1980 01 30 - e e . EXTRA SESSION CHANHASSEN PLANNING COMMISSION A meeting was held at the Chanhassen City Hall, 7610 Laredo, Chanhassen, Minnesota, on January 30, 1980. Present were: Clark Horn Walter Thompson Art Partridge Torn Hamilton Also present were: Bob Waibel, Asst. City Manager Mark Koegler, City Planner Craig Mertz, Asst. City Attorney Don Ashworth, City Manager Dennis Spalla and Bill McRostie Chairman Horn called the meeting to Order at 7:40 P.M. APPROVAL OF MINUTES Walter Thompson moved, Art Partridge second, to note the Minutes of the Lake Study Committee meeting of December 20, 1979. Motion carried. PUBLIC HEARING, DOWNTOWN REDEVELOPMENT DISTRICT, EXTEND BUILDIHG MORATORIUM Upon recommendation by the HRA,the Planning Commission and City Council were ~equested to extend the building moratorium for a 45 day period for Kraus Anderson and Bloomberg Co.'s based on the following objectives to be accomplished: l)Plan review required by the State of Minnesota; 2) A review of the develop- ment plans proposed by the developer themselves; and 3) working out the details of the developers agreement. Walter Thompson moved, Art Partridge second, to close the Public Hearing. Motion carried. '[.val ter Thompson moved , Art Partridge second, to extend the Moratorium to April 1, 1980. Motion carried. REVIEW SHAKOPEE COMPREHENSIVE PLAN Mark Koegler reported that he found no distinct areas of conflic.t in the Shakopee Comprehensive Plan. He recommended that a letter be sent stating they have reviewed the plan and find no problems. Art Partridge moved, Walter Thompson second, to note reviewal of Shakopee's Comprehensive Plan and to send a letter stating they find no areas of conflict. Motion carried. ,,"c. , e e /~ ) REVIEW JACKSON TOWNSHIP COMPREHENSIVE PLAN Mark Koegler explained that the major area of contention is the lack of their showing the proposed bridge crossing of Highways #41 and #169-#212. He recommended that a letter be drafted to Jackson Township stating that a conflict is noted and that there will be an inconsistency between their Plan and Chanhassen's Plan in regard to the bridge issue. Walter Thompson moved, Tom Hamilton second, to note reviewal of the Jackson Township Comprehensive Plan and to send a letter stating the inconsistency sited above. Motion carried. COMPREHENSIVE PLAN-LAND USE ELEMENT Mark Koegler explained the procedure in preparing Chanhassen's Comprehensive Plan. He addressed the following areas of the presently proposed Comprehensive Plan: Rural and urban service area, social and economic factors (population and employment projections, developments, housing units and areas likely to become developments), sewer and water service plans as compared to Chanhassen's population growth, planning assumptions and general land use.
