassen
National Honor Society, Tonka Serves Out, Eden Prairie Key Club, and Chanhassen Students
Today Leaders Forever Club, as well as other volunteers and community members. They are
very grateful to these volunteers for making the event a success. Ms. Tandon said once again T-
Mobile was the title sponsor of the event which was a huge help as they covered almost all of the
expenses of the event. She stated they will want to continue to pursue title sponsorship for the
event and other events in the future. Online registration went well and the post-event survey
information was very valuable.
2. Tree Lighting Ceremony and Holiday Events Preview
Ms. Tandon shared that the Annual Tree Lighting Ceremony will be held on Friday, December 4,
2021 at 5:00 p.m. on the plaza at City Center Park and the event will run for approximately one
hour. Activities include refreshments, bonfires, smores, gingerbread house displays, carolers, and
live reindeer, a Toys for Tots donation station, and a visit from Santa Claus. The event is free
and open to all ages. The event typically draws 300-400 attendees and they are promoting in a
variety of ways. The City has many great sponsors for the event including the Southwest Metro
Chamber of Commerce, Mustard Seed Landscape and Garden Center, and Southwest Transit.
She noted she is very grateful for the Park Maintenance Department for stringing all the lights
out in the park and it looks beautiful. Other holiday events include the tour of lights and a
gingerbread house decorating contest. She clarified all events will comply with the most current
State mandates and policies surrounding Covid-19.

COMMISSION MEMBER PRESENTATIONS. None.
Chair Tsuchiya asked Mr. Ruegemer if the Arboretum is all the way open and finished.
Mr. Ruegemer noted the pathway is open, they have already removed some graffiti from the
tunnel and will try to keep it as clean as they can.

SUMMARY
Recap 2021 Park Replacement Program/Special Projects
Pheasant Hills Park and Carver Beach Park playground installation projects were both completed
this fall. Minor restoration will be completed in the spring which will include sodding around the
new playground containers.
Lake Susan basketball court was completed. The project included a new court surface, striping
and new basketball hoops and poles.
New “City of Chanhassen” sign was rebuilt in-house, the project also included a new surrounding
landscape bed.
Staff rebuilt the Lake Ann fishing pier.
Facility Shutdown
All rental facilities at Lake Ann and Lake Susan Park have been closed for the season. The water has
been shut off and drained, all seasonal drinking fountains have been removed, and the buildings have
been cleaned.
The recreational docks, fishing piers, and paddleboats are now in the shop for annual maintenance and
repairs.
Skating Rinks
As the weather continues to improve for flooding conditions, staff is ready to start making ice. Flooding
will occur on a 24-hour rotating schedule until sufficient ice has been made and rinks are ready for use.
Temporary warming houses are scheduled for delivery on December 10.

Trail Maintenance
All trails were flail mowed one last time in preparation for the winter plowing season.
All of the high priority tree work has been completed along trails to ensure safe travel with plowing
equipment. Staff will continue to move through trail areas pruning back sections that are becoming
overgrown.

FACILITY
Rec Center meeting room walls continue to be under construction. Tentatively, the walls will deliver on
December 17, with installation following. The install will take two days.
EVENTS
Artisan Fair
Artisan Fair was held in the Recreation Center Gymnasium on November 6. Thirty-one vendors
participated and over 600 people attended. We collected 264 lbs. of food and $25 cash for PROP Food
Shelf.
Holiday Boutique
On December 4, the Holiday Boutique was hosted at the Rec Center. Forty vendors participated in the
event. Traffic was a bit lighter, however 400 people came to shop local. We collected food donations
and received $121 in cash for Bountiful Basket Food Shelf.
Royal Ball
Anna and Elsa have cordially requested your attendance at a Royal Ball where you will have an
enchanted evening of fun including crafts, photo booth, food, music, and storytelling. This is a co-
sponsored event held at the Victoria Rec Center on Friday, January 28, 5:30-7:30pm.

STAFF
Long-time Facility Supervisor, Melissa Enderson is resigning from her regularly scheduled shifts at the
end of 2021. Melissa will continue as a substitute. Currently, we are accepting applications for her
replacement.
Welcome to new Facility Supervisor, Teresa Deckard. She is covering the desk Thursday and Friday
afternoons. She is replacing Ron Berg's Thursday shift and Rec Center Manager's Friday shift.
There is currently an opening for Rec Center Sports Coordinator. Nolan Webb was serving in this role.
He gained full time employment in the recreation field serving underprivileged youth.
SILVER & FIT
The Recreation Center has entered an agreement with American Specialty Health (ASH) to offer this
program starting in January 2022. This is a benefit offered through health insurance companies.
Members may use the Recreation Center Facility at no charge. This includes Fitness Center, Open Gym
and Open Pickleball. The Recreation Center is paid by ASH $3 per visit with a maximum of 10 visits
per member per month.
PROGRAMS
Dance for Fun
Winter Session started November 29. Fifteen classes are offered and 110 dancers are participating. The
program is still offering Zoom classes for those that are ill or have health concerns.
Sports
Small Fry Sports (ages 3-4) Fall Soccer had 45 participants, 37 children participated in our 4-week
basketball session and currently there are 22 in the December Track & Field session. In January, Floor
Hockey is offered.
Lil' Star Sports (ages 5-6) The fall session of soccer had 45 children participate, 4-week basketball had
47 players, and currently there are 16 youth in Track & Field. Floor Hockey is scheduled for January.
Fit for Life
This class has seen a strong resurgence this Fall. We have 15 registrations with 7-10 drop-ins for each
session. Due to demand, this program is held in the Rec Center Gym.
PUNCH CARD SALE
The annual December Rec Center Punch Card Sale is under way. Buy a 40 punch card and receive a 10
punch card free, this a $30 value.

SUGGESTED ACTION
SUMMARY
The Senior Center had it's busiest quarter of 2021 hosting a variety of programs and events. We focused
on three main goals: 1) Creating community connections and building friendships, 2) Life Long
Learning, and 3) Providing information and resources.
October:
Annual Octoberfest Luncheon: 70 participants enjoyed a brat 'n kraut lunch and Austrian
Polkafest Music.
Ives Theater Dinner Theater Trip: We partnered with Chaska, taking 55 patrons to share a
meal and see a play highlighting Neil Sedaka songs.
So Jazzy. A Soup, Salad and Speaker lunch with David Schlepper sharing about Shakopee's
prohibition era gangster reputation and 45 were in attendance.
Mah Jongg Class for Beginners: We wrapped this six week class up, with 12 more regular
attenders to our weekly Mah Jongg open play.
Age Well in Place Series: Partnering with the Senior Commission, we hosted a three-part
series focused on helping people age well in their current homes. Classes centered around
creating safe spaces, understanding community resources, and developing a personal plan
for aging in place. Each class drew an average of 25 participants.
Best Buy Tech Talks: Another three-part series presented by Best Buy to share tech
information pertinent to the senior population. We had 40 attend our first session and
another 30 attending the last two sessions.
November
Fortune Cookies: A One Act Play about Memory Loss: In conjunction with The
Remember Project and the generous sponsorship of McDonalds and Chick-fil-A, we hosted

two performances of this play. November is Alzheimer's Awareness Month. Both events
were "sold out" and 180 people were provided a free meal while they watched this poignant
play on the topic. Great conversations and resources were shared. This was a very
successful event.
Annual Pancake Breakfast: In partnership with the American Legion Auxiliary, we served
58 people a delicious breakfast, then listened to speaker David Jones on The History of the
American Flag. With a generous donation from the Auxiliary, all veterans were given a
free meal.
55+ Driver Safety Classes: We continue to contract with The MN Safety Council to offer
these sessions once per month, giving participants a 10% discount on auto insurance. Our
classes continue to fill with an average of 25-30 per session.
December
Rat Pack Christmas, Ives Theater Trip: Partnering with Chaska again, we bussed 45
seniors to this fun holiday show and lunch.
Senior Center Holiday Party: Tues, Dec 14. Chan Rec Center. We have 75 registrations
for this event which included a delicious meal followed by the holiday music of Grace
Notes Trio.
Soup, Salad and Holiday Cookies: Tues. Dec 21, A Senior Center Event which also
includes a performance by the Chan-o-laires. There were 45 people registered at the time of
this report.
Friday Movie Matinees: Starting in November and each month going forward we offer a
free afternoon movie on the second and fourth Fridays. This is a simple but fun event to
help our seniors stay connected during the cold winter months. Donations are accepted at
the door. So far, we have had great turnouts with up to 35 participants at some shows.
In addition to these special events and programs, we continue to serve over 160 seniors each week
through the following clubs and groups: Woodcarvers, Puzzle Exchange, Caregiver Support Groups,
Foot Care Clinics, Bridge Players, Chan-o-laires Senior Choir, Wednesday Bingo, 500 and Cribbage,
Mah Jongg, Scrabble, Insurance Counseling, Individual Family Caregiver Counseling, Guitar Groupies,
Friday Music Jammers.

Payments
Payment by cash, check, or credit card (Visa, MasterCard, or AMEX) is due at the time of registration.
Credit card payments are accepted only for purchases over $5 and may be processed either online or
in-person at Chanhassen City Hall or the Chanhassen Recreation Center. Checks are payable to the City
of Chanhassen and may be mailed-in or dropped off. Cash payments should be dropped off at City Hall or
the Chanhassen Recreation Center. Registration Deadlines
The registration deadline refers to the last day registrations are accepted.
A class is considered closed if it fills before that date. Wait-lists may be available.
Cancellations and Refunds
Full refunds will be issued when the City of Chanhassen cancels a class or program. Refunds will be
issued when a participant cancels prior to the registration deadline. This may vary per class or program
and will be stated in individual program descriptions. For program fees under $10, an account credit will be
applied. In the event of serious injury or illness, pro-rated or partial refunds may be allowed, especially for
multi-day programs. All participant-generated refund requests will be subject to a $10 administrative fee.

90 East Lake Drive, for the very generous donation of 70 chicken sandwiches. They were served
during our community wide event, “Fortune Cookies: A One Act Play on Memory Loss”, which
was performed by The Remember Project Acting Troupe on Tuesday, November 16
th at the
Chanhassen Senior Center.
During Dementia Awareness Month in November, the Senior Center plans programs to educate,
encourage and support people on this issue. In fact, the World Health Organization reports more
than 55 million people live with dementia worldwide, equaling to a newly diagnosed case every
three seconds. 100% of the participants at our event reported they either have been or are
currently affected by this disease in their family. The award winning Remember Project program
provided a beautiful way to encourage conversation and forward planning for families around
this sensitive topic.
Because of your generous donation, along with a supporting grant from Carver County SHIP, we
served all attendees a free and nutritious meal prior to the show. This allowed time for
meaningful conversations and an overall sense of connectedness. And, it certainly encouraged
higher attendance at this “sold out” and well received event! In fact, when our Senior Center
Coordinator, Mary Blazanin, credited McDonald’s for the sandwiches, the audience applauded
and cheered. Many of them approached her later to express their gratefulness to you and your
staff for helping create such a wonderful program.
We have a very active Senior Center, with a goal of helping seniors stay connected and engaged
in their community. Your support of our program helps us continue to serve them at no or low
cost. I remain grateful for McDonald’s commitment to our community, and for your support of
the patrons whom the Chanhassen Senior Center serves.

Dear American Legion Auxiliary Volunteers,
On behalf of the City of Chanhassen, I would like to thank you for your generous contribution to
our Senior Center’s Pancake Breakfast, held on Wednesday, November 10 at the Chanhassen
Senior Center. Your $150 donation along with volunteering your time to greet, cook, serve and
clean up made this an extra special morning for our seniors, and especially our veterans. We also
thank you for making this an extraordinarily safe event as you donned masks and gloves to take
care of the patrons joining us.
As you are aware, we have a very active Senior Center, with a goal of helping seniors stay
connected and engaged in their community. I especially appreciate your paying special attention
to our senior Veterans during this annual event. Your support of our program provides them with
both a free meal and an opportunity to be recognized and celebrated for their contributions to our
nation and community.

SUGGESTED ACTION
SUMMARY
The 2021 Tree Lighting Ceremony was held on Saturday, December 4 from 5:00-6:00pm.
Councilmember Haley Schubert flipped the ceremonial switch, illuminating City Center Park. The
weather was fantastic and there was an excellent turnout with over 800+ people in attendance. The Tree
Lighting Ceremony is a wonderful holiday celebration that many people enjoy each year.
BACKGROUND
DISCUSSION
Refreshments
BuyChanhassen representative Vernelle Clayton coordinated food and beverage donations from the
local business community. Contributing organizations were Lunds & Byerlys Chanhassen, Caribou
Coffee, Cub Foods, and Americana Community Bank.
S'mores
SouthWest Metro Chamber of Commerce representative Kelly Darcourt coordinated and provided
s'mores for attendees to roast over small bonfires. This was a very popular aspect of the event.
Bonfires
The Park Maintenance staff set up a warm bonfire for all to enjoy. The fire was an excellent component
of the event and provided an option for attendees to warm up.
Santa Claus

The Mustard Seed Landscape and Garden Center arranged for a visit by Santa Claus. Santa appeared
out of his workshop, which was built by the Park Maintenance department. He entertained the crowd,
passed out candy canes, and posed for photos.
Live Reindeer
This year, we had two live reindeer at the event from Kendallville Farms in Excelsior. Two Kendallville
Farms' staff were present and had a photo station set up, which included a sleigh for families to sit in,
hay bales, and reindeer. There was much positive feedback on this aspect of the event.
Carolers
Living Christ Lutheran Church of Chanhassen provided a group of 20 carolers for the event.
Gingerbread House Display
The entries for the 13th annual Gingerbread House Decorating Contest were on display at the event.
This year there were 6 entries and winners were declared in the categories of most difficult and most
creative.
Tour of Lights
As of December 4, 21 homes registered for the Chanhassen Tour of Lights. The interactive map is now
live on the City website, allowing residents to tour the light displays on their own schedule throughout
the holiday season.

2020/2021 to support these four events.
