PLANNING COMMISSION WORK SESSION MINUTES - September 12, 1979
Roman Roes called the n:eeting to order with the following members present: Gordon
Freebw:g, Pat Swenson, ~lark Horn, Jack Bell, Walter Tharpson and Tom Droegemueller.
Gordon Freeburg submitted an oral resignation from his post on the Planning
Corrmission effective in1mediately. After a short discussion, the Planning Corrmission
accepted the resignation and requested staff to arrange inte:r:views for new
candidates.
Mark Koegler discussed the Eden prairie Guide Plan, stating that it is a good
comparison to Chanhassen's because of the proximity of the two communities and
similar circumstances between them. They have some points in their's that have
some specific impacts on Chanhassen. The goals and objectives of both cities
were discussed.
The subject of multiple housing vs. estate type was discussed, as far as the
tax base. They discussed how a percentage in each category would be established
as far as the housing mix.
In 5-a, Land Use Component, Mark Koegler stated from a planning perspective, we
should look at the uses that they are proposing on parcels adjacent to our municipal
boundary. The vast majority of land adjacent to Chanhassen is either park or single
family residential, and therefore he does not see any use conflicts with them in
that regard. Where our industrial area extends into Hennepin county, they ar$
pursuing an industrial parcel on the other side of the line there as well.
From a use perspective, he did not see any problems with any of the kinds of things
that they are proposing as far as Chanhassen is concerned.
5-b is the Community Facilities section. Mark does not have,'any specific comments
with regard to Chanhassen on this section. What Eden Prairie had done is used
Edina as a model for school population. They also referred to the Environmental
Impact statement that was done for Jonathan.

Apparently Hennepin County has indicated that the extension of the Crosstown is on
the back burner now, north across to Eden Prairie to the Chanhassen limit~ Eden
Prairie apparently contacted Mayor Hobbs and requested that Chanhassen assist
Eden Prairie in its efforts to elevate that project to something that might become
a reality in the near future. Our City Council, in the overall planning picture,
agreed that at least the Planning Commission would look at whether or not
Chanhassen would endorse the extension of the road across Eden Prairie. There are
a number of ~outes that they are proposing some work on which do have an impact on
Chanhassen. They talk about upgrading 101 from Highway 62 to just north of the
railroad tracks in Chanhassen, with tvlO moving lanes with turn lanes. He didn't
feel that was a problem, that is consistent with what we will be looking at,
basicallY an improvement of the flow on 101. They talk about TH5 becoming an
urban expressway status from Chanhassen, basically east. They are looking at
improving the movement on 5. Obviously in our transportation planning, I am
assuming we are going to call for some kind of improvement in movement on 5
They are proposing Dell Road be a local collector. They are still planning on 101
basically maintaining its arterial type function. They are not thinking of re-
routing 101 into Eden P-rairie. They have been working with Chanhassen on our
frontage roads etc. to insure that when Dell Road goes in it will be able totie
into those.

On the map where our area into Hennepin County is shown, B which is the dashed line,
turns south, which is 5. Apparently what they are thinking is that when 212 goes in,
they would like to try to divert some of the traffic off of 5 down to 212 at this
point. The philosophy of that doesn't bother him so much, but they actually show
the link occurring within Chanhassen. He doesn't necessarily see that that will
be reflected in our plans. In addition to the roads, the transportation network
also includes pedestrian and bicycle. They do show a consistent link and it does
hit a point in Chanhassen roughly right around the Lotus Lake, B. T. Land Develop-
ment area which is consistent with one of our trails, so we do have a connecting
link with Eden Prairie at that point. Mark stated as far as endorsing the
extension of the Crosstown, as far as the comprehensive plan goes, the posture
that we are not going to endorse nor are we going to fight that particular element
of their transportation would be his opinion. That is something that is an integral
part of their community planning and we recognize that.
Jack Bell moved to endorse the extension of the Crosstown Highway as proposed by
Eden Prairie, with the understanding that we are not changing the position that
was previously established with respect to further extension through Chanhassen
of Crosstown. Motion seconded by Walter Thompson and approved.
On the points that are left of the Guide Plan elements, Mark stated he did not
come across anything that had adverse impact to the City of Chanhassen.

Mark briefly described the material on the Land Use Element Survey Analysis.
He pointed out a couple of things for the Planning Commission's consideration,
the cover page, summarizing major points, assembling a list and consider any
very significant additions to that list or modifications that should be made to
those. He included some map material on the existing land use in the city,
he broke this out specifically from the land use map to get a better look at
where residential is within the community, and where the other components are.
Also, Land Use Implications, he would like to have underscored what we consider
to be existing liabilities within the community from a land use perspective,
and what some of the assets are within the community.
Next a review of the land use sketch plan took place. Mark stated that the Lake
Studies Committee now is actively pursuing developing some policies with regard
to the dockage issue, and some recommendations should be coming from them soon.
Mark stated that the residential area on the north side of 78th is part of the
officially zoned CBD for Chanhassen, so therefore commercial development at the
present time is likely to or could occur within that area. He felt that we need
to do an overall review of what land is within the CBD.
He stated one of the things that is going to have to be considered is the proposed
extension of utility areas in five year increments.
Scheduling of meetings for the next few months was discussed.
