Park and Recreation Commission Summary – April 24, 2018 2 DISCUSSION BY COMMISSION FOLLOWING UP ON THE APRIL 8, 2018 JOINT MEETING WITH THE CITY COUNCIL. Commissioner Boettcher discussed the need to work on funding for the projects laid out in the 20 year plan. Commissioner Petouvis suggested visiting the parks that are high on the list for playground replacement. Chairman Scharfenberg asked staff to prepare an Excel spreadsheet outlining information related to the park replacement plan, how to finance finishing off development of Bandimere Park, and scheduling a walking tour of Prince’s property around Lake Ann. RECOGNIZE CITY COUNCIL APPOINTMENT AND RE-APPOINTMENTS TO THE COMMISSION. Chairman Scharfenberg recognized Jim Boettcher on his reappointment and Joe Scanlon on his appointment to the Park and Recreation Commission. TRAIL CONNECTOR ON POWERS BOULEVARD. Chairman Scharfenberg asked Todd Hoffman to give an update on when the trail connection on Powers Boulevard will occur. LRT TRAIL UPDATE. Todd Hoffman explained that FEMA has approved a parcel fix reimbursement for a max total of $450,000 and how that process will proceed with Hennepin County and Carver County. 2018 EASTER EGG CANDY HUNT REVIEW. Park and Recreation Commission – April 24, 2018 3 Ruegemer: Yeah real quick. Thanks Park and Rec Commissioners. The Walk Fur Education with the Southwest Metro Chamber of Commerce is this coming weekend out at Lake Ann Park. It’ll be kind of the main area will be in the Klingelhutz Pavilion and they’ll kind of walk around the Lake Ann property to raise awareness and education dollars for scholarships for the Chamber so that’s starting around 9:00 out at Lake Ann Park. This Saturday the 28th. Hoffman: What’s the name of it again? Ruegemer: The Walk Fur Education. Hoffman: Fur. Ruegemer: F-u-r. Hoffman: And our canine officer and Ringo will be there if you’d like to meet and greet with canine officer and Ringo. Boettcher: What time is that Jerry? All voted in favor and the motion carried unanimously with a vote of 7 to 0. DISCUSSION BY COMMISSION FOLLOWING UP ON THE APRIL 8, 2018 JOINT MEETING WITH THE CITY COUNCIL. Scharfenberg: So I asked Todd to put this on the agenda given that we just had the meeting with the City Council just to kind of open it up for kind of general discussion and thoughts. I guess I’m looking for some maybe brainstorming from the commission on how we move forward with some of the items that we discussed. So I’ll just kind of open it up to general conversation. Boettcher: Well I think first of all we need money to do anything and I don’t believe we got a lot of head nods in the right direction for that so we’re back to kicking the can down the road or whatever the way we’ve always done it but, I mean we did get a lot of agreement with what we’re doing. What we had planned. The six main items fall in line with the 20 year plan so it’s not like we stepped out and asked for anything unusual but something will have to happen financially before we get anything kind of as expected. Park and Recreation Commission – April 24, 2018 4 Scharfenberg: Anybody else? Petouvis: I would like to suggest that as we consider in the next month or two what our annual field trip sites are. I would suggest that we visit the parks that are on, high on the replacement list. I think that will do two things. That will inform us and it will also inform the council of how serious we are and how committed we are to maintaining what the City has built over all these years. Scharfenberg: Okay. Hoffman: And their discussion on that item is in July. July 23rd so… Scharfenberg: Anyone else? I did have a couple of take away’s you know with respect to the meeting and I guess what I would, I kind of jotted down what I called the to do list and part of this kind of relates to what Meredith recommended and I think some of this to some extent falls on staff to assist us with some of this stuff related to the parks and the structures so I just had written down like in some sort of an Excel spreadsheet that has the parks. I’m thinking like the 6 to 8 parks that we would be looking at. You know the years that they were built. The, what they have currently at each of those parks in terms of what the structures are. And I think then, like I think they asked you know for numbers associated with kind of replacing the equipment and maybe what would be, I think they also asked for ideas in terms of what we would maybe like to see there. If it’s adding children’s equipment. You know a container for that or something like that so I think if we can get that spreadsheet and maybe be able to look at that maybe at the May meeting and then maybe we’re able to schedule something in June going out and looking at the parks at that point and then being able to maybe put together some sort of a report to present to the council. And then I think we, and then as part of that ranking those parks and then maybe what our vision is in terms of completing that because I think it was clear, at least somewhat clear I think from listening to them, that I don’t think they’re going to give us that money all at once and they’re going to have to have some sort of vehicle if that’s through a franchise fee or if it’s taking money from whatever’s left at the end of the year you know and putting it towards that, that that’s, you know you’re only going to be able to maybe do a park a year and so when can we start that. You know when can we get that first money? When can we start it? Here are the parks and you know it would be similar to I think the shelters. You know kind of laying out something like that and then presenting that to them and ultimately then it’s up to them to come up with the money to do it. Kelly: So yeah and I think what we kind of targeted was $300,000 that we need them to come up with each year somehow because we don’t have the bank for it. Scharfenberg: Right. Park and Recreation Commission – April 24, 2018 5 Kelly: Also Todd was that, I know you’ve got, I don’t believe it was part of the 20 year plan but you’ve got a rehabilitation plan mapped out in order of how old everything is. Was that part of the 20 year or was that outside of the 20 year plan? Hoffman: It’s outside of the 20 year plan but it’s. Kelly: Has that been submitted to the City Council? Hoffman: It has been. They’ve received it and you received it I think recently I re-sent it out again and the number on the 20 year replacement is about $272,000. The number the City Manager is focusing on right now is a quarter million annually so there’s a little bit of shaving to do in that schedule so you have that schedule now. We’ll re-send it out in May and then we’ll target those first half dozen or so projects and fine tune, provide a little more information on each one of those. Scharfenberg: Okay, thank you Todd. The other thing that I had jotted down in addition to that was the discussion about Bandimere. I think it would be, probably behoove us with you know Joe new on the commission and well Karl you live by there so you kind of know it but it would probably maybe be worthwhile going out there one more time kind of just to do a site inspection and talk about what those items are. I still think it’s worthwhile to put forth some sort of a proposal on Bandimere but as Jim pointed out earlier it’s not going to be from money from the CIP because we’re not going to have the money to do that. Even with a sport court in there and then the addition to the Highway 41 underpass to go to the Arboretum, with that additional money I think that’s going to eat that up so I, if it’s bonding. If it’s a referendum or something like that, I think they want to see numbers. Clearly they want to see what the numbers are on the items that we would like to put forth to kind of finish off that project but going out there talking about that and maybe you know talking about some different things to do out there. I think it would be worthwhile to go out there and do that maybe in May. Prior to the May visit, or I mean our May meeting. Echternacht: Todd do we need to revisit the numbers? We probably have numbers from what, 2 or 3 years ago. Hoffman: Correct. Echternacht: Just update it. Hoffman: Yep and things have changed. We’ve got a shelter project there. Perhaps…turf and lights and then the court so we can take a look at those items. We wouldn’t necessarily need to update them for that conversation that evening but if you decide to move forward. You know Avienda is the next big chunk of cash on the horizon and so everybody’s waiting for Avienda to get final approved and then it takes, you know depending on how they plat it. One thing I have noticed over time is that they’ve changed, added additional housing and that’s where the real Park and Recreation Commission – April 24, 2018 6 money is. Commercial and industrial is a lower per acre you know reimbursement on park dedication fees so housing is where the real cash is so they’ve increased the housing and so the likely, eventual cash outlay there for park dedication is going up. Kelly: So Steve I’m wondering if with an election coming up in November if we’re, I mean we need to put the numbers together. Are we better off presenting to the City Council like after the election or you know if you have a few people running unopposed then it doesn’t really matter when we do it but it could be a different makeup and I’m thinking, before you get to the election they’re not going to do any bonding or referendums so are we better off waiting into early next year to present to them. Scharfenberg: Yeah I’m not saying it’s anything we would do yet this year or you know I just think it would be, if it’s something that we as a commission think and that something needs to be, and if we want to finish off that park because I would like to see Bandimere finished off. Kelly: Well I think everybody would. Scharfenberg: Yeah. Kelly: You know it’s just a matter of how do we find the money for it. Scharfenberg: Right, right. Kelly: And we have to approach the City Council and they have to come up with something and it just, you can’t do it at the wrong time because then they’re going to shut you down and then once you’re shut down once it makes it harder to go back. Scharfenberg: Right, it does and I’m not in disagreement with anything that you said. I think that’s, I think if we work on it though kind of. Kelly: Oh yeah we’ve got to work to it, yep and we’ve got to put the numbers together and we’ve got to be ready to go when they’re ready to go as a new council. Scharfenberg: Right. Right. Kelly: Because you can’t wait a year after that because then you run into another election cycle. Scharfenberg: Right. Echternacht: And they asked us for some numbers the other night. Scharfenberg: Correct. And I know on some level to talk to, you know I was hoping they would talk a little bit more about it but you know clearly I think the money issue but you know with the Park and Recreation Commission – April 24, 2018 7 shelter we’ve talked about well how nice does the shelter have to be. Can it be something that’s just a little bigger than you know, I think bigger than what goes into the local neighborhoods but something bigger and how extravagant does it have to be? Does it have to have bathrooms? You know I think if we can talk about some of that. Give them some options you know as part of that but I think you’re right Cole. Obviously working on whatever that funding source is going to be and do we, do we do that in, you know do we think about something else to add on so that if you do do a referendum that you know you want to generate enough money to do something because I don’t know if just the. Kelly: Oh we couldn’t do the referendum for just Bandimere. You’d have to have some trails and you’ve got to have, you have to appease a few different parts of the city because they’re all voting and it’s kind of extravagant undertaking and then you’ve got to figure out what kind of referendum, kind of money can we go for so what can we do in the city that we’re not going to do as a group because we’re not going to have the money. Scharfenberg: Right, yeah. Okay. And then the last thing that I had down from the meeting was Todd if you could schedule, I know Mayor Laufenburger talked about walking the Lake Ann property and if we could schedule a date for that for him. I did note you know June 9th is the Fox Wood ramp opening at 9:00. I don’t know if it’s something we could do in the morning prior to that with him because I’m assuming he’s going to be there speaking or doing something so maybe that would be with his schedule so. Hoffman: The City Manager asked today that, I think it’s going to be a little bit more comprehensive. They would like to tour it with any members of the City Council that would like to attend. Any members of the park commission that would like to attend and any members of the Planning Commission that would like to attend and so there’s a question on timing and accessibility. We’ve asked formal permission from the estate and they have not granted that for us to access the property and so we may wait until, if a sale does occur, until that sale has occurred and then we can get permission from the buyer. That may be a waiting game there. Scharfenberg: Alright. Okay. Any other things that people want to just discuss relative to the meeting? Alright we’ll move onto the next item. RECOGNIZE OF CITY COUNCIL APPOINTMENTS AND RE-APPOINTMENTS TO THE COMMISSION. Scharfenberg: I’d like to recognize again Jim and Joe for their, Jim for his reappointment and Joe for his new appointment to the commission. We welcome you and you know this is, it’s a learning curve I think on some level so if you have any questions feel free to ask members of the commission and/or Todd and Jerry are always good sources of information as well alright. Boettcher: When do we officially tell Joe what he got himself into? Park and Recreation Commission – April 24, 2018 8 Scharfenberg: Not until later. Boettcher: Okay, alright good. TRAIL CONNECTOR ON POWERS BOULEVARD. Scharfenberg: The trail connector on Powers Boulevard. Todd had sent out the email earlier this week and Todd if you could just speak to that and maybe give us maybe an idea, your ideas as to when that might take place. Hoffman: Be glad to. So that’s out of the blue for the City of Chanhassen staff. I’ve not had correspondence with Hennepin County on that alignment. Shorewood has a master plan where they have been working on it and so I haven’t heard if Shorewood initiated that plan and initiative with Hennepin County but in the last email correspondence the engineer from Hennepin County was happy to hear all the positive feedback. Now it’s just a matter of if it sticks in their CIP. In the Hennepin County CIP. They see it as a very valuable link between the two counties and a variety of cities in this area. Shorewood, Excelsior and Chanhassen are the participating cities and Hennepin County and then just a little piece in Carver County that was not finished. The trail on Powers Boulevard which is Mill Street in Excelsior/Shorewood and Powers Boulevard in Chanhassen. We stopped at about a block south at Holly Lane and it’s on the east side of Powers Boulevard at that location so there’s a one block gap between Holly Lane and the county line that the City of Chanhassen, so the park commission you would have to dedicate those resources to complete that one block section. After that it would then go on the Hennepin County taxpayers and on their project and so very significant to build it. You probably have all driven by the walls up closer to Excelsior dozen and dozen of times and tried to understand how that’s going to all work right at that location but you know we don’t know anything about the engineering and so that engineer is going to communicate again with us if it sticks in the CIP and I don’t even noticed if they had a year designated or not. But that’s very positive news. It would be hugely beneficial to our citizens and you know to all the residents of this particular area and outside. Their ultimate goal is to connect with the LRT trail in Excelsior and so to get those regional connections north and south. I do have a plan from Shorewood that I can distribute which identifies that corridor and it’s a feasibility study and so they’ve completed that. And then I don’t know the story on when Hennepin County picked up on it as a project but that will be good to know, to learn more about it as we move forward. Scharfenberg: Okay, thank you Todd. Petouvis: Todd, oh I have one. Scharfenberg: Yeah. Petouvis: Question and I think everybody could probably bet easily what my question is. How much does a block of trail cost roughly? I mean ballpark. Park and Recreation Commission – April 24, 2018 9 Hoffman: Yeah so in that particular area, since the reason it was stopped is because it’s a very difficult location with a lot of wetlands and grade and so I would say between $100,000 and $200,000. Petouvis: Okay, thank you. Scharfenberg: Okay next. LRT TRAIL UPDATE. Scharfenberg: What’s going on Todd? Can you give us any update on that? Hoffman: I will. So there’s a Carver County update from March 7th of 2018. FEMA has approved a parcel fix reimbursement of a total or a max of $450,000. And how their agreement is being at least discussed is that Carver County would purchase the railroad bed from the Hennepin County Regional Railroad Authority and so the Hennepin County Railroad Authority would get rid of that section in Carver County and keep their section in Hennepin County and then Carver County would purchase that using cash from the Legislative Citizen Commission on Minnesota Resources. That’s where they get all their money for their Carver County regional parks. And so they would get that designated. That piece of cash and pay that to Hennepin County so they get the railroad bed. And then they’ll have to seek funding at some level beyond the 450 to fix it and the Carver County Board of Directors has allowed the staff to go ahead and pursue a master plan. A trail master plan for that corridor to understand what it will take for them to assume ownership from Bluff Creek Drive where they already currently have that. They have that piece that is asphalted from Bluff Creek Drive to Chaska so the new master plan will go from Bluff Creek Drive east to the county line at Hennepin County. So there’s more work to be done. This all started in 2014. We’re now in 2018 and work is likely not to start until 2019. Scharfenberg: Good. And I saw the email on the mountain bike that went, and so it sounds like. Hoffman: City of Chaska has picked up on it and they’re going to be the author of the Limited Use Permit. The LUP permit with the State and they’re going to be the primary contact for their efforts there for that single track mountain biking route. Scharfenberg: Good. Next on the item, we’ll skip the photograph right now. We’ll go to Katie with the Easter Egg Candy Hunt. 2018 EASTER EGG CANDY HUNT REVIEW. Matthews: Thank you Chair Scharfenberg. It seems like such a long time ago that we had Easter but the 35th Annual Easter Egg Candy Hunt was held on Saturday, March 31st at City Center Park. 217 participants registered which is slightly lower than last year because it was Park and Recreation Commission – April 24, 2018 10 pretty much a blizzard outside but we have the heartiest egg hunters in the county. Possibly the whole United States but I don’t know about that. But we had, it was a great event. We made due. A huge thank you to Adam and his staff. They actually plowed the field, if anybody was there, where the Easter Egg hunt took place so we were able to at least see the eggs which is always a plus when you’re hunting for them. Just a huge thank you to everybody. Jodi was there. Sue was there. Todd was there so it definitely a team effort of just everybody kind of rallying together and making sure everything went smoothly and everybody had a good time. All the participants received a bag of candy with a door prize tickets. We cut down the door prizes this year just because it wasn’t the most desirable weather but we still handed out some which was, people were very appreciative of. In addition to the candy hunt we also had a coloring contest. There were 120 coloring contest entries which were submitted and judged and each winner got a prize basket from ABC and Toy Zone. That’s always a great part of the event and it helps just promote the event because we put a coloring sheet and a flyer into the Chanhassen Villager and we also make sure they’re available online and at the Chanhassen Rec Center. This Easter Egg hunt, like I said would not have been a success without the help of everybody and the fire department did show up. They were a little busier this year pulling people out of ditches so they showed up right at the last minute but they were able to bring a fire truck out which was helpful and everybody always likes seeing the fire trucks there so I just want to say thank you again to everybody who made it, or was able to help with this event. Whether they participated or volunteered, we totally appreciate that. And just some recommendations for next year. We’re going to continue that relationship with the fire department and seeking volunteers from the Key Clubs in the school and just maybe looking into the possibility of moving it maybe back to the Rec Center. It used to be there before I was here just in case it is undesirable weather we would have that option then to possibly move inside. It will be Sue’s open house Park and Recreation Commission – April 24, 2018 11 and she’ll be retiring the next day on the 29th of June after 14 years of service to the City of Chanhassen and one thing you all know about Sue is when you’re working with the best of the best, everybody’s nervous about finding another qualified candidate to take her role but we certainly are confident that we will do that. Obviously they’ll have a different skill set and a different personality than Sue Bill but we’re confident we’ll somebody to fill her shoes and take over that huge programming role in our community which is very robust right now and ever growing so properties like the Powers Ridge Senior Apartments are, they’re generating lots of couples that are coming down to our senior center as an outlet to increase their socialization and education in our community and so as we continue to build senior living facilities, which we are, Mission Hills is coming online here shortly. We’re going to have even more customers looking at our Chanhassen Senior Center so we’re excited about the future and we want to celebrate Sue’s time that she dedicated to our city so that’s our first goal. The Legion being the emcees of the event and the City will be there with supporting cast and logistics and many of the other things to take care of so Chan-o-Laires will be singing again for that so 12:00 noon on Monday right here at the Veteran’s monument. Boettcher: Okay, good. VISITOR PRESENTATIONS: Boettcher: I see we have 3 high school students here. Getting extra credit I believe and hopefully if any of you would like to say anything, at the very least I’d like to say maybe you’ll like what you see tonight and you’ll be like our youth commission Schaeferle and apply to be on the commission next year. It’s great. It doesn’t pay that great but you have a good time. You get to learn about the City and parks and rec system so glad to have you here this evening. KEY FINANCIAL STRATEGY: PROPOSED PARKS REPLACEMENT SCHEDULE 2019-2023. Beer: Thank you Chair Boettcher and commissioners. Key Financial Strategy for 2018 is the proposed parks replacement schedule. So we put together, give you guys a bit of a background here. We have a power point to go through to kind of paint a better picture of what we’re proposing. Chanhassen Park and Recreation Department manages 30 community and neighborhood parks totaling 466 acres of property. Through the process of developing the parks and rec system plan it was determined that maintenance updates needed to be made to adequately serve the public the way we should be. A lot of our playgrounds, basketball courts, hockey rinks are starting to age significantly so we’re looking to find a funding source to maintain these and bring them back up to the service level that’s going to satisfy the needs of the public. So I have put together a power point and what I did was broke down a 5 year replacement schedule starting with a lot of the oldest amenities that need to be addressed first. So I got, we’ll kind of go through this but what I did was kind of broke down 2019 and 2020 in a little more greater detail. So getting started. Herman Field Park. The playground was installed in 1992. So assuming we get a funding source provided the playground really is all that’s left at this park through the picnic shelter initiative that we started 5 years ago. We last year were able to put in a new structure and with that we replaced the railroad tie border. We also added new wood fiber all within that scope of that project because it’s all kind of tied in together so based on the study that was done we had kind of earmarked, it would have been about $100,000 to replace this but because everything else is already completed I think the plan would be to send out an RFP. Through that process we would just have to replace the playground in Herman Field and we’d be back up and running. Maintenance staff would do all the removals and then we would obviously send out the request for proposal and work with a few of the vendors that we have worked with over the past few years and we would put in a new playground. Let’s see here. Here’s a little Park and Recreation Commission – May 22, 2018 3 map of the location. Herman Field Park is off of Highway 7. Kind of tucked back in the neighborhood which connects to which? Hoffman: Minnewashta Regional Park. Adam Beer: Minnewashta Regional Park, thank you Todd. Prairie Knoll Park is also aging significantly. It was built and installed in 1996. This is probably the one of the worst I guess based on the fact that it has the old plastic ties for the container. Everything we put in now has a 4 foot concrete sidewalk with engineered wood fiber which meets the ADA code so again assuming this all moves through the removal would be done from park maintenance staff. We would install a new playground border that we’ve kind of matched. There’s a picnic shelter going in this year so we would tile that in to kind of match that, kind of the flow of the park through, around the picnic shelter and obviously the wood fiber would be a part of that $95,000 so again we would do all the removals in house and then go out to bid for the replacements. So also in 2019 Sunset Ridge Park which is built in 1991. I believe is our oldest infrastructure. It’s definitely showing it’s wear and tear. It has the old railroad tie border. A lot of the amenities, as you can see the, in the top left picture there they don’t, the log bridge, just a lot of safety, I don’t want to say they’re concerns but they’ve updated a lot of what’s out there nowadays. So again the removals would all be done in house. We would take all the pea gravel out. The border. The playground. This location there’s a shelter going in this year so again we would try to tie that all in on the reinstall so that’s Sunset Ridge Park. So that would be for 2019 and if you can see in your attachments I’ve put together a list of 2019 through 2023 and just we’re focusing tonight on just the two years so. Anybody have any questions so far? Kelly: Adam I believe what was it 2 years ago we visited Sunset Ridge Park and it, I mean it was noticeable to us that we have to figure out a funding source and so something with that park because it needs it badly. Beer: So after tonight we do have, as you see in one of your attachments we do have a tour scheduled to go revisit some of these top, higher priority areas so it will give us an opportunity to look through this tonight. Talk about any questions you guys might have and then we can go out on a field trip and take a closer look you know together and kind of walk through and talk through some of these things. So moving onto 2020. Curry Farms Park. The playground was put in somewhat recently. It’s in much, it’s in actually pretty good shape. We’ve been keeping up, the shelter was installed 3 years ago so the only thing that wasn’t addressed was, or is the basketball court. This was put in in 1998. You can see the starting to create bird baths. This was in kind of a low lying area so the pavement’s moving. It holds water pretty regularly with pretty small rainfalls so we’re constantly sending guys out to either blow it off or squeegee it off. The pole on the right photo there has been damaged from winter. Water must have got in and popped that loose so it just needs, this would be kind of the final piece at Curry Farms that would really tie the rest of the park together. There’s a new shelter so the goal here, as we were moving through was to keep these at $250,000 so we kind of went through and prioritized each project or each year based on trying to get as much done as we could while staying within that number. Park and Recreation Commission – May 22, 2018 4 Echternacht: Adam I don’t know maybe this should be Todd, you projected the screen that you gave us projected costs. It said $25,000 but this screen has $15,000 on it. When you listed all the parks and just what needed to be done in each one. Hoffman: Okay. Echternacht: So I don’t which, is $25,000 or $15,000? Hoffman: $15,000. Echternacht: $15,000. Beer: So $25,000, the $25,000 was what was sent out in the Park Master Plan. Those numbers are kind of bumped up for just to make sure for budgeting purposes but based on the fact that we’ve been doing a lot of these repairs over the last few years I’ve found some numbers. Echternacht: Okay. Beer: Based on actual costs of what we would likely have to spend to get this project done. Echternacht: Okay, thank you. Beer: Yep. Lake Ann Park beach playground. Was built in 1994 so it’s 24 years old. This is another site that’s aging significantly. If you can see in the top left photo it’s kind of small, it’s a railroad tie border and it’s completely decayed so we’ve been kind of bandaging things together over the last few years to just make it work. Obviously Lake Ann Park is one of our high priority facilities. It gets a lot of use. It’s right next to the beach so this would be a great opportunity to kind of step up the game for Lake Ann. It’s a pretty small footprint so I think we would get away with doing a smaller playground versus something like Herman Field where it’s a much bigger layout. Powers Ridge, or Powers Boulevard pipe rail fence. So these again we kind of sprinkled in some smaller projects that obviously are just as important for safety reasons. This is going along Powers Boulevard and it was put in 2004 so it’s getting up there. We’ve been making replacement updates to pieces that are damaged or contracting the work out when things get hit but as a whole the fence needs to be replaced. We can’t continue to keep pumping money in and putting the band aids on. We’re getting to the point of kind of no return so this is a great example. These pipe rail fences are all over the city. We have them, well they’re all over the place so this is one of the worst, I wanted to paint that picture for you guys. Rice March Lake backstop and benches. So this is a neighborhood park. Obviously it’s not used like Lake Ann, Lake Susan or Bandimere for the sporting events but it’s still a pretty heavily used neighborhood park. Lots of families go out there. There are some little tykes that have practice, t-ball practice out there and again as you can see from the bench photo is kind of getting to the point of no return and needs to be addressed. Todd and I went around and took photos of a Park and Recreation Commission – May 22, 2018 5 number of different ones and this one definitely made the top of the list for backstop and benches that need to be looked at. Feel free guys to jump in if you have any thoughts or questions as we’ve moving through here. South Lotus Lake. Again $95,000. Staff would do all the removals of the playground. This one has a fairly new border. So again we would kind of follow the same protocol. We would do the removals. Send everything out for an RFP. Pick a new playground and we would work with the contractor to do the reinstall. So this kind of paints a picture over the next 5 years of potential projects that we could look at and we, between Todd and I went through and kind of prioritized the stuff that would likely be needed to be addressed first. All of this stuff can be changed around if you feel differently but this would be staff’s recommendation to address these needs. Boettcher: I like the presentation. Definitely the pictures that shows everything. It looks like the life of everything on playground equipment if I caught it was 20 to 27 years so I think that’s about as good as you expect with usage and weather in this part of the country and everything. In looking at the numbers I believe at our meeting with City Council Todd, the Mayor had asked what the annual amount was. In the 2040 plan I think we had $267,000. Was the average per year? Hoffman: Correct. Boettcher: So we’re right in that ballpark. I mean that looks like a good plan. And then the tour on Tuesday, June 12th. Did you want to talk to that? Looks like we’re going to have to be walking pretty fast if we’re going to hit 8 of them in a couple of hours. Hoffman: We can do it. Beer: So the thought was you know we would go through this tonight and it would give you guys an opportunity to get back out there again for you know we would move on. Give you guys an opportunity to see everything. Ask any more questions of staff and then just kind of give you the ability to see it first hand once again. Kelly: So this is going to be presented to the City Council on Monday, the 25th of June. Hoffman: Correct. Kelly: Is it the work session at 5:00 or 5:30? Hoffman: Work session at 5:30 or 5:00 yeah. Kelly: Okay perfect, so we should try to have as many people there as we possibly can. And then the City Council will schedule it in their regular meeting after that? Hoffman: That’s up to them. Park and Recreation Commission – May 22, 2018 6 Kelly: Okay. Echternacht: Did you say 5:30 or 5:00? Kelly: 5:00 or 5:30, we’re not sure. Echternacht: Oh okay. Hoffman: Once it’s scheduled. Kelly: The work session usually starts at 5:00 but they’ll schedule a specific time for this. Petouvis: I just have a quick question about the Lake Ann Park playground. I’m wondering if, or what your thoughts are about perhaps prioritizing that a little higher than a similarly priced neighborhood playground just given the volume of usage at that park. Beer: Well a lot of it was just based on the actual footprint. Are you talking about size and making it? Hoffman: Moving it up really. Petouvis: Yeah putting it in an, maybe in 2019 instead of, I don’t have the numbers in my head but it was the Herman Field Park similarly priced. Hoffman: Yeah I think it basically has to do with the conditions so the condition is a little bit better and not nearly as glaring. The ones, the playgrounds that are scheduled in 2019 are actually behind a couple of years and so they’re getting, we continue to delay those and so when this original schedule was built those were in 2017 and now they’re in 2019 because that would be the first year of the project. Petouvis: And do you get a sense at all of how much success there might be getting these maintenance and replacement funds approved or sourced through the City Council? Hoffman: We can’t speak for the City Council. You’ll have to, it’s your recommendation tonight and then your conversation at the work session that will. Boettcher: We do know they’re aware of it from our meeting last month so. At the minimum they know about it. Tsuchiya: Adam I had a question. What’s the expected lifetime of the new equipment that may go in and the equipment that you’ve been putting in the last couple years? Is it pretty similar to what was installed in the 90’s or has it gotten a little better? Do you have any idea? Park and Recreation Commission – May 22, 2018 7 Beer: I think the average life expectancy based on what, the study that was done is about 25 years. That’s kind of the benchmark where you can probably start re-evaluating again. Tsuchiya: Okay. And to clarify what I heard you say earlier, from your inspections you didn’t see any safety concerns right now. Beer: All of the immediately safety concerns we address as a staff. Tsuchiya: Yeah. Beer: You know like. Tsuchiya: Well there’s nothing, my guess there’s nothing that you saw that couldn’t be addressed right now that would require the park to be shut down and that park to be put at the top of the list. Beer: There were a few of those situations. There was a few slides that were cracked that would have been you know $3,000-$4,000 to replace so we just removed them. Put a panel up and it’s just kind of band aid that was. Tsuchiya: I believe you guys did that at Bandimere right? Beer: There is one slide that. Tsuchiya: Yeah, my kids don’t like that. Beer: Mine don’t either. Hoffman: Go back to Herman Field and show them all the parts that are missing and/or modified. Beer: So Herman Field is one of the worst as far as things that we’ve taken out. So the green panel there, these pictures don’t do it a lot of justice but we’ve taken out 2 of the slides so there’s just the one remaining so basically half the playground is now closed off from what it used to be having different access points off of the decks. Tsuchiya: Oh the green panel was a slide? Beer: Correct. Tsuchiya: Okay. Now it’s just product information or whatever it may be. Park and Recreation Commission – May 22, 2018 8 Hoffman: And that pinch point. Tsuchiya: Yeah. And then the upper right the bowing in the plate I can see. Hoffman: There’s really not much left compared to what it was. Beer: Yeah. It looks, you know with all the updates that we’ve done with adding the new picnic shelter and the new border. The basketball court’s in fairly good condition so this would, this is really all that’s left and it would, we would be able to just go in and rip that thing out and pop a new one in. Tsuchiya: Would it be pretty similar, the new equipment? Our we going to get more bang for our buck at 55 than you were in the 90’s? Beer: Yea I think it would be bigger than this. We actually increased the footprint a little bit based on how we laid out the shelter so we kind of tied everything in so you literally walk from the shelter to a 4 foot walkway that spills right into the playground so we were able to increase the size of the container so we, I think we could make it a little bit bigger than it is now. Tsuchiya: Okay. Thank you. Boettcher: Any other questions? Discussion. Hoffman: Couple more. Commissioner Echternacht thank you for pointing that out. We will, so the original document that was created for this park replacement program was in the park master plan and so the park master plan addressed it. Created quite an extensive, so 20 years in it. Started to plug in some dollar amounts so we could get at those budget amounts so if you go back and look at that plan, that’s where you’ll see these numbers and so to avoid any confusion moving forward we’ll modify these numbers to match what we’re actually recommending. And then Commissioner Tsuchiya your one note, the paints are a lot better now and so when you see this fading, the equipment will age in place up to that 25 year timeframe but you’re probably not going to see a lot of fading in the paint like you do today and so if you go out to Sunset Ridge you’ll see it actually is in two different phases and the first phase is really bad paint and the second phase is a little bit better. You can see right there in the top on the left. The right hand side is the older and a year later the paint got better and it’s on the left hand side and what you’ll find in playgrounds is, there used to be some that were a little bit ahead of the others but they’ve all learned from each other in the last 25-30 years and their equipment is pretty much uniformly equal and has a long life span for paint and components. And like you said primarily we’re concerned in those safety issues so we don’t want pinch points, entanglements. Anything that’s against our consumer product safety commission guidelines and regulations and so that’s what we’re always looking for. And sometimes it just becomes so difficult to you know replace parts or maintain it that they’re putting up, just closing parts off until replacement takes place. INTRODUCTION OF 2018 KLEINBANK SUMMER CONCERT SERIES. Matthews: Thank you commissioners. The City is proud to present the 2018 KleinBank Summer Concert Series at City Center Park plaza. The concert series is in it’s 14th year and will feature 9 performances throughout the summer. The first concert will be on Thursday, June 14th and continues every Thursday evening starting at 7:00 p.m. until Thursday, August 9th. There is one daytime performance that is geared towards children and families that will begin at 11:00 a.m. on Thursday, August 2nd. For each of the performances the City will be selling concessions, including the favorite freshly popped popcorn, candy and cold beverages. KleinBank of Chanhassen has again agreed to be the title sponsor of this series. Their sponsorship of $2,500 is greatly appreciated and helps offset the expense for this program. KleinBank also shows up to every concert and they provide free water for all the people enjoying the concerts and usually for the kids performances they have balloons or Freeze’s sometimes if it’s really hot to distribute throughout the crowd as well. We just, as a City we just really enjoy our relationship with KleinBank and we appreciate all they have done for this program and all they continue to do. The staff, we continue to explore creative and different ways of marketing strategies. One of the favorite ones is the KleinBank magnet with the concert series on it. We hand those out around City Hall and KleinBank Chanhassen before and then use them at the concerts as well. Boettcher: Try and get my wife to do that. I had a question on all the groups. Who does, do you go out and look, find them? Is there a list you choose from? Do you have to hang out at bars or what? Tsuchiya: Is that where she found the Teddy Bear Band? Boettcher: That’s what I’m thinking, I don’t know. I mean I was looking at it this afternoon. I said well that’s a pretty diverse group from the Johnny Cash tribute type band to the 50’s, 60’s, 70’s. Matthews: Yeah I try to get a variety of different bands just with all different groups and as you kind of, as I learned as I’ve kind of gone through this which groups are particularly popular like our tribute bands are always very popular. Last year we had Elvis and it was a big crowd and so actually working with Elvis they actually knew of the Church of Cash so they recommended it to me and after looking at it they’re a great band. So you just kind of, I’ve learned and then I also look at what other cities do. Sometimes bigger cities that, like Maple Grove has a great concert series so I try to see what they’re doing and then even smaller cities that are like Victoria as well just to kind of see what they’re doing. Boettcher: And as far as, I mean are they looking for pay? There’s got to be a variation there. Is it all free be from them or? Matthews: No. Boettcher: Do you have to go pick them up and bring them and set them up? Take it down. Matthews: No the fees vary depending on the performers. It’s kind of like a puzzle so you want to try to take certain performers that you know are going to draw a lot of people in sometimes require a little bit more money and then trying to fit it in as the schedule goes on so that’s where KleinBank comes, their sponsorship is very handy. Boettcher: Looks like we’re not going to do the photograph tonight. Lake Ann Park Summer Programs. Jerry I believe you’re up. Ruegemer: Thank you Vice Chair Boettcher. We’re really at an exciting time here for the summer of 2018. We are going to open up the concession building this weekend with the watercraft rentals and the, all the food options here for the summer. So it will be opened up on 11:00 a.m. on Saturday morning so we’ll be open this weekend Saturday, Sunday and Monday from 11:00 a.m. to 7:00 p.m. And then we’ll be open until Sunday the 18th of August for that so it’ll be an exciting time again this year. We’re going to be doing staff training down there on Thursday afternoon for that just to make sure that everybody’s up to speed down there so. We introduced a new item this year with Von Hansen Pretzels so we’re hoping that they’re going to be a big seller with that. There’s a couple different varieties of that so we’re excited for the year. We do have a concession manager hired. She’ll be doing all the work schedules and ordering supplies. She was down there today giving the concession building kind of a once over from the winter. It’s always a little dirty in the spring here so kind of get that ready to go. Adam and staff will get the boats in the water here in the next couple days here in time for staff training. We had Carver County Water Patrol go down there this morning and inspect the boats and life jackets. We’re all ready to go here for the 2018 season here so everything passed with flying colors with that. Twin Cities Paddleboards did deliver the paddleboards. The stand up paddleboards are there already locked up in the racks all ready to go for this weekend so we do have another annual contract with them again so it’s a great contract that they supply the paddleboards. We don’t have to lay out any money to purchase equipment. They handle all the maintenance of those. We provide the staff and we do a revenue split. 70 percent to the City and 30 percent to Jeff at Twin Cities Paddleboard so he loves the arrangement. We love the arrangement so everybody’s happy at this point and the stand up paddleboards have been really a great, great rental for us out there. People really enjoy those annually. So picnics have been extremely busy again. I don’t know that there is any Saturday or Sundays available left in, for the summer at Lake Ann so we’re pretty busy. Maybe late August but between you know family reunions and state ball tournaments and class reunions and all the above here we’re pretty busy. We do have some availability during the week so we do continue to get phone calls on a daily basis for that so you know we’ll, we’re kind of always project to be about 120 reserved picnics that people actually schedule and that will generate roughly $16,000 in revenue so there are obviously a lot of other people that will just use the shelters if they’re not open out at Lake Susan and both at Lake Ann so there’s a lot of those kind of impromptu picnics that are happening just with going out with the family or other, maybe company picnics just choose to use those sites and not reserve them. Kind of take their chances and also in the neighborhoods as well. Those are obviously happening that people are really utilizing the new shelters that we have in these Park and Recreation Commission – May 22, 2018 12 neighborhood situations too. I know people are using them for all kinds of family reunions, graduation parties people have called about so those are first come, first serve and residents or anybody are willing and able to use those really at any time. The beach is going to be opened up again starting Saturday, June 2nd for that so we have a, this will be our second year of our contract, 2 year contract with Minnetonka Aquatics so that’s been a long standing relationship that goes, dates back to the 1970’s so Minnetonka’s been a great provider of that service out at Lake Ann for many, many years. Obviously people can use the beach at any time during park hours, 6:00 a.m. to 10:00 p.m. but we will have guarded staff on there from 11:00 a.m. to 6:00 p.m. daily starting at that June 2nd timeframe. And that will go then til August 12th, that Sunday, the second week in August with that so we’re excited. I’ve talked to Dan Berve, the Aquatics Director a couple times here so everything is pretty much ready to go. They’ve been busy with staff training and getting kind of things kind of ready to go for that so. Lake Ann is already hopping. Lots of people out there with people fishing out there today and out there on their own personal kayaks. All the canoe racks are full at this point out at Lake Ann so all 24 so we’re actually in pretty good shape out at Lake Ann so I’m really looking forward to a great summer. Lake Ann is our crown jewel and people really enjoy being out there. Boettcher: Good. As far as seasonal staff, do you know about how many people total you have? Ruegemer: For Lake Ann? Boettcher: Yeah. Ruegemer: We have 4. We have 1 manager and 3 other concessionaires for a total of 4. Boettcher: Just the 4 for the whole summer? Ruegemer: Yep. Boettcher: Okay. Ruegemer: Yeah and then we’ll kind of rotate shifts out there. Boettcher: Good. Any other questions for Jerry? Boettcher: Good, thank you. Ruegemer: Thank you. Park and Recreation Commission – May 22, 2018 13 2018 ADULT SOFTBALL. Ruegemer: Thank you again. First time in 28 years that I’ve been here that we are not doing a Monday night league which is really disappointing. First time, which was you know we’ve had 8 teams in the past and up to probably 14 a couple years so we had 8 last year. I really tried to shake the bushes this year to try to make this go. It seemed like we had teams register and then they would like to pay at other communities so I’d lose one. I’d pick up 2. I’d lose 2 more and then I’d pick up another one so it goes all the way down kind of the end of the wire here so we’re not going to. Hoffman: They were playing for a… Ruegemer: They were definitely playing for a better day but, which is disappointing and obviously with that loss of that league we are a loss of revenue for that so the projected revenue then is a double header league. We play 28 games on that so based on that I was projecting revenue to be about $6,500 for that particular night with expenses at about, a little over $3,500 so kind of an overall loss of minus revenue and expenses is going to be a little shy of $3,000 so we’ll have to work in other areas to make that balance budget so we’ll take a look at that but the Thursday night league is still strong as ever with that so that league filled about a week after it opened so that’s a very popular night. People really like playing out at Lake Ann. That’s also a double header league out there. They play for 14 weeks. Play 28 games out there for that so league games are played on Fields 4, 5, and 6. Obviously if I had one more field out there we potentially could play on Field #1 and take that away from the youth baseball and add that to the adult softball program but I definitely would feel that and get probably for sure 4 more teams to play on that field as well so it’s something to consider for the future but there’s a, continues to be very popular and boy I probably had probably 6, 7, 8 phone calls of teams that were looking to get into that league after it was full so, so I tried to steer them towards Monday but that didn’t pan out but we’re going to continue to try to get that league back up again and see what else we can do to supplement. Boettcher: It just seems strange you have that much interest in Thursday but nobody likes Mondays. Ruegemer: Mondays is a tough night. You know that used to be a lot of the corporate night. We used to have a lot of business teams in town. It seemed like that was predominantly that but then as those teams started to kind of age out then I opened up to 10 other men’s open type of teams and then now that is starting to wain but that isn’t unique to Chanhassen with adult softball numbers dropping. You know people are aging out. The kids activities are taking up a lot more time and people are choosing to do non-team sports and kind of more individual type of thing so we’re going to keep looking for that next big ticket. Well Jodi has a lot of them out at the Rec Center too but this is just a list of upcoming preschool, youth and family programs that the Park and Rec Department offered. I’m just going to touch on a few that I know about. Like I said some of these are out at the Rec Center that Jodi operates but our Dance for Fun summer classes, those are always very popular. Our Minnesota Twins baseball and softball clinic that we have for the, on the 3rd of July. That’s a big, that’s a very popular program. The penny carnival. The Lil Star t-ball. Track and field and all those Lil Star and Small Fry Sports out at the Rec Center. Our Summer Discovery Playground program is a program that I oversee that is very popular. Right now I think we have, I want to say 520 kids enrolled in that one so far so that one is very popular. We also have our teen volunteer program. We’ve got I want to say 10 volunteer applications that we are going to have our intern look into. She just started on Monday so that’s something that she’ll be overseeing. Lake Ann Adventure Camp, that one is full. We have 2 weeks of it and it’s 80 different kids each week so 160 kids total. We’ve got some youth archery programs that we partner with Carver County Parks. They provide the space and the equipment and we help provide the staff and the sign up. And then our 4th of July celebration is a great family one and our KleinBank Summer Concert Series. Yeah this light cuts out, it only, any light goes to 70 feet. Most of it cuts out at 25 feet. Ruegemer: We’re getting close to the end. Hoffman: A lot of buzz about this park becoming you know a real baseball park. Baseball right in the middle of our community which is a nice amenity for our community and then in the future really all it takes to become a baseball stadium is a stadium so at some point in the future of our history of our town build a stadium there with bleachers overlooking the field. Underneath you have the classic traditional restrooms and concessions down below. Then you’ve got full service baseball available to your community. Boettcher: What about glare for an outfielder, do you lose the light? Lose the ball in the light? Hoffman: It’s so nice. Highly engineered. There’s up lights and so when a pop fly goes up they’re illuminated from underneath. Very easy to pick up. Pick up in the lights. And there is a 25 year warranty so a 25 year warranty on the lights is we don’t have to touch them. Boettcher: Nice. And you said the plaque will be displayed out there? Hoffman: It is. With this application we are submitting two conceptual scenarios. The first scenario is a ‘lot yield’ plan that has 202 homes and demonstrates how the property could be developed following the existing RSF zoning standards with one standard lot width and home style for the entire property. The second scenario is a ‘density transfer’ plan that has 199 homes with varying lot sizes demonstrating how the property could be developed through the use of a PUD that will offer diverse housing opportunities and price points accompanied by the preservation of open space. Background/History In November 2017 the property was listed for sale by Comerica Bank; Trust NA, as personal representatives of the Estate of Prince Rogers Nelson and Paisley Park Enterprises. On several occasions the seller’s agents and members of Lennar have met with City staff to begin reviewing the zoning standards and the best use for the property. In May of 2018 U.S. Home Corporation entered into an Option Agreement to purchase the property. Property Description The site consists of approximately 188 acres made up of several tax parcels (PID 25.6900010, 25.6900020, 25.6900030, 25.0100100, and 25.0100200) located in the Notheast Quarter of the Northwest Quarter of Section 10, Township 116, Range 23. All buildings have been removed and the property has been vacant for some time. The site suffers from frequent trespassers that use the property for walking trails. City Standards • Land Use designation The property is designated for Low Density residential: RSF 1.2-4 units per acre. Lot yield Plan – 1.46 DU/Acre (202/138) Concept Plan – 2.26 DU/Acre (199/88) • Zoning Classification The site is currently zoned as Rural Residential with underlying zoning of RSF; low density residential 1.2-4 units per acre. The lot yield plan follows RSF standards and has a density of 1.46. The density transfer plan requires a zoning 2 change to PUD to allow flexibility and the relaxation of strict application of the zoning ordinance in exchange for greater environmental sensitivity and preservation of open space for public use. At 2.26 units per acre the density transfer plan also fits within the RSF density classification. • Surrounding Land Uses Residential developments of varying densities surround the site to the North, South, and West. To the West, across Galpin is Long Acres which was developed as a PUD to allow flexibility in design standards. Our primary street connections appropriately line up with Hunter Drive and Long Acres Drive. Boarding the property to the North and South are existing neighborhoods zoned RSF. The existing neighborhood to the North (Ashling Meadows) provides two existing road stubs to the subject property. There are no road connections to the South. Lake Lucy, and Lake Ann and their surrounding wetlands are located to the East. Both Ashling Meadows and Long Acres were built by Lennar under the Lundgren Bros Construction name. On the North end, both plans mirror the lot dimensions of the existing neighborhood. Topographical challenges naturally make the North portion of the site more conducive to a wider home style that may not require as much depth for building pads. On the South end of the property the ‘lot yield’ plan shows nine homes backing to the existing neighborhood to the South. The density transfer concept mitigates the visual impacts of smaller lots to the existing neighborhood by incorporating the use of cul-de-sacs and by limiting the home-style in that location to a single story Villa. In this scenario eleven homes will be visible to the existing neighborhood but will be orientated in a manner that attempts to minimize the number that back directly to the existing homes. Open Space Preservation The City of Chanhassen’s 2030 Comprehensive Plan identifies significant trail improvements along the Eastern boundary of the property that would enhance the Lake Ann Park and trail system by completing important connections between Lake Ann, Lake Lucy and Galpin Road. As part of this application we have provided two conceptual plans. The first scenario is a ‘lot yield’ plan that follows the City’s land use designation for the property and conforms to the minimum lot sizes and setbacks allowed within the RSF and Shoreland Overlay district. Park dedication would follow the Cities requirements as described in City Code. The second scenario is the ‘density transfer’ plan that focuses housing development closer to Galpin and preserves approximately 50 acres of land adjacent to Lake Lucy and Lake Ann that could be used for park dedication to the City. The overall lot count in both scenarios is roughly 200 homes. The difference between the two lies in the concentration of acreage used. In scenario one approximately 138 acres 3 are being developed to reach 200 homes. By mixing lot sizes scenario two strategically places the same 200 homes on 88 acres of land giving the opportunity to preserve significantly more open space for use by the residents of Chanhassen. Preserving the open space in this manner not only minimizes environmental impacts but also significantly reduces the length of public infrastructure (sewer, water, roads) required for long term maintenance by the City. Building Plans/Product Information Extensive research on housing availability and market conditions within the City of Chanhassen has guided us in putting together a plan that is matched by a product portfolio that includes an architecturally interesting variety of homes, and price points, that meet multiple buyer niches in Galpin Property . • Landmark Series - Designed with efficiency in mind, the Landmark series meets the demands of today’s challenging housing market by offering a fantastic value planned specially for 65’ wide homesites. Lennar has successfully built the Landmark series in Reflections at Lake Riley, Boulder Cove, and Camden Ridge. Typical footprints are 50’ wide allowing the ability to maintain setbacks designated by zoning standards. A variety of houseplans and elevations make up this series offering square footages ranging from 2,200 sq ft to 3,200 sq ft plus the ability to finish the basement to add footage to the home. With families in mind, the homes typically include four bedrooms, a large open living space on the main level, a master suite, mud room, and three car garage. Sixty-five foot wide lots allow the ability to preserve open space without compromising the integrity of the neighborhood. Typical side yard setbacks will be maintained. An interesting streetscape will be maintained through the incorporation of a variety of elevations, materials, and color packages. Lots are arranged in a manner that will include an assortment of walk-outs, look-outs, and flats. • Traditional Series - The Traditional series is designed for the 90’ wide homesites with the move up buyer in mind. A variety of house plans will be offered ranging from 2,600 sq ft to 3,700 sq ft. plus the ability to finish the basement to add additional footage to the home. These well thought out plans typically include four bedrooms, a large open living space on the main level, master suite, craft room, three car garage, and allow for luxury upgrades such as an indoor sport court. No deviation from RSF standards is requested in the large lot area. An interesting streetscape will be maintained through the incorporation of a variety of elevations, materials, and color packages. Luxury Villa – The Luxury Villa is designed for the 55’ wide homesites along the Southern Boarder. The Luxury provides minimal maintenance housing for an underserved market in Chanhassen; and the Twin Cities in general, the ‘empty nester’. Designed for single level living, the Villa homes offer a spacious first floor that includes a master suite, fireplace, open living room, gourmet kitchen, 4 and study. A deck or three season porch is included with the home to allow the opportunity to enjoy the natural features of Galpin Property . Multiple elevations and color packages will be incorporated to reduce monotony. It is important to note that the lot yield plan would be made up of all Traditional Series homes. Based on our absorption forecasts and financial modeling it is a possible that we would need to sell off portions of the lots to other builders. Environmental Impacts • Wetlands - A wetland delineation was completed on the site in September 2017. Wetland impacts have been minimized by careful planning and the preservation of open space. The ‘lot yield’ plan will require more impact to existing wetlands for the extension of public infrastructure (sewer, water, streets) to serve the upland adjacent to Lake Ann and Lake Lucy. • Tree Preservation – Preservation of open space for public use will allow the opportunity to preserve large wooded areas that may otherwise be disturbed with development. The ‘lot yield’ concept that follows the existing zoning guidelines will have a much greater impact on the large stands of trees located in the upland areas fronting Lake Ann and Lake Lucy. • Water Quality – Water quality will be managed through the incorporation of on- site ponding and other appropriate erosion control measures. We are evaluating the potential for water re-use on site to supplement irrigation systems. Lennar is committed to following stormwater policies enacted by the City of Chanhassen and the Minnesota Pollution Control Association (MPCA). Homeowners Association(s) A Master Homeowners Association will be established to maintain private common areas and community monuments. In the density transfer concept a Sub-Association will be created to take care of the common elements within the Villa area. WHAT WE HEARD Initiatives Initiatives are specific actions that are recommended for implementation. Initiatives are organized by the topic areas of parks, facilities, trails, preserves, programming, and operations. In this area in particular, care will be needed to determine what level of detail the system plan should include. For example, the neighborhood park section could become a list of all the specific improvements in each park or it could summarize an approach. Our recommendation is to use the latter method. This would mean that we might have a recommendation that identifies the need to replace and upgrade playgrounds in neighborhood parks according to the maintenance and replacement schedule rather than a list of each park where replacement is prioritized. 1. Parks Chanhassen’s 30 community and neighborhood parks play an important role in the City’s quality of life. They act as places for community gatherings, picnics and celebrations, family outings, and group and individual recreation. The following park initiatives aim to provide guidance to ensure each park continues to fulfill its role in the overall system. 1.1. Maintain Lake Ann Park as the premier community park. 1.1.1. Develop a master plan that defines the extent of park expansion to the west and north to preserve natural areas, extend the trail around the lake, and provide for additional recreational amenities like an amphitheater. The master plan should also explore additional facilities appropriate for a community park with significant natural amenities, parking expansion, circulation needs, and expanded natural surface and paved trails. The master plan should seek to influence adjacent neighborhood design to promote the extension of park and open space fingers into the adjacent development areas. The master plan should also include a natural resources section to guide the stewardship of the park’s natural resources. 1.1.2. Add user amenities in a phased manner, including permanent restrooms near the pavilions and athletic facilities, benches, and electronic scoreboards. 1.2. Implement the recommendations of the Bandimere Park Master Plan, which includes a picnic shelter with restrooms, field lights, sport court, hockey warming house, and possible splash pad. 1.3. At Lake Susan Park renovate the existing picnic shelter to include permanent restrooms, expand parking and add lighting and structured seating for the baseball field. 1.4. Add permanent restrooms and hockey warming house to City Center Park. 1.5. Seek opportunities to expand the capacity of the community park network to serve athletic and community event needs. 1.6. Prepared By Adam Beers, Park Superintendent File No:  SUMMARY Summer is here and maintenance operations are in full swing!  Here's what we've been working on and what's coming up.  Picnic shelter construction at Sunset Ridge Park and Prairie Knoll Park is nearing completion.  Final restoration will be completed by mid­July.  Contractors are still in the process of rough grading the site at  Manchester Park.  Once their work is completed our staff will move in and start final park construction, installing the shelter, playground and surrounding border.  The Fox Woods Preserve is now open for use!  A grand opening was held on June 9th to celebrate the new park.  The Lake Susan Park ball field lighting project is now complete and is being used.  Installing lights doubles its capacity for use for games and practices and has been a great addition to the park. Thanks to the Chanhassen Athletic Association for their contribution to the project! Staff has been busy spraying for broadleaf weeds, fertilizing turf and pruning trees at both City Center Park and Lake Ann Park in preparation for this year's 4th of July celebration.  Volunteers from Southwest Christian High School and Minnetonka High School worked with crews downtown installing mulch in flower beds, pulling weeds, and replacing dead plant material. A big thanks to both volunteer groups for coming out each year and helping make the downtown look great. On June 29th, Jim Theis will be retiring from the Park Maintenance Department.  Jim has been employed at the city for 31 years.  I would like to thank Jim for his years of service to the City of Chanhassen and wish him the best of luck into the future. Prepared By Katie Mathews, Parks and Recreation, Recreation Supervisor File No:  SUMMARY The 35th annual 4 th of July Celebration will be held on Monday, July 2 through Wednesday, July 4. All activities on July 2 nd and 3rd will take place at City Center Park and Chanhassen High School, with July 4th activities taking place at City Center Park and Lake Ann Park. Family Fun Night at the carnival will take place on July 2. All rides from 3­8 pm will be $2. The Family Fun Night gives families the opportunity to enjoy the carnival without all the hustle and bustle of the street dance crowds. There will also be pony rides available from 3­8pm in addition to the carnival. Numerous games and activities will be available for all ages on July 3 rd including pony rides, petting zoo, carnival rides and games, the SouthWest Metro Chamber of Commerce Business Expo, and live music featuring Ragtown and Casa Blanca Orchestra! Ten food and beverage vendors are registered for this year’s Taste of Chanhassen sponsored by the Rotary Club of Chanhassen. Midwest Carnival and Rides supplies six concession options in addition to the Taste of Chanhassen. The City of Chanhassen is partnering with Carver County Department of Public Health to create a family friendly festival. Carver County is has agreed to provide Responsible Beverage Server Training to those who will be involved in the selling and serving of beer and wine during the celebration. Carver County is also providing a comfortable and private tent for mothers to breastfeed their children. This tent will be located by the diaper­changing tent and supervised by Baha’ i Faith. This year’s community parade, produced by the Rotary Club of Chanhassen, will be held on Wednesday, July 4th at 2:30 p.m. The parade route is identical to previous years, beginning at Chapel Hill Academy and running through downtown Chanhassen.  Once again, the city has partnered with several organizations (Rotary Club of Chanhassen, SouthWest Metro Chamber of Commerce, Minnesota Twins, and the Chanhassen Senior Commission) to offer activities during the celebration. Additionally, the city partnered again this year with SouthWest Newspapers to create a 16­page promotional brochure for the event. This brochure features a schedule of events, messages from title sponsors, maps, and articles featuring specific aspects of the celebration.
