REGULAR SESSION
CHANHASSEN PLANNING CO~~ISSION
A meeting was held at Chanhassen City Hall, 7610 Laredo,
Chanhassen, Minnesota on February 13, 1980.
Present were:

Engineer; Doug Hanson, Developer; Al Klingelhutz, Citizen;
Herb Baldwin, Sorenson Representative; Mike Sorenson, Developer;
John Schardlow; Dr. Frank Molnau; Dr. Steven Benson.
Chairman called the Meeting to Order at 8:05 P.M.
APPROVAL OF MINUTES
Walter Thompson moved, Art Partridge second, to note the
City Council Minutes of January 21, 1980. Motion carried.
PRELIMINARY DEVELOPMENT PLAN REVIEW ~. MCMULLEN ADDITION
Bob Waibel reported the changes in the proposed plan, thus
being one additional lot on the east side of the proposed road,
another additional lot on the west side of the road, and the
proposed community well and water system has been deleted from
the plans. The applicant has agreed to provide trunk water
easement across the property should it be necessary in the
future to traverse the subject property with a water trunk.
The City Staff and the city Engineer recommend that a dry water
main be installed and further that the applicant be advised
that there may be potential for need of additional right-of-
way along the present W.86th St. alignment and also that one of
the conditions of development would possibly be the upgrading
of VI.86th St. to the subject property to a standard that would
adequate for perennial access for all emergency services.
Tom Klingelhutz stated the reasons that they were bringing
the sewer lines into these lots. There was discussion on the
right-of-way, sewer and water and maintenance and assessment of
the road. A legal opinion is requested atthe time of the public
hearing on the ownership of the street, what the right-of-way
is, and who is responsible for upgrading and maintenance.
Chairman Horn requested comments from the Commission members
regarding whether these questions should be ans.wered, and if the
proposal for the water system should be su~mxtted, at the time of
the public hearing.

The Planning Commission concurs that it would be adequate
to proceed with the public hearing and have this information
at that time.
CONDITIONAL USE PE~1IT FOR SORENSON COMMERCIAL DEVELOPMENT
W.79th STREET AND 101
Bob Waibel reported that Mr. Sorenson is proposing to
construct an approximate 1200 sq. ft. off sale liquor store
at the southeast quadrant of W.79th St. and Great Plains Blvd.
He gave a brief overview of the project and recommended that
the Planning Commission order a public hearing for the conditional
use permit and building moratorium variance. Mr. Sorenson
and Mr. Baldwin discussed the plans. There was discussion on
the lot and buildings.
Art Partridge moved, Walter Thompson second, to order a
public hearing and building moratorium variance with the
conditions that the applicant present the proposa.l to theH.R.A.
for their comments, that the applicant furnish information
regarding lighting and drainage plans, location type and diameter
of all proposed plantings and architectural elevations of the
proposed structure, and receive comments fromth~ Sign Committee.
All of the above information shall be available at the time of
the public hearing. Motion carried.

DISCUSSION SUNRISE BEACH PRELIMINARY DEVELOPMENT PLAN

Bob Waibel reported that the applicant has completed the
grading and!.erosion control plan for this proposal and has
indicated that a possible 10% grade for the westerly egress from
the property.
John Schardlow explained that a 8% grade would involve a
greater amount of grading and alteration of terrain. He addressed
the alternatives of softening the curve and super-elevating the
inside portion of the turn. There was discussion on the street
grade.
Further recommendations and/or comments on this matter
will be addressed at the City Council-Planning Commission joint
meeting.
SUBDIVISION REQUEST LOT 1, BLOCK 1, FRONTIER DEVELOPMENT PARK
Dr. Ralph Molnau and Dr. Steven Benson are requesting to
subdivide the westerly portion of Lot I, Block 1, Frontier Develop-
ment Park. There was discussion on the additional parking and
access to the building and adjacent building/owners.

Tom Hamilton moved, Walter Thompson second, that the sub~
division request for Lot 1, Block 1, Frontier Development Park
be permitted utilizing the shared parking in accordance with the
CBD standards. Motion carried.

OPEN DISCUSSION
e ** Bob Waibel reported on the status of the applicants and
interviewing schedules.

** There was discussion on the proposed developments in Chanhassen.
The legal limitations of the Planning Commission were included
in this discussion, alongvit~ the zoning, signing, and posting
the appropriate design and plan information of individual develop-
ments.
** A motion was made by Art Partridge and seconded by Tom Hamilton
to have the developers make and install signs for proposed
rezoning of Dunn and, Curry project~ ,!'1otion ca.rried.

Tom Hamilton moved, Art partridge seconded, to adjourn at 11:30 p.m.
