1977 10 26 REGULA,R. pLA,NNlNG CO~lSSlON XEET;r:NG OCTOBER 26, 1977 The meeting was preceeded with Planning Commission members interviewing ~ persons interested in being on the Planning Commission. Mal MacAlpine called the meeting to order at 9:00 p.m. with the following members present: Jerry Neher, Walter Thompson, Les Bridger, R.oman Roos, and Dick Dutcher. Hud Hollenback was absent. MINUTES: Dick Dutcher moved to accept the public hearing minutes of October 12, 1977, as written. Motion seconded by Jerry Neher. The following voted in favor: Jerry Neher, Dick Dutcher, Roman Roos, and Walter Thompson. Les Bridger and Mal MacAlpine abstained. Motion carried. Walter Thompson moved to approve the October 12, 1977, Planning Commission minutes. Motion seconded by Dick Dutcher. The following voted in favor: Jerry Neher, Dick Dutcher, Roman Roos, and Walter Thompson. Les Bridger and Mal MacAlpine abstained. Motion carried. EPA 208 WASTE MANAGEMENT PLAN: The City Planner recommended the Planning Commission recommend to the Council tha~ they' forward a response to the Metropolitan Council wherein the ~ouncil stay consistent with their existing plans for sewering of Chanhassen as shown in our systems statement. Planning Commission members supported the Planner's recommendation. e The City Attorney expressed concern about Alternate #2 found on page 52 of the report as to how long the forcemain would be and would the forcemain really constitute a part of Lake Ann Phase II and III. Perhaps that alternate should be elaborated upon to determine at what point,in the northwestern part of Chanhassen, it goes from aforcemain to a gravity line. This may be a way to get a part of the balance of Phase II or Phase III completed. MINNEWASHTA REGIONAL PARK - CONDITIONAL USE PERMIT: Councilman Geving, Fran Callahan, Joe Betz, Shirley Pope, Pat Boyle, and Mary Muehlhausen were present. points were discussed for possible change: Pat Murphy, Chellis, Phyllis The following ~ Section 4.04 - add, establish a natural prairie area. Section 2.01 - to read: Master Plan. In addition to the acquisition of land parcels A, B, E, and F, as delineated in Exhibit A, the Lake Minnewashta Regional Park Master Plan, hereinafter referred to as the "Master Plan", necessitates the acquisition and development by the County of land parcels C and D east of State Trunk Highway #41 for utilization as a nature demonstration and study area and linear linkage to Chanhassen's Trail System. Section 6.04 - Pat Murphy suggested 20 horsepower limitation for fishing boats. The 10 horsepower as stated in the conditional use permit may be changed when the city sets a horsepower limitation for the whole lake. Section 7.03 - According to the contract with the Metropolitan Council that the County must sign, the Metropolitan Council must also sign easements. Pat Murphy will submit the Conditional Use Permit to the Metropolitan Council to see if this language will suffice. Section 8.02 - The Metropolitan Council makes the tax payments directly to the City. The City Attorney will study the County Contract to revise this section. Planning Commission Meeting October 26, 1977 -2... The Planning Commission will hold a public hearing on November 2, 1977, at 7:30 p.m. at the Chanhassen Elementary School to consider a conditional use permit for Minnewashta Regional Park. ~ TAX INCREMENT FINANCING: The Council and HRA have undertaken a study to determine if tax increment financing, as a renewal financing mechanism, would be appropriate in the City. The City Planner presented a slide show on tax increment financing. Members will review the report at the next meeting.
