1977 06 08 4'\,. .. ~~ e e I - REGULAR PLANNING COMMISSION MEETING JUNE 8, 1977 PUBLIC HEARING HESSE FARM RESUBDIVISION OF LOTS 10, 11, AND 12, BLOCK 1 JUNE 8, 1977, AT 8:00 P.M. Dick Dutcher called the public hearing to order with the following members present: Les Bridger, Jerry Neher, Hud Hollenback, and Walter Thompson. Roman Roos and Mal MacAlpine were absent. The following interested persons were present: John A. Sagat, 100 No. First St., Mpls. Frank L. Burg, 38 - 103 Ave. NW, Coon Rapids The City Planner read the official notice as published in the Carver County Herald. The City Planner gave a report. The Hesse1s have found that by juggling the lot lines they could create better buildable sites on these lots. The City Planner recommended approval the resubdivision but withhold forwarding a recommendation to the City Council until the Hesse1s complete the terms of their contract with the City. The roads have not been seal coated. Frank Burg was present representing the Hesse's. They are aware of the City's position relative to the enforcement of the obligations tlie<Hesse1s agreed to in 1975 regarding the sealcoating of the road. The Hesse's would prefer to wait until more homes are built in the area before seal coatingas,trtlcks will ruin the road. If the City requires the street be seal coated before Council action, the Hesse's will have it completed. At the present time bids are being solicited from contractors-in1the area. Jerry Neher moved to close the public hearing. Motion seconded by Les Bridger and unanimously approved. Hearing closed at 8:15 p.m. REGULAR PLANNING COMMISSION MEETING JUNE 8, 1977 HESSE FARM RESUBDIVISION: Jerry Neher moved that the Planning Commission recommend tFie-t'ity Council approve the resubdivision of Lots 10,11, and 12, Block 1, Hesse Farm~ under the conditions of the Planner's recommendation that the streets be seal coated as per the contract in 1975. Motion seconded by Hud Hollenback and unanimously approved. MINUTES: Dick Dutcher read a letter addressed to the Planning Commission and Russell Larson from Florence M. Lowe regarding mother-in-law apartments. Members discussed the mother-in-law apartment issue but took no additional action. Hud Hollenback moved to amend the May 25, 1977, Planning Commission minutes under DNR SHORELAND MANAGEMENT REGULATIONS by adding: The Planning Commission recommends the building inspector, when issuing a permit within the Shoreland Management area, review all the regulations as promulgated by the Commissioner of Natural Resources. Motion seconded by Jerry Neher and unanimously approved. Les Bridger moved to approve the May 25, 1977, Planning Commission minutes as amended. Motion seconded by Hud Hollenback and unanimously approved. NEW PAULY OFFICE BUILDING AND SAtOON RENOVATION: John Sagat, Archi tect, andl, Harry Pauly were present with plans for a 44' x 80 foot office building to be located south of the Old Village Hall on Great Plains Blvd. The City Planner gave a report. The concept complies for the most part with the CBD parking lot proposal. The only area of non-compliance with previously submitted plans is a service lane and cutb cut along the south edge of the existing bar and lounge. The Planner recommended the Planning Commission look with favor on the proposal and suggest Mr. Pauly Planning Commission Meeting June 8, 1977 -2- ~~ '( consider eliminating the service lane. The Planning Commission should order a public hearing as required by Ordinance 47-A. Harry Pauly - I would hate to lose that curb cut because of deliveries. That's the 4It only problem I have at this time. I think John (Sagat) has done a real fine job on the backs of those buildings. I can't speak for the other owners but this is what he came up with as a proposal that's something that could be done with these buildings to make them conform to the rest of the architecture. Even the new building will blend in. I would prefer the service lane to be a one way IItn" only. Bruce Pankonin - I think there is an area of compromise here and that's posting from the corner down to his servi ce door on Great Pl ains Bl vd. as a "loading zone" or "five minute" parking. Mr. Pauly is concerned about the street elevation of Great Plains Blvd. City Staff will approach the DOT. Hud Hollenback moved to hold a public hearing on July 13, 1977, at 7:30 p.m. to consider a conditional use permit for the office building. Motion seconded by Jerry Neher. Motion unanimously approved. JOHNSON AND PETERSON -SKETCH PLAN: The City Planner gave a report on the proposal. The applicants want to subdivide a 12 acre parcel into six industrial sites. The property is located just east of the Buesgens Office Building and is zoned P-3. Sewer and water are available to the property. Local access to the property will be by a frontage road along Highway 5. All uses that are proposed are consistent with the existing zoning. The City Planner recommended the Planning Commission look favorably on the request and find the subdivision plan to be consistent with the CityJs plan for land use, transportation4lt and utilities. John Peterson and Dave Ohde were present. The proposal consists of office buildings with warehousing on the rear of the site. Seventy- five feet has been set aside for the frontage road and future expansion of Highway 5. Primary access off the frontage road would be via a dedicated cul-de-sac to the center of the property. There is 68,000 square feet of warehousing in three buildings and 32,000 square feet of office space. A common private access from the frontage road would serve two office buildings. Approximately one-half acre in the southwest corner of the property will be held in reserve for a possible future restaurant. Members would like to see the plan for the frontage road as proposed by the City Engineer. Members commented on the proposal. Jerry Neher - I like it. Hud Hollenback - I, personally think it is very~ppropriate. Les Bridger - I think it is a good use for the land. It'will work out well if the traffic problems can be worked out at the Dakota intersection. I think it would be a good plan. Dick Dutcher - I have a couple of concerns. One is just a general concern for the topography of the land. I think any way that we could accommodate the existing land as is, with a minimum of cutting and filling might result in a real posi~ive appearance on the property. Secondly I am concerned for the area across the tracks. I realize it is not in our political jurisdiction but nevertheless at some point in the future something is going to h~ppen over there and I think some concern for screening and what have you. Walter Thompson - I think that would be a very minor consideration e , .~ e e e Planning Commission Meeting June 8, 1977 -3- because you have got the railroad right-of-way that's going to be a buffer and the land adjoining it to the north is high, much higher than this land. WORK SESSION: Hud Hollenback moved to invite the Park and Recreation Commission, Ecological Committee, and DNR to attend the Planning Commission meeting on June 22 to discuss the philosophy of what should Chanhassen be. Motion seconded by Walter Thompson. Motion unanimously approved. TOUR: The City Planner would like to set up a tour with the CBD Committee. HRA, City Council, and Planning Commission members to look at commercial development standards. MOTHER-IN-LAW APARTMENTS: Members discussed this issue and decided to leave their recommendation as it stands. REZONING, SUBDIVISION, AND CONDITIONAL USE SIGNS: Members discussed installing signs on property that is up for public hearing, whether for rezoning, subdivision, or conditional use, to notify the public. The City Planner will budget money for next year. Hud Hollenback moved to adjourn. Motion seconded by Jerry Neher. Motion unanimously approved.
