1985 06 26 - e - MINUTES CHANHASSEN PLANNING COMMISSION JUNE 26, 1985 Chairman Ryan called the meeting to order at 7:30 p.m. Members Present Jim Thompson, Susan Albee, Bill Ryan, Howard Noziska, Mike Thompson. Ladd Conrad arrived late. Members Absent Tom Mer z Staff Present Barbara Dacy, City Planner, and Jo Ann Olsen, Assistant City planner PUBLIC HEARING Subdivision of 29 acres into 7 lots on property zoned P-4, Planned Industrial Development and located at the southwest corner of Hwy. 5 and Audubon Road, Opus Corporation, applicant Olsen stated that the applicant, Opus Corporation, has found that poor soil conditions are preventing the development of lots in the northwestern section of the Chanhassen Lakes Business Park and is proposing to consolidate and replat certain lots. She noted that currently the lots accessed off of Audubon and Park Road and the proposed lot configuration has the lots being served by Park place cul-de-sac and Park Road. She stated that by creating the cul-de-sac wil reorient the lot arrangement and will also serve to access away from Audubon Road onto an internal street. She stated that although poor soil conditions exist in this area, the proposed plat is the best attempt at maximizing the best use of the land. Noziska moved, seconded by Albee to close the public hearing. All voted in favor and the motion carried. J. Thompson moved, seconded by Albee to recommend approval of Subdivision #85-1 with the following condition: 1. That the cul-de-sac be constructed to City standards for industrial developments. NEW BUSINESS Site Plan Review for Expansion of Auto Bank with New Canopy and Entrance on property zoned C-l, Office Building district and located at 680 West 78th Street, state Bank of Chanhassen, appli- cant. Public Present Mike Higgens John Thorstenson Olsen stated that the applicant is proposing to expand the auto bank, bank building and parking area. She stated that the auto bank will expand from one drive-thru window to four on the south side of the existing building. She stated that the parking area will be shifted to the west side of the building. She stated that the site plan meets the lot and structure requirements of the C-l District. She noted that since the bank site is in the area affected by the current downtown redevelopment planning efforts, it is necessary to look at it in relationship to the proposed plan. She stated that the bank, city staff and Fred Hoisington have met several times in regards to the proposed traffic patterns in the downtown area. She noted that the pro- posed plan, with the modifications can meet the objectives of the proposed downtown redevelopment plan. She also stated that the applicant is proposing three directional signs, one free-standing sign and a message board. She noted that the directional and free-standing signs will be reviewed during the sign permit application; however, the message board is not addressed in the Sign Ordinance. She stated that the applicant can receive a sign variance as part of the site plan procedure. She noted that such message boards are not unusual as part of a bank and staff is recommending approval of the message board request. Olsen also noted that the site plan shows rough details of landscaping and lighting fixtures and that the applicant should be required to submit more detailed plans for staff review. She also stated that staff is recommending additional evergreen material for year-round screening along the north, south and east portions of the site. Olsen stated that staff met with the bank regarding the accesses and has agreed that the rear access can remain as proposed on the site with the addition of a stop sign for traffic coming out of the bank and a second stop sign for traffic traveling east on Coulter Drive. Thompson moved, seconded by Noziska to recommend approval of Site Plan Request #85-3 for expansion of the auto bank and two future additions of 4,600 and 2,400 square feet and a message board subject to the following conditions: 1. Installation of concrete curbing along the perimeter of all paved areas. 2. That the easterly access be exit only and be closed when the north-south segment of Coulter Drive is constructed, and an access drive constructed from the parking area to the new road. 3. That the landscaping meet the minimum requirements of the city as follows: - Minimum 2~ inch caliper for deciduous trees - Minimum 6 foot in height for coniferous trees - Minimum 24 inches in height for shrubs All voted in favor and the motion carried. ~ APPROVAL OF MINUTES Albee moved, seconded by Ryan to approve the May 22, 1985 minutes as written. All voted in favor and the motion carried. ZONING ORDINANCE REVIEW The Commission directed staff to prepare the following: 1. Insert a definition of "net density". 2. Remove private clubs and lodges as conditional uses in the B-1 District and insert them as permitted uses in the B-2 District. 3. Review all conditional uses for development of possible per- formance standards. 4. Amend the Institutional District as the Office and Institu- tional District and change the permitted uses and intent statment accordingly. 5. The site for the Minnetonka West Jr. High School and the Tomac property should be designated as OI District. ~ 6. Eliminate asphalt mixing plants as conditional uses in the lOP District. e e e Planning Commission Minutes June 26, 1985 Page 4 7. Place public buildings and motor freight terminals as per- mitted uses in the lOP District. 8. Add the term "light" after "large scale" in the Intent statement of rop District. 9. Develop a recommended height limit for the Office and Insti- tutional District. 10. Eliminate the size fringe Industrial District and redesignate property on map as Agricultural. The Commission set a tentative date for July 17 for a special meeting to discuss the proposed PUD District, the recreational beach lot provisions, the home occupation ordinance.
