REGULA~ PLA~NING COMMISSION MEETING MARCH 28, 1979
Roman Roos called the meeting to order at 7:30 p.m. with the following
members present: Gordon Freeburg, Jerry Neher, and Mal MacAlpine.
Pat Swenson and Walter Thompson were absent.
MINUTES: Gordon Freeburg moved to approve the March 14, 1979, Planning
Commission minutes. Motion seconded by Mal MacAlpine and unanimously
approved.
Jerry Neher moved to note the March 5, 1979, Council minutes. Motion
seconded by Mal MacAlpine and unanimously approved.
PUBLIC HEARING
WALDRIP SUBDIVISION
Roman Roos ca1led~the hearing to order with the following interested
persons present:
Shirley and Ken Waldrip, 6410 Galpin Blvd.
Art Partridge, 6280 Hummingbird Road
Walter Fenton, 6500 Galpin Blvd.
The Official Notice as published in the Carver County Herald was read
by the City Planner.
Mr. Waldrip is proposing to subdivide his property into one residential
lot and one outlot. The property is bounded by Galpin Blvd, Lake Lucy
Road and Steller Circle. The Assistant City Planner/Manager recommended
that the applicant attempt to develop the entire parcel uniformly.
Should the final decision be to subdivide the property, the planner
recommended that the condition of subdivision be that subject residence
egress to Galpin Blvd. be terminated upon the completion of the interior
access, and that the residential access be obtained on said interior
street.
Ken Waldrip - At this point in time all I am seeking to do is to
subdivide the property. The house is a substantial
house. What I have done through my architect show that
this land can be subdivided quite handily with the
house remaining in tact. The house at this time is not
sold, however, it maybe that I need to sell this house
to generate the capital to develop this property. With
that in mind I am asking for the right to sell the
house.
This land is presently zoned P-l which is a planned
unit development and under that a zoning a number of
possibilities exist, townhouses, small apartment buildings,
single family dwellings, and duplexes. It is my feeling
that this land, because of. the zoning that's on it and
because of the price that's on it, will ultimately be
developed in some form of multiple family dwelling
housing.
Walter Fenton - I would like to see some development in there. I
wouldn't like to see some high rise apartments in
there. I don't think that's an area for apartment
houses. Single family would be very compatible in
there. I am not pro or con, either way.

Mal MacAlpine - What size would be the one lot that you want to break
off?
Mark Koegler - The overall lot is 12.3 acres and the portion to be
split off would be 20,845 square feet. tit
Art Partridge - The point at hand is whether or not to permit slicing
the thing into two tracts .and I would like to be on
record that I am in favor of it. I don't see any
problem. I do have reservations which go back to the
original rezoning of the remainder of the parcel.
I would like the Planning Commission to be on record
that this is not a final study.
Roman Roos - We did want to see a potential use of the land. Our
primary concern was to know the road alignment that would
permit the development of the interior portion without
any conditions based on the lot that you wanted to carve
out of it.
Ken Waldrip - That driveway has been on Galpin Blvd. for approximately
70 years. I think if grandfather rights have any weight
at all certainly here is a case where they might. If
I were asking for additional access to or from Galpin
Blvd. I think that then you might have a ligitimate
complaint. I would not want to get tied in co removing
that existing driveway.
Mark Koegler --The reasoning for that, from a staff point is view, is
that while it might have existed for 70 years there is
going to be in the next 20 years more development
occurring with that area, hence increased traffic. ~
The driveway now with the angle, I have driven out of ~
it and it is rather a blind intersection either way
you look. I think it was meant to head off future
congention problems that might occur.
~en Waldrip - I also have a driveway onto Galpin Blvd., when are they
going to come and make me take my driveway off Galpin
Blvd.
Roman Roos - We are looking at a situation where we have input. The
idea is good.
Mal MacAlpine moved to close the public hearing. Motion seconded by
Jerry Neher and unanimously approved.
WALDRIP SUBDIVISION: Mal MacAlpine moved to recommend the Council
approve the subdivision as presented, without the stipulation as
staff recommended. Motion seconded by Gordon Freeburg. The following
voted in favor: Gordon Freeburg, Roman Roos, and Mal MacAlpine.
Jerry Neher abstained. Motion carried.
NATURAL RESOURCES - GOALS AND POLICIES: The goals and policies were
discussed previously and the Planning Commission received the final
draft for review and discussion. The question of run off in areas
where development has been virtually completed was discussed. The
City Planner will include a policy dealing with this issue.
HOUSING INVENTORY: An inventory of some of the housing types which e
are in the City now or might be locating within the community in the
future were set out. ~ gOOQ share of the 1970 Census Data is obsolete
and will be up dated with the 1980 Data. The Housing Structural

Conditions Survey has been conducted. A total of 1,956 dwelling
units were identified.
HOUSING GOALS AND POLICIES: A goal of: A decent home and a suitable
living environment for all Chanhassen residents regardless of age,
race or income, was setforth along with policies to implement.
A special meeting was scheduled for April l8 to work on the comprehensive
plan.
ECOLOGICAL COMMITTEE: Members discussed the status of the Ecological
Committee. The city Planner will develop a charge dealing with sections
of the comprehensive plan.
Gordon Freeburg moved to adjourn. Motion seconded by Jerry Neher and
unanimously approved.
